11 Take-back obligation in practice INDIVIDUAL (waste management plan per company = reverse logistics) COLLECTIVE through environment policy agreements (sector <> 3 regions) and the executive body (Valorlub)

12 Take-back obligation in practice : the collective system BPF, LAB, FEDIS and Federauto negotiate(d) an environment policy agreement with the three regions. On BPF, LAB, FEDIS en Federauto set up VALORLUB to execute the practical tasks on behalf of their members for acceding the take-back obligation. Valorlub is a non profit organisation. Companies that are not members of the concerned federations may join Valorlub as participants

22 Producers and importers : 68 participants The participants of Valorlub report annually to Valorlub how much oil they have placed on the Belgian market (via production or import). The declaration to Valorlub is broken down according to type of oil The financial contribution to Valorlub is calculated per litre and is paid according to type of oil > Domestic oil > Professional oil

26 Operators : 13 contracts Collectors pick up used oil from the container parks, garages and industries and take the material away for regeneration, rerefining, reuse as fuel, etc Recoverers process the used oil and send the end-product off for regeneration, rerefining, reuse as fuel, etc A recoverer may also collect the used oil in the first place.

27 Operators The operators (collectors, recoverers) are homologated by Valorlub on the basis of an application form each month they report the total amount of used oil collected and/or removed the collected and removed quantities are broken down according to origin, type of oil They receive from Valorlub an administrative compensation on the basis of the quantities that they declare each month.

28 Compensation of disposers - principle The EPA obliges Valorlub to provide a costcovering compensation for the disposers -> currently not necessary for disposers offering larger quantities (> litres) -> a lump-sum compensation of 40 /year for disposers (garages or industry) offering smaller quantities Paid once a year via cheque > 2008 : enterprises
