1 Tender Ref.No. C-DIT/3/RRC/7 Dated Centre for Development of Imaging Technology (CDIT) Chithranjali Hills, Thirvallom PO, Thrivananthapuram (An Autonomous Body under Govt. of Kerala) TENDER FOR HIRING OF DEDICATED SERVERS Introduction Centre for Development of Imaging Technology, (C-DIT) an autonomous body under Government of Kerala was established in the year 1988 with a vision to ensue advancement of research, development and training in imaging technology with an implied role in socially relevant science & development communication. C-DIT has its headquarters at Thiruvananthapuram and have Regional Centers at Kayamkulam, Ernakulam and Kannur. C-DIT has been able to mark its significant presence in the seemingly infinite area of web based services. The cyber world, which allows for limitless growth has been efficiently harnessed by C-DIT, which runs as many as 300 websites and web based e-governance applications/ services for Government of Kerala. I. INSTRUCTIONS TO BIDDERS 1. In connection with its ongoing and upcoming web based e-governance initiative, C-DIT invites competitive tenders from firms/ companies having their own 4tier/ 3tier Data Centre for providing dedicated servers for the hosting of the C-DIT s web based services for the Government of Kerala. The details of the requirement are attached. 2. The Tender should be submitted in the prescribed Proforma of Technical and Financial bids duly filled and sealed in separate envelopes, superscribed TENDER FOR HIRING OF DEDICATED SERVERS and put together in a big envelope accompanied with requisite EMD of Rs. 5,000/- (Rupees Five Thousand only) in the shape of Bank Draft/Pay order in favour of Registrar, C- DIT payable at Thiruvananthapuram and forwarded to Registrar, C-DIT on or before the last date mentioned. 3. 2 5. The Tender price shall be kept valid for 90 days from the last date of submission of the Tender. 6. The Earnest Money Deposit as specified in the document must be in the form of Demand Draft/Pay Order drawn in favour of Registrar, C-DIT payable at Thiruvananthapuram and submitted with the Technical bid. 7. Tender not on the prescribed proforma (attached) without requisite details/emd and received after the closing date/time of tenders will be summarily rejected. 8. The successful tenderer will have to deposit a bank guarantee equivalent to 5% of the total tender value towards security deposit in favour of the Registrar, C-DIT for faithful performance of the contract. The successful Bidder (hereinafter referred to as Service Provider) has to sign a Service Level Agreement (SLA) agreeing to 99.98% uptime, other terms & conditions and responsibility matrix for the implementation of the work. 9. The tenderer will be required to send TWO SEPARATE SEALED ENVELOPES, FIRST ENVELOPE CONTAINING DEPOSIT OF EARNEST MONEY, TECHNICAL LITERATURE AND TECHNICAL BID SPECIFICATIONS WHEREAS THE SECOND CONTAINING THE FINANCIAL BID SHOWING RATES, AND TERMS AND CONDITIONS. 10. While opening the tenders, the envelopes containing technical bids shall be opened first and acceptance of the bidder according to the specified quantifying clauses will be ascertained. Financial bids of the bidders shortlisted on the basis of accepted technical bids will be opened on a date to be notified later. Work order shall be awarded on the basis of the evaluation of both the technical and financial bids by the C-DIT authorities. 11. In case the tenderer(s) fails to provide the services according to the terms and conditions of the order, the amount of Security Deposit will be forfeited. 12. Canvassing in any form will be viewed unfavorably and if any tenderer is found to be resorting to such practice, the tender of such firm will be rejected. 13. Conditional offers will not be considered and will be rejected. 14. In case, any clarification is required the tenderer may seek the same from the HoD, Technical Support & System Admn Dept. of C-DIT (Mob : ) before submitting the Tender document. Any request after the last date and time for submission of bids for any clarification would not be entertained. 15. Penalty charges per day: If the down time of the dedicated server provided is more than 15 minutes, then penalty of Rs.500/- per hour or part thereof and Rs.10000/- per day for failure exceeding 8 hours will be applicable. This shall be in addition to the liquidated damages which will be levied on the firm, as per the decision of C-DIT, which shall be final and binding on the successful bidder In case of any dispute arising out of the relation between the parties, the matter will be resolved through discussions and reconciliation in terms of SLA/ agreement. If any dispute remains unresolved, the matter will be referred to an Arbitrator mutually agreed, whose decision will be final and binding on the parties. 2

