9 ENVIRONMENTAL ANALYSIS ANALYTICAL LAB. ORGANIC COMPOUNDS Concerning the physical chemical analyses for POPs which are the focus of Stockholm Convention, the laboratories provide facilities, equipment and personnel needed for investigations conducted to support environmental enforcement efforts such as industrial effluents, industrial solid waste, contaminated soil, air emissions, air quality and ground water monitoring. Besides, these laboratories are in charge of analyzing samples for surface water, soil and ground water monitoring programs. The labs have analytical capacity to perform organic compounds analyses for volatile halocarbons, volatile aromatic organics, organochlorine and organophosphorus pesticides, trihalomethanes, phenols, PCBs - polychlorinated biphenyls, PAHs -polynuclear aromatic hydrocarbons and chlorinated phenoxy acid herbicides. At the moment we are analyzing all the POPs of SC except for dioxin and furans that we intend to begin to analyze next April. PAHs analyses are already in ISO system and Organochorine pesticides and PCBs analyses are in process of accreditation.

16 NOMINATED REGIONAL STOCKHOLM CONVENTION CENTRE s WORK PLAN for the period of September 2008 to December 2009 was devised and sent to the Stockholm Secretariat last September BASED ON THE PRINCIPLES OF SC - ARTICLE 12 - TECHNICAL ASSISTANCE TECHNICAL SUPPORT TO DEVELOPING COUNTRIES IN LATIN AMERICA AND IN THE CARIBBEAN AND TO PORTUGUESE SPEAKING COUNTRIES DEVELOP AND STRENGTHEN THEIR CAPACITY TO IMPLEMENT THE OBLIGATIONS UNDER STOCKHOLM CONVENTION
17 WORK PLAN AS A NOMINATED REGIONAL STOCKHOLM CONVENTION CENTRE ACTIONS TO PROVIDE LABORATORIES WITH THE NECESSARY KNOW-HOW TO MONITOR POPS (Polychlorinated Biphenyls- PCBs), CHLORINATED ORGANIC PESTICIDES AND DIOXIN AND FURANS) TO TRAIN TECHNICIANS TO IDENTIFY AND MANAGE POPs CONTAMINATED SITES AND HAZARDOUS WASTE TO OFFER TRAINING COURSES TO DEVISE GUIDANCE TO APPLY ENVIRONMENTALLY SOUND TECHNOLOGIES FOR AIR POLLUTION CONTROL.
18 AS A NOMINATED REGIONAL STOCKHOLM CONVENTION CENTRE WORK PLAN OBJECTIVES THERE ARE FIVE MAIN OBJECTIVES: 1.To prepare the process to start up the dioxin and furans laboratory within a period of one year - analysis of environmental samples - air, ashes, soil and sediments 2.To strengthen six existing laboratories from GRULAC 3.To enhance Brazil s technical capacity to analyze PCBs and chlorinated organic pesticides presence in human blood and milk 4.To promote technology transfer to GRULAC 5. To facilitate access to technical information on the cetesb website for countries from GRULAC by December 2009 (clearance house mechanisms)

To prepare the process to start up dioxin and furans laboratory within a period of one year - analysis of environmental samples - air, ashes, soil and sediments. To prepare the lab for accreditation: IN PROCESS to prepare standard operating procedure for samples and analysis; to get certificate reference material (CRM); to establish a maintenance contract for CGMS/HR; to assure quality standards and quality control methods; to contract proficiency test; To train professionals for air sampling: DONE To analyze 20 environmental samples - air, ashes, soil and sediments for some Latin America and Caribbean countries ( for the first period).

To strengthen six existing laboratories from GRULAC for monitoring PCBs and chlorinated organic pesticide in environmental samples - water, solid waste, soil, sediment, fish - in a 15 days laboratory practical training in the second trimester of 2009: to contact GRULAC countries with the help of the Environment Ministry of Brazil to select the 6 lab technicians for a 15 day pratical training course ( sampling, sample preparation, clean up, analysis, reports, QA/QC); to produce technical material in the adequate language for the participants; to discuss with the participants the process of laboratory accreditation,

To enhance Brazilian technical capacity to analyze presence of PCBs and chlorinated organic pesticides in human blood and milk. To prepare standard operating procedure for sample and analysis: to get certificate reference material (CRM); to assure quality standard and quality control methods; to contract proficiency tests; to validate the methods; To train s technicians to analyze the presence of PCBs and chlorinated organic pesticides in human blood and milk;in PROCESS To analyze 200 PCBs and chlorinated organic pesticides samples in human blood and milk

To promote technology transfer in order to provide the GRULAC and Portuguese speaking countries with the necessary know how so that they can tackle their environmental problems caused by POPs To offer four training courses to GRULAC countries: to contact GRULAC countries and Portuguese speaking countries with the help of the Brazilian s Ministry for the Environment and on your feedback of your needs ; to present a list of 10 courses and to select 4 most appropriate of them; to prepare four one week courses for twenty participants; to schedule for the training courses; to produce course material in the adequate language; to start the four training courses within next year.

To facilitate access to technical information on the website for countries from GRULAC by December 2009 (Clearance House Mechanisms). To create a link to the Centre on the website; To select technical material regarding to the Stockholm Convention to be included at the Centre linkage ; To translate the information on website into English and Spanish; To integrate RELASC, RELAC, REQUILAC and SPC networks into the website.
