5 SURVEY METHODOLOGY Publication of the 2013 Rail Industry Salary Survey represents the culmination of an in-depth analysis and review program of market data. An internet survey link was sent to 14,386 candidates and contacts of Kinetic Recruitment within rail organisations. Our thanks go to the many organisations and individuals across all major Australian business centres that have contributed market information and data for this project. DEFINITIONS Median: The salary level which 50% of salaries fall below and 50% are above. Salary Package: Full time equivalent annual base salary plus superannuation and bonus components (before tax). NOTES These figures are provided as a median guideline. Individual salaries will vary and should take into account the exact requirements of the specific role. Definitive data for the Northern Territory and the ACT was not available, and Tasmanian data is included with Victorian data. For guidelines on salaries please contact Kinetic Recruitment. The salaries shown in the tables of the report are based on full time employees only and include statutory superannuation. All salaries are shown in Australian Dollars. 8 MARKET COMMENTS 2013 Trends at a Glance The election of the new Federal Government has raised concerns about the government s commitment to major rail projects over the next 3 years. The Rail Industry remains project driven, requiring workforce flexibility and creating workforce volatility Redundancies have continued throughout 2013 with engineering consultancies hardest hit due to continued pressure on the mining sector and major projects slowing down. Skill shortages continued at principal and management level in signalling and electrification. Salary levels nationally have remained relatively steady over the past 12 months; contract rates have decreased by 5% nationally. Maintenance is being brought in-house to reduce cost and control assets. Highlights Across Australia QLD: The slowdown in the Rail Freight Industry in Queensland due to a flattening coal market has resulted in continued redundancies across the state. However, the $1.1 billion Moreton Bay Rail Link contract awarded to Thiess is a strong project for the state. NSW: The North West Rail Link is a priority rail project for the NSW Government. Following an initial feasibility study approval has been given for the $1.6 billion Light Rail, connecting Randwick with Circular Quay. SA: In Adelaide, the first of 22 new Bombardier electric trains were delivered during the year preceding the commencement of the electrified services on the Seaford line in However, the $76 million Gawler Line Electrification project is in doubt following the recent announcement by the Federal Government that it is planning to withdraw funding for the project Kinetic Recruitment Rail Salary Survey 8 of 27
9 VIC: WA: NT: The Regional Rail Link is nearing completion with a number of occupations planned over the next 6 months. There are several grade separation projects planned for 2014 in Melbourne and Yarra Tram s Power Supply Upgrade project recently commenced. The Perth City Link is due for completion in There have been a number of mining projects either cancelled or put on hold due to the slowdown in that sector. However, the Roy Hill project commenced in 2013 with Samsung C&T awarded the EPC contract. Several rail companies have taken maintenance in house to reduce cost and control assets. Overall Market Comments The Rail Industry continued to be project driven throughout 2013 with ongoing projects in Victoria and South Australia slowing down and imminent projects in New South Wales and Queensland commencing ramp-up. There have been major changes in the Rail Sector in New South Wales with Sydney Trains and NSW Trains taking over from Railcorp as of July As part of this process Transport for NSW (TfNSW) took over a number of major projects from RailCorp including the Power Supply Upgrade project, the Digital Train Radio System project and the Advanced Train Protection project. The Asset Standards Authority was also established July The ASA is an independent unit established within TfNSW, and is the network design and standards authority for NSW rail assets has seen continued global economic uncertainty with the US beginning the year on the brink of the fiscal cliff. The recent government shut down due to a budget impasse with the Republicans and the Federal Reserve threats to taper the stimulus package have created volatility in the Share and Foreign Exchange markets. China s economic slow down has also had a major impact on the slow down in the Mining and Rail Freight sectors particularly Iron Ore and Coal. With the Australian Federal Election called in September a number of projects were put on hold in anticipation of the change in government. The new Federal Government, favouring roads over rail have withdrawn funding across a number of rail projects throughout Australia Kinetic Recruitment Rail Salary Survey 9 of 27
10 As a number of projects in Victoria and South Australia wind down at the beginning of 2014 and projects in other states ramp up we expect a movement of rail professionals out of Victoria and South Australia to Queensland and New South Wales. This will create significant challenges for employers to retain their current capabilities to complete existing major projects. 12 Comments 39% of respondents have access to a bonus as an additional benefit outside their base salary and superannuation. This represents a 4% decrease on last year (2012). Salary sacrifice was cited by 35% of respondents as an additional benefit. Other common additional benefits included car allowance/mileage (30%) and holiday loading (23%). Parking jumped from 20% in 2012 to 27% Mentioned in Other benefits were: Company car Private medical/hospital cover Free rail, bus and ferry.