3 17. The authority for the acceptance of the tenders rests exclusively with the C-DIT. C-DIT does not undertake to accept the lowest or any particular tender or to assign any reason whatsoever for the rejection of any tender. The decision of the C-DIT shall be final in all matters of this tender. 18. Amendment to tender documents: At any time prior to the last date of receipt of bids, C-DIT may for any reason, whether at its own initiative or in response to a clarification requested by prospective bidders, modify the tender document by issuing an amendment/ addendum. Corrigendum/ extension/ addendum etc to this tender shall be published in the cdit website only. Prospective bidders are advised to regularly visit the website: to keep track of corrigendum/ extension/ addendum etc, if any. 19. TDS will be deducted as per Income Tax Act directly from the bills of the Contractor. Service Tax as applicable will be paid on billing. 20. The bidder/ tenderer shall indicate his/ their Permanent Account Number (PAN) and service tax number in the appropriate place in Annexure-A II. TECHNICAL SPECIFICATIONS / REQUIREMENTS Scope of Work 1. Providing/hosting of 3 Dedicated Application Servers, 2 Database Servers with Load Balancer, Backup storage and dedicated 10MB bandwidth to host one of C-DIT s prestigious e- governance initiative, which includes the hosting of web sites, running of online applications with database/ server clustering and all available security features. The application is designed to handle as many as 85 lakh registrations/ hits in a stipulated time frame of four months. The server/ hardware layout is also designed to meet the same and the fact of peak operating hours were also considered during designing of the server architecture. 2. Considering the urgency of the requirement the tenderer/ service provider must make the servers operational within 10 days of date of Work Orders. 3. 6 1. The dedicated servers except staging server must be dedicated for a period of 4 months in the name of C-DIT for hosting and other web based services. And later up to a maximum of 4 months as per the requirement of the C-DIT. 2. Managing the Servers for operation with maximum efficiency and security for complete hosting work for a period of six months 3. To provide uninterrupted web hosting services and loss of data, the procedure to continue the hiring of the server must be initiated before the expiry of the initial period as above. If C-DIT desires, then the same server will be hired for as per the requirement. If not, then all data must be transferred to a new server hired by C-DIT before the expiry of the initial one year period of hiring. 4. The required Servers and the connectivity are to be made available uninterrupted on 24 x 7 basis for all days. 5. The Service provider should ensure that there should be zero data loss. 6. The Service Provider is required to provide remote hand support at their Data Centre, as required by C-DIT. 7. The Service Provider has to provide the full control of the server to C-DIT for remote updation etc. The updation of the Websites and its own customized application will be done by the C-DIT. 8. The Service Provider should provide the Licenses of necessary Operating System (Linux), MySQL Licences, Antivirus and other Security features which a Web Server requires. 9. C-DIT will provide only its customized application and the Service Provider will ensure that the application runs smoothly. If any extra component in terms of Hardware or Software is required then the service provider has to provide it (price payable for the same has to intimated and got approved from C-DIT before the initialization of the required services). 10. The Service Provider will provide full access of the Server and the Mail server to the authorized person of C-DIT. 11. The Service Provider will maintain the Hardware and the necessary updation as well the system software. 12. During emergency situations or as per the need, C-DIT may require seating space at the Service Provider s Data Centre. C-DIT anticipates seating space for at least 2 appointed personnel on any day anytime. 13. The Service provider should provide the Status Report and the Bandwidth utilization report every month. 14. The Data Centre/Service Provider should be able to monitor the status and efficiency of all HVAC, power generation, security, management and support systems. The Data Centre should also track the health of servers, firewalls, load-balancers and other platform components. The Data Centre should have the automated monitoring technologies which should provide alerts in the event of data center or device failures and the same should be communicated to C-DIT immediately. 6

7 III. ELIGIBILITY AND QUALIFICATION REQUIREMENTS NOTE: Eligible bidders are to provide information on the qualification requirements as below in the enclosed Technical bid format. The Financial Bids of only those firms who qualify as per the Technical Bid will be opened and considered for further evaluation, for which date will be fixed separately and intimated to those bidders who qualify in the Technical Bid evaluation. a) ELIGIBILITY CRITERIA 1. Should be a Firm/Company (Incorporated in India) having their own Data Centre installations. 2. Bidder should be an established Data Centre Services provider and should have been in this business for a period not less than five years as on Bidder should have a minimum 5 year experience in DC Managed Hosting Services, Co-location, Connectivity services, DR implementation and managed Services and other related services 4. The Bidder shall not be under a declaration of ineligibility for corrupt or fraudulent practices or blacklisted by any of the Government agencies. 5. The Bidder must have a turnover of more than Rs.10 Crores in at least one of the last three Financial Years ending on The Firm/Company should have hosted the web services of at least 2 Government/ Semi- Government organizations having complete online system with Database activity. The Performance report from these organizations should be attached with the tender. 7. The Data Center should be located in India. 8. The Datacenter should be ISO certified and Tier 4/ Tier 3 compliant. 9. The services offered by the bidder should have either BS or ISO certification valid up to date. b) ADDITIONAL TERMS AND CONDITIONS OF SERVICE (The bidder should provide an undertaking on their letter head to the effect that the following mentioned terms and conditions are acceptable) % Uptime shall be ensured for the Web servers/data Centre and Web Services. 2. The Service Provider shall provide contacts and escalation matrix to log the complaints / problems faced in the facility provided to the C-DIT. 3. The Data centre will have live storage capacity of more than 20 Terra bytes. 4. The data centre will have clustered Servers for Applications and Database as well as Clustering Services Solution. 5. The Data Centre is having scheduled data backup devices. 7

8 6. The Data Centre is having 10/100/1000 MBPS (Redundant) LAN Connectivity. 7. The Data Centre is having latest technologies and there is a redundant bandwidth available from the different Service providers for 24 Hour uptime and Load Balancing.(Provide the name of the Service providers) 8. The Data Centre is having Physical Security and Virtual Security Network and it is through pix firewall (hardware and software based) with all latest anti-viruses Intrusion detection systems (IDS) installed. 9. The Data centre is having un-interrupted (redundant) power supply and 24x7 support and backup services. 10. The Data Centre is having certified networking and security team, with at least 5 years of experience in managing and monitoring enterprise-level networks and able to meet 100% infrastructure availability guarantee. 11. The Data Centre is having Zero-Downtime Network. 12. The Data Centre is having the facility of monitoring all routers, switches and connectivity to ensure the integrity of the data centers and operations. The Data Centre is able to analyze the network backbone, bandwidth providers and the overall health of the Internet and the different kinds of Monitoring services like IP Address Monitoring, Internet Port Monitoring, URL Monitoring, Server Status Monitoring, Link Status Monitoring etc. 8
