Executive Summary It was anticipated that the official recognition of the Collective Efficiency Strategies, which include the Douro Wine Region Cluster, would end on the first quarter of 2013, but everything seems to indicate that it will occur in late 2014, yet there are no real indications on the future of the Collective Efficiency Strategies. On the other hand, the Rural Development Plan (which is under development), includes support to innovation in the agricultural sector within the framework of the European Innovation Partnership (EIP) for agricultural productivity and sustainability, namely by promoting the work of Operational Groups that cooperatively develop a plan of action for carrying out innovative projects that contribute towards achieving the goals and priorities for Rural Development in the priority thematic areas for the sector. In the meantime, the Framework Program for Research and Innovation has been adopted by the European Parliament with a significant budget (EUR 79.4 million) and it considers all the areas identified as priorities in Portugal. Considering the uncertainty that still remains regarding the application of ERDF and EAFRD funds in Portugal, we will carefully monitor its development, with the certainty that the Douro Wine Region Cluster will remain as a regional Cluster, for the specificities of mountain viticulture listed as World Heritage, but also with a national dimension, as although requiring contributions for its activity from outside the region, it can create positive externalities for the other wine regions of the country The Business Plan for 2014, the last year of the mandate of this Board in the three year period , is a continuity plan in that most of the anchor projects with funding applications will be completed; while it is a Plan that will also implement and test some pilot projects, with regard to new services. It is also worth highlighting that, as a result of applications submitted to SIAC in the 2 nd half of 2013, it will be possible to develop the "Diagnosis of the Technological Needs in the Wine Sector"; to implement the Economic Observatory through the provision of the "Vineyard Valuation Model" in the web page; and to promote a number of initiatives for cooperation and dissemination, as well as the acquisition of knowledge for the implementation of innovative services, essential to the achievement of the strategic goals. To ensure the sustainability of ADVID, in 2012 we committed ourselves to identify viable solutions to be implemented, and to transcribe them into a document that we will submit at the first meeting of the General Assembly in Some of these solutions are the services that we shall provide in 2014, Phytosanitary control in PI; Phytosanitary control in AB; Control of the Grape-berry Moth by Sexual Confusion; Management of the water potential of vine plants; Soil management through the implementation of green cover, slope covering, installation of green infrastructures; 3

4 Calibration of sprayers; Forecasting the climate conditions of plots in 2020, 2050, 2080; Weather forecasts; Supporting trials; Crop Group Insurances; Determination of the phenolic compounds in still wines and musts The Tannins Portal; Evolution of maturation; WSET Course Level 3; WSET Course Level 2; Within the anchor projects it is worth highlighting the establishment and promotion of Interest Groups associated with each one and also the international event we want to organize to present the results of the research line - Rationalizing Hillside Vineyards. Symposium Rationalizing Hillside Vineyards Submission of the results of the work conducted in the RDD through projects developed within the scope of the research line "rationalizing hillside vineyards" with the participation of internationally recognized researchers in this subject. We will keep developing skills in the fields of communication and dissemination; we will keep enhancing networking, as well as promoting the transfer of knowledge from the Scientific and Technological Sector to the wine companies, and improving the Technical Support provided to our Associates. From these initiatives we would highlight the collaboration we want to develop with the Cluster Inno`Vin Bordeaux Aquitaine; the integration with Lien La Vigne and Euromontana; the Workshop taught by the European Cluster Excellence Initiative / European Secretariat for Cluster Analysis; the preparation for obtaining the "bronze label of excellence within the scope of the European Cluster Excellence Initiative, and the establishment of the Laboratory of Products and Services for Viticulture in the Douro Region, as well as activating the Working Groups set up within that Laboratory. We intend to keep having a very active role before decision-makers of national wine policies, namely by designing proposals that meet the specificities of Hillside Viticulture, listed as World Heritage. The Demarcated Region of the Douro [RDD] is a mountain territory occupied by vineyards, with increased costs regarding other viticulture areas. And it was this type of vineyards that originated the landscape, the culture, the listing as World Heritage, and therefore the attractiveness to tourists. However, this economic activity - wine growing - besides being carried out in mountain areas, it has and wants to preserve the conditions that listed it as World Heritage, which entails increased costs arising not only from the techniques used for cultivating the vines and for the sustainability of the territory, but also increased time and money spent to obtain the appropriate written statements and permits from Public Bodies to restructure vineyards or cellars, that is, it has a set of obligations that do not generate benefits, such as for instance the areas classified as 4

