2 Which DATA are we talking about? Design information, drawings, compliance showing documents, Manuals, ICA, which are required from Design Holders by the Regulations, with the intent to ensure continued airworthiness and compliance with requirements applicable to the product US/EU International Aviation Safety Conference 2

Design holders, who are responsible for these data because of their regulatory obligations, Certificating Authorities, Validating Authorities, involved in compliance determination and continued airworthiness, Operators, Maintenance, Repair and Training organizations, Authorities involved in the oversight of these organizations 2012 US/EU International Aviation Safety Conference 3

4 Going digital, what does it change? Regulatory obligations are unchanged, BUT Software are needed to read the data with eyes since some data cannot be anymore printed on paper, The only constant with software: they keep on changing, How to ensure the required data will be available, unaltered, during the entire product life? 2012 US/EU International Aviation Safety Conference 4

5 Discharging applicant's responsibilities: Dassault's example Compliance showing documents: A centralized certification repository supporting electronic signature is shared with certificating and validating authorities. Secured access made available to Authorities using web-based application, User agreement seen as useless because of existing regulatory obligations on involved parties. These documents can (yet) be printed US/EU International Aviation Safety Conference 5

6 Discharging applicant's responsibilities: Dassault's example Design data: Drawings are gone. Design data is 3D and "as designed configuration" is in database. Design data (3D) is made available to Authorities on site, no remote access. Approved design data is archived under a format compliant with an international standard developed by the industry (LOTAR initiative). Third party used for the retention of the archives signature (evidence of un-alteration of data) US/EU International Aviation Safety Conference 6

7 Discharging applicant's responsibilities: Dassault's example Manuals, ICA: Approval by Authorities is managed as any other certification documents via the Certification repository, Release to involved parties after approval is based upon secured web-based portal, but paper subscription is still possible. Exception: FAA approved MMEL is still authored and published by the FAA. User agreement required, except with Authorities US/EU International Aviation Safety Conference 7

8 Discharging applicant's responsibilities: Dassault's example Acceptance by the Authorities: Dassault processes and associated tools were subject to EASA DOA audits and EASA certification team inspections. Oversight is ensured as for any other DOA processes. FAA has accepted EASA findings under the bilateral agreement. FAA has completed its own investigations when these processes and tools were deployed for design data management of FAA approved STC at Dassault Falcon Jet US/EU International Aviation Safety Conference 8

9 What is next? Electronic data exchange between Design Holders and EASA is now deployed for reporting of failures, malfunctions and defects (IORS initiative). Electronic data exchange between Design Holders and Authorities will expand to cover project management from application to approval, including acceptance of retained items. Drawings are gone, and soon documents/manuals as well: more data will become unusable under a printed format: e.g. design specifications, flightcrew information, prompting the need for further standardization activities US/EU International Aviation Safety Conference 9
