3 School Councils in Wales Standing up for children and young people Being young is full of contradictions and paradoxes. That s what growing up is all about. On the one hand, children and young people are full of energy, bursting with ideas and learning new things every day. On the other, they are self-conscious, lacking in confidence and thinking that no-one takes them seriously. But for many, all that s needed is a little encouragement; an adult to say hey, go on you can do it, or a teacher prepared to listen to their views, someone who respects their opinions and believes it s their right to have a say in the decisions that affect them. When that happens, their outlook changes. Slowly but surely their confidence grows, and they begin to believe in themselves, and in others around them. They feel empowered. They begin to take responsibility for their actions, and become more aware of how those actions impact not only on their education and development, but on their family, friends, school and community as a whole. It s a transformation that is taking place for thousands of children and young people all over Wales, and it s thanks to the enlightened approach we now have to pupil participation and inclusion. This showcase is a celebration of that approach. It has been published to recognise the role of staff and governors who have stood up for children and young people and ensured that an active and vibrant School Council or Youth Forum exists in their organisation. Their faith in the talents of children and young people has inspired pupils and students all over Wales to achieve so much more for themselves and for their school or community. This Best Practice Guide contains some good examples of including children and young people in decision-making. We know there are many more throughout Wales. Please get in touch using the contacts at the end of this guide and tell us what is happening in your organisation. We have also included some simple pointers of what makes an effective School Council or Youth Forum. We hope you find these useful as a point of reference. 3

4 Sitting on their Council Standing up for their rights A real commitment, not just lip service Recent research has shown that if a school or organisation adopts a holistic approach to participation, and places the involvement of their children and young people at the heart of everything they do, the benefits and opportunities for children and young people themselves, and for the organisation are significantly increased. Children and young people are very astute. They will quickly identify a lack of commitment and if they do, their enthusiasm will wane and they will soon become disillusioned. So, don t just say it, prove it: Set out clear aims and objectives, explaining what participation is, why it s important and how to get involved Map out a clear participation policy that states in black and white the level of your commitment and theirs Involve everyone in the decision making process at all levels through focus groups, consultations and questionnaires, councils and forums. 4

5 School Councils in Wales Responsibility empowers children and young people We all appreciate being valued. It can be very disheartening if we think our opinions don t count, or if we feel unable to make a difference. That s why the most effective participation policies are those that allow children and young people to have a say on the real issues that affect their organisation. So, demonstrate that you recognise your children and young people as important stakeholders with a key role to play in the decision-making process. Invite your children and young people to work with your Governing Body to help shape key policies such as the school or college development plan Empower children and young people with the responsibility of helping to regulate important issues such as behaviour, bullying or the environment Give children and young people the opportunity to influence the development of the curriculum or new teaching initiatives. 5

6 Sitting on their Council Standing up for their rights Improved behaviour, attainment and attendance Give children and young people the chance to make a difference and you ll see the difference in their attitude to school, to learning, to their teachers and their peers. Talk to parents, teachers, governors or anyone associated with a school that has a strong pupil participation policy and they are unanimous in the belief that empowering children and young people in this way has changed school life for the better. Behaviour improves as pupils take ownership of, and self regulate, policies on issues such as anti-bullying, behaviour and the environment Attendance improves because children and young people who feel engaged, appreciated and motivated actually want to come to school each morning And results can improve with more children and young people acquiring the self-esteem that comes from improved communication, negotiation and decision making skills. 6

7 School Councils in Wales Facilities shaped by children and young people The benefits of getting children and young people more involved in the development of your plans and strategies are far-reaching. Children and young people can provide a fresh, new perspective. They see things differently, and because any decision will directly impact on their lives, they often have very clear views and opinions. It also stands to reason that children and young people who have a hand in formulating plans will feel a sense of ownership. As a result, whatever the new facility, service or policy you are putting in place for your pupils or students, it s likely to be more accepted, appreciated and respected if those children and young people feel they have had a say in its development. 7

8 Sitting on their Council Standing up for their rights A young, powerful voice for participation Who better to speak up in support of School Councils and Youth Forums than the children and young people themselves? After all that s what it s all about letting them have their say. So, here are a few wise words from the children and young people who have contributed so much to the best practice case studies celebrated here. We couldn t have put it better ourselves. It means I have the power to make my voice heard, and other people s voices heard to change the school and make it a better place. Being on the School Council means helping get the pupils ideas across. I ve learnt so much. I can solve issues I couldn t solve before. Being involved on the School Council has made a really good impression on me. It s about getting your voice heard. If you don t get your voice heard then nothing s going to happen. I wanted to be involved to make a difference to the community. It makes me happy. The Forum has improved my self confidence and given me new skills, such as debating and public speaking. I have made lots of new friends and met many interesting people. 8