5 Natura Network. So, 2014 will be a year of consolidation of the internal policies followed over the last four years, which will allow us to complete the term in a situation of economic and financial balance, due to the permanent reassessment of management policies, in terms of cost efficiency and resource efficiency; while also awarding significant visibility and notoriety to ADVID, as a bridge between companies and research and innovation systems, in the regional, national and international wine scene, with the consequent technical credibility for producers operating in the Douro region and for their trademarks. 2. Goals and Strategy The activities carried out since the inception of ADVID made it possible to submit an application in 2008 to COMPETE, with a coherent set of initiatives included in an Action Plan for the four year period , which came to be recognized as a Collective Efficiency Strategy, called the Douro Wine Region Cluster, and for which ADVID became the managing entity. For the new EU framework, in its Europe 2020 Strategy, the European Commission considers that research and innovation efforts and expertise should be combined together and that the conditions must be created so that discoveries may be made commercially viable, bringing faster benefits to citizens and competitiveness gains. It considers that the main approaches to achieve such goals will be the European Innovation Partnerships (EIPs). As far as agriculture, an EIP for Agricultural Productivity and Sustainability has been announced, with the aim of promoting an efficient agricultural sector in terms of resources, that is productive and with low-emissions - that works in harmony with the essential natural resources upon which farming depends, such as soil and water. It shall 8

9 become a bridge between research and state-of-the-art technology, and farmers, companies and advisory services. To achieve the goals of the EIP for agricultural productivity and sustainability, a number of Operational Groups shall be created by the various stakeholders, including farmers, researchers, advisors and companies. These Operational Groups should have a plan, with an innovative project to be developed, as well as the expected results and the respective contribution towards the goals of the EIP. In Portugal, through the Rural Development Plan (which is currently under development), there is a plan to support innovation in the agricultural sector within the framework of the European Innovation Partnership (EIP) for agricultural productivity and sustainability, namely by promoting the work of Operational Groups that may cooperatively develop a plan of action for carrying out innovative projects that can contribute to achieving the goals and priorities of Rural Development in the priority thematic areas for the sector. On the other hand it was expected that the official recognition of the Cluster would end by the end of 2012, or in early 2013, but everything indicates that it will only occur in late 2014, while there are yet no concrete indications on the future of the Collective Efficiency Strategies. In the meantime, the European Parliament recently approved the Framework Programme for Research and Innovation (Horizon 2020) with a significant budget (EUR 79.4 million) for all types of entities (SMEs, large companies, young entrepreneurs) and covering all scientific areas. It should be stressed that all scientific areas considered as priorities in Portugal were included. It is also worth mentioning that as a result of applications submitted to the SIAC in the 2 nd half of 2013, we plan to develop the "Diagnosis of the Technological Needs of the Wine Sector ", to implement the "Economic Observatory" and a set of initiatives to promote cooperation and dissemination, as well as the acquisition of knowledge for the implementation of innovative services, essential to the achievement of the strategic goals. 9

