3 A C K N O W L E D G E M E N T S V - 1 ACKNOWLEDGEMENTS The assessments and recommendations proposed by this report were developed for The City of Dallas and The Dallas Public Library by a team of professionals led by The Hillier Group. This team worked in close collaboration with many members of the Dallas community over an eighteenmonth period. The patient and generous commitment of time by these individuals proved to be central to the completion of the programming and planning tasks identified as the subject of this effort. These individuals worked closely with the architects and others in an efficient and highly cooperative manner to formulate the programming and conceptual planning information described within this report. Their fair-minded critiques, experience, observations, and general good counsel helped to shape everyone's understanding of what a library system of the future should be and might become. The efforts of these individuals are gratefully acknowledged: City of Dallas City Council Ron Kirk, Mayor of Dallas Mary Poss, Mayor Pro Tem Steve Salazar, Deputy Mayor Pro Tem John Loza Laura Miller Maxine Thornton Reese Donald W. Hill Barbara Mallory Caraway Leo V. Chaney, Jr. James L. Fantroy Alan Walne Lois Finkelman Sandy Greyson Donna Blumer Veletta Forsythe Lill

7 A C K N O W L E D G E M E N T S V - 5 Other organizations outside of the City of Dallas were instrumental in the planning process. The Dallas Plan Karen Walz, Executive Director Dallas Public Schools David Paul Patton, Assistant Superintendent Gay Patrick Most of all, we wish to thank the entire Dallas community who gave of their time to respond to the consultants' requests for information and input via meetings, surveys, and interviews. The information assisted greatly in shaping the recommendations, which will strengthen the Library system and make it more responsive to the needs of our communities. Project Team The initial Request for Proposal by the City of Dallas for a Facilities Assessment & Program described a somewhat unconventional consultant team organization and an unusual approach to professional services scheduling and delivery. It called for the commissioning of an architectural firm that would hep select and then lead a team of consultants in establishing a comprehensible Library System Master Plan. All portions of this team were to work concurrently, coordination their efforts and findings as the progress of each separate trajectory demanded. In addition to the traditional engineering and design consultants, the team assembled by the selected firm, The Hillier Group, would necessarily include sub-consultant specialist who will provide assessment and recommendations for a broad and complex range of library issues.