10 Garth Primary School Wrexham Many visitors congratulate us on the happy and calm atmosphere within the school, and I believe the School Council can take the credit for that. Sylvia Clough Set up in 2003, Garth Primary School Council has proved that if you harness the energy, enthusiasm and creativity of your pupils through a School Council, then anything can be achieved. The Council produced a manifesto which established the rights of the pupils, encouraged active participation, imposed standards of behaviour and a high level of self regulation between pupils. The atmosphere of the school changed overnight. Discipline issues were dramatically reduced, and a more caring ethos developed around the school. Equally impressive has been the way the Council has inspired the children and young people to set up successful projects to improve their school. Demonstrating remarkable team working and entrepreneurial skills, they have set up fundraising events and links with local businesses to pay for improvements to their school grounds winning a Healthy Schools Award in the process. They ve installed a new play area and built an outside classroom for use by school clubs. 11 Gnoll Primary School Neath Our mediation schemes help pupils develop the problem solving and communication skills they ll need throughout their lives. Cathie Long Gnoll Primary School Council is one of the oldest in Wales, having been set up in 2001, and has demonstrated what can be achieved when young children are genuinely consulted and trusted with responsibilities. The Council has a highly successful peer listening and mediation scheme that has not only improved relationships between pupils but also between pupils and their teachers. Pupils are encouraged to resolve disagreements through the Council s mediation process and solutions to disputes are found through words not actions. The benefits of self-regulation became apparent when the Council raised funds to purchase new playground equipment. The Council put in place a strict code of conduct to prevent it from being abused, with pupils banned from using the new equipment if they failed to adhere to the code. It seems many adults could learn a thing or two from these school children when it comes to mediation and self-regulation! 12 Kitchener Primary School Cardiff to Children support their Council with pride. As teachers we must never forget how much it means young people to have a such a voice. Jane Evans Kitchener Primary School is at the heart of a very diverse neighbourhood, and the aim of its teachers is to create a learning environment that reflects the needs of such a vibrant multi-cultural community The school council has played a crucial role in helping to support this ethos, but what makes this Council really special is the way it has also instilled genuine pride in the school. Class representatives of the Council, wear a School Council badge a badge they wear with honour and, through the Council, pupils are encouraged to be proud of who they are and where they ve come from, and have the confidence in themselves to make their feelings and opinions known. It s a message that works for the children. With the teachers support, they have collaborated with a local artist to create murals for the playground, helped to refurbish the toilets and had a say in redesigning the Dining Hall. They even renamed it Kitchener K afe and produced a new logo. 13 Waunarlwydd Primary School Swansea atmosphere Having an active School Council makes life much easier for the staff. It creates a calm, happy and encourages learning. Ruth Davies The fact that Waunarlwydd School Council has been running for over eleven years speaks volumes for how much it is valued, respected and supported. The big difference with this Council is the way it has become part and parcel of everyday life at the school. Its influence is central to the decision making process, and the benefits it brings to the school and the pupils has opened the eyes and minds of everyone associated with the school. The pupils realise that they have a voice, an opportunity to have a say and to get their opinions heard and respected. Yet with that voice comes responsibility, and through the work of the Council, the pupils have learnt to recognise the importance of good behaviour and appreciate the values of active participation. Staff and governors also extol the virtue of having an active Council to help them view issues from a different perspective through the eyes of the pupils and find solutions and answers that best meet pupils needs. 14 Ysgol y Preseli Preseli issues The School Council is an opportunity for children and young people to take the lead on important and arm themselves with life skills. Michael Davies Talk to the staff and pupils of Ysgol y Preseli about their School Council and one key word keeps cropping up time and again in the conversation and that s respect. Respect between pupils and staff, for yourself, your peers, for the school s facilities and equipment. The staff are convinced that the School Council nurtures the healthy regard that exists between teacher and pupil. Giving pupils the opportunity to work alongside staff as equals on projects has brought them both closer together. Take the School Nutrition Action Group (S.N.A.G) as an example. S.N.A.G gives pupils a say in the extension of the healthy meals provision at the school. The project has included tasting and consultation sessions and it has proved that when pupils have a role in the decision-making process they embrace the extra responsibility whole-heartedly. Thanks to S.N.A.G s vital contribution, the School has been awarded the Pembrokeshire Health Promotion Award for the third successive year. 15 Cathays High School Cardiff The pupils are the driving force behind our School Council. They carry out fact finding missions, plan strategies and help to manage budgets. Claire McRobbie Over the years, a very generous benefactor has donated many thousands of pounds to Cathays High School, and the teachers and governors have been working closely with the School Council to decide where the money should be spent. This ongoing process of consultation has demonstrated how children and young people can react positively when handed responsibility and given the chance to shine. It was the pupils idea, for example, to pool the benefactor s donations with the school budget and invest in updating the computers in their Learning Resource Centre. Every pupil in the school had a chance to have a say in the planning and budgeting of the project. The School Council is also the driving force behind other initiatives, such as installing translation software for newly-arrived non English speaking pupils, improving equipment for our anti-bullying peer support service and arranging exchange trips and links with other schools around the world. 