ADVID is an association established in Its mission is the promotion of the Sustainable Development of Viticulture in the Douro Region, seeking to sustain its actions upon fundamental values, namely: The culture of identity, commitment and rigor; A flexible, cohesive and enthusiastic team; The sharing of information and knowledge; Creativity and innovation; The primacy of the Associate Member; Striving for excellence. The vision of ADVID is "to be an aggregating unit, promoting cooperation and networking among enterprises and other relevant actors for the development of the sector, and be recognized as a reference platform for the sustainable development of the wine industry, for its ability to transfer knowledge and to understand the problems of Viticulture in the Douro Region". Our strategic goals are the following: Increase the membership base; Promote and increase the investment in R&D and Innovation; Increase the level of technical and economic competence of the sector; Optimize the dissemination of knowledge in the Region; Attract private investment by promoting tools available to investors, to enable them to find which are the best investments; Attract public funding; Creation of business support services based on the needs of the sector; To achieve these goals we will continue with the Action Plan, aimed at promoting innovation, qualification and modernization of the companies in the sector, based on cooperation and networking. 10

11 The Action Plan consists of: 1. Strategic Lines of Development (Anchor Projects) The result of this set of projects was the identification of problems, needs and / or opportunities, by all associate members and partners, which will be developed under the various support programs, or through self-funding, with the involvement of the above mentioned, together with the structures of the SCTN: Universities, Technology Centres and national and regional Institutions with research, regulation and development assignments. It should be highlighted for 2014 that, following the application to the SIAC, the "Diagnosis of the Technological Needs of the Wine Sector will be developed under the anchor project "Training and Skills Development", as well as the creation of an Interest Group for each strategic line. 2. Complementary Projects Projects aimed at individual or cooperation initiatives between companies and between the latter and the innovation system, with the aim of promoting the technological and commercial development of enterprises. In this context, we shall disseminate the tools available for funding such projects, in particular the incentives from the NSRF, PRODER, RARRV (Scheme for Supporting the Restructuring and Reconversion of Vineyards) and Promotion in Third Countries, where projects of interest to member companies can be integrated. We shall also disclose the tax benefits that may occur through deductions of expenditures on R&D in the SIFIDE program (System for tax incentives to entrepreneurial R&D). 3. Initiatives for Enhancing the Dynamics and Activities of the Network through meetings, working sessions with associate members, partners and counterparts, with the main goal of promoting cooperation. Working groups shall also be established within this framework, whose activities shall be focused on bringing together knowledge and experience from different agents and the interest groups associated with the anchor projects. Actions will also be developed for the integration with other national and international networks. 4. Fostering, Communication, Disclosure and Dissemination of Knowledge, through the production of knowledge support materials, by conducting training courses, workshops, conferences, and seminars, through participation in national and international events to disseminate the work that is being developed and to show the ability of the Douro Region to promote knowledge on the Portuguese wine sector. 5. Support to Management of Good Agricultural Practices in the RDD. 6. Development of Partnerships and Institutional Relations, following what was done in previous years, we will foster cooperative relations with the filed institutions and foster partnerships with other relevant entities for the development of wine production, particularly in the regions of mountain viticulture and more specifically with institutions holding skills and knowledge for solving common problems. 11

12 It will be considered that the goals have been achieved if the targets established for each proposed indicator are actually met. The table below shows the indicators and the respective targets we want to achieve in Table 1 - Result indicators. With the aim of achieving excellence management for the Douro Wine Region Cluster, we shall organize a workshop with the Portuguese EECs to be taught by the European Cluster Excellence Initiative team and by using their technical assistance and consulting, for the completion of the international benchmarking exercise aimed at awarding the "bronze label of excellence" In order to ensure the access to a greater amount of statistical information that may allow us to assess impact indicators, such as the variation in the number of visitors to the RDD, of wine exports and of the turnover, of the 12