16 Penglais Comprehensive School Aberystwyth Our The enthusiasm, energy and determination to get things achieved never ceases to amaze me. pupils make things happen. Matthew Brown Ever since its introduction in 2003, Penglais School Council have made positive contributions to their school and their learning experience. Significant achievements include launching a school website, helping to create a DVD, installing a new bike rack and improving the toilets. But what sets this Council apart is the impressive way the pupils work closely with staff and governors to make a real difference to their school. The relationship that exists between teachers, governors and the pupils defines the spirit of any school, and at Penglais there is a real sense of constructive partnership and teamwork. Through the Council, the pupils are regularly consulted on all the issues that matter to them and have influenced decisions on the curriculum, the uniform, the canteen, the merit system, and the schools anti-bullying policy. Penglais is a shining example of how a wellorganised, and well-supported School Council can nurture a feeling of ownership, inclusion and pride for all concerned. 17 Ysgol Dyffryn Teifi Llandysul are It s easy enough to listen to pupils opinions but it s important you take on board their comments and seen to act on them. Iona Davies School Councils are about giving pupils a voice, an opportunity to express their views on issues that matter to them. But, as Ysgol Dyffryn Teifi have proved, they are also about turning those words into positive action. Everywhere you look around the school there is evidence of the pupils influence and achievements. The 50,000 toilet block was installed as a direct result of consultation with the School Council. A new annex housing Construction and Engineering courses was built following pupils recommendations that more practical courses should be introduced into the curriculum. And a second computer room has been commissioned and more pupil-focused teaching methods adopted in response to the findings of a learning questionnaire completed by pupils. At Ysgol Dyffryn Teifi, pupils have a say in what they learn, how they learn, and where they learn. 18 Michaelston Community College Cardiff Couldn t One student said our college is the house, and the Council is the foundation to support the bricks. have put it better myself. Buddug Telford Michaelston College is a perfect example of how you can give your pupils a voice, and get so much more back in return. Walk around the school and you sense that the children and young people have a feeling of ownership and the belief that their views count; that they really can do something to enhance their learning. It s all thanks to the success of their School Council or the Michaelston Voice as the pupils of the school voted to call it. The Voice represents a whole school approach to pupil involvement. Every form in every year has a voice on the Voice and together they discuss and influence most aspects of school life, from setting learning targets to helping to shape the curriculum. From student welfare to free time learning. In consultation with staff and governors, the children and young people set objectives, define action plans, and report back on progress. Seeing what these pupils have achieved for their school and themselves really is uplifting and inspiring. 19 St Christophers Wrexham valued The School Council is not a talking shop. The children and young people feel empowered, and inspired. It s lovely to see. Maxine Pittaway The staff at St Christopher s School have always recognised the vital contribution of their School Council in helping to create a caring and stimulating learning environment for pupils. As a special needs school, the pupil participation programme is especially important because it is closely aligned to the personal development of each young person. Everyone is encouraged to take part in some form or another, and every contribution is valued and respected. They have even installed TV screens around the school to keep pupils informed of initiatives such as their healthy eating campaign and their faith garden and to encourage cross-school participation. Many projects are community-based with impressive ventures like the hair salon and the valeting service, for example, giving pupils the chance to prove to themselves and others what they can do. The School Council is an opportunity for pupils to overcome learning barriers and showcase their talents. 20 Blaenau Gwent Youth Forum Blaenau Gwent achievements When Estyn highlighted participation as an example of outstanding practice, it was a reward for the of everyone involved. David Rees The most impressive aspect of the Talk It Up Youth Forum of Blaenau Gwent is the sheer scale of its work and the positive influence it has throughout the community. Set up in late 2003, the Forum operates at a county level and acts as a conduit for smaller youth organisations, giving them the opportunity to have their say on the issues that matter to them. The Forum is made up of young people representing youth organisations as far reaching as youth offenders, looked after children and young carers associations, school councils, church and faith groups and youth clubs. The wishes of thousands of young people have been expressed in this way and the benefit to all concerned is plain to see. In return for serving their peers and their local community, the forum members get to develop their communication, team-working and personal skills and participate in many exciting projects. Forum members have met Mayors, Prime Ministers, EMPs and TV newsreaders, and even travelled to Bejing for the Olympics. 21 Wrexham Youth Forum Wrexham out Newsletters, forums, activity projects, conferences, workshops we do whatever we can to get our message there to young people. Juliet John Teamwork has always been fundamental to the success of any participation project. The young people involved are encouraged to pull together, to interact and to learn from each other. So it s important that the organisations serving young people also practice what they preach. Wrexham Youth Forum displays an admirable ability to bring partners together for the benefit of the young people they serve. Over the years, the Forum has worked hard to strengthen the links that exist between organisations in the youth sector. The Forum sees itself as the glue that binds it all together, providing opportunities for representatives of the organisations operating on the ground to get their views heard at county level. They also go to great lengths to arrange joint activity projects that bring young people from different backgrounds together. Their aim is always to give young people what they want, and their style is to engage, enthuse and excite.