13 modernization of companies, creation of skilled jobs and expenditures on R&D, we will promote an increase in the number of partnerships, namely with the CCDR-North and CCDR-Centre, with DRAPC and with the Vine and Wine Institute and keep working with the sources with which partnerships have already been established such as DRAPN and the IVDP [the Douro and Porto Wine Institute]. 5. Operating Resources 5.1. Human Resources The ADVID team consists of 8 collaborators, and also counts on the support of a service provider for administrative and accounting matters. Financial Resources It should be considered that the last time there was an increase in the membership fees was in 1998, and that despite accumulated inflation over the 15 years that have already passed, ADVID took up all the additional costs arising from such accumulated inflation, keeping the membership fees unchanged. It should also be recalled that at the General Meeting of November 23, 2006, there was only a rounding up of the membership fees, and so the amount of the minimum annual membership fee of one hundred and nineteen euros and seventy-two cents, was rounded up to one hundred and twenty euros. 13

This line of research, for which we are going to stimulate the creation of an Interest Group, is currently supported 15

16 by the work developed in four different areas: Short-term strategies for climate change mitigation in viticulture (ClimVineSafe) This project, which will end in 2014, it is coordinated by the University of Trás-os-Montes and Alto Douro (UTAD) and developed in collaboration with the University of Aveiro and ADVID. Its main goals are the following: The development of a model that puts into perspective the effects of climate change at the scale of the RDD, by using outputs from regional atmosphere circulation models, according to the IPCC scenarios, and in combination with historical series of climate elements for the region; Support to the development of products that may improve the spatial resolution of climate data for the region; To assess the effects of Kaolin (K) as a protecting agent of leaves against thermal and water stress, and of Silicon (Si) as a beneficial micronutrient in the physiological induction of tolerance to stress; To assess the physiological and wine behaviour of Touriga Nacional and Touriga Franca, after having been subject to different treatments; To assess the effects of radiation and temperature upon qualitative parameters of grape bunches. ADVID will participate in the following activities: Collecting agronomic and physiological vine data, including measuring the basic water potential; Disseminating the results of the project Modelling the Evolution of Wine Quality in the RDD The intention is that the support provided to current PhD projects shall continue in 2014, namely at the School of Engineering of the University of Porto (FEUP), for the development and calibration of a benchmark for the quality of grape harvesting. Contribution of data from the annual wine tastings, for the 2013 grape harvesting The EUPORIAS Project (European Provision Of Regional Impact Assessments on Seasonal and Decadal Timescales) The EUPORIAS project is a European project (funded under the Seventh Framework Programme for R&D - FP7) led by the English MetOffice that has the main goal of developing climate forecast services for seasonal to decadal periods, in order to allow certain economic sectors (health, agro-food, transports, energy, forestry and insurances) to maximize the ability to cope with climate variability and change. The project aims to create the conditions for the development of commercial climate forecasting services for 16

17 periods that may range from 6 months to 30 years, suitable for interpretation by lay people and with an assessment of the reliability of forecasts. ADVID takes part in this project as a stakeholder for the wine sector in order to contribute to better match the forecasts and the needs of this sector, and to provide for the rapid dissemination of the project results among the professionals of the sector. In Portugal this project is coordinated by the Faculty of Sciences of the University of Lisbon. It began in November 2012 and will run for four years Irrigation management tools based on the METRIC model Future collaboration with the Department of Geosciences, Environment and Spatial Planning, Faculty of Sciences of Porto, under the AGRISAT_XXI (EXPL/AGR-PRO/1559/2012) project. What remote sensing data can really tell about vegetation dynamics in agricultural crops. Looking ahead. METRIC (Mapping Evapotranspiration at High Resolution using Internalized Calibration) is a surface energy balance model using spectral and thermal information from satellite imagery (Landsat) to estimate real evapotranspiration (ET). This model is applied over large areas, including mountain areas, where corrections for slope, orientation and elevation of the terrain are integrated, and so it is appropriate for estimating the actual ET in areas with irregular relief. This model has however been developed for surfaces with continuous soil coverage, which is not exactly the case of vineyards. The intention of this work is to fine tune the METRIC model for application in discontinuous green covers, particularly in vine areas, in order to obtain an estimate of the spatial distribution of the actual ET, as well as of the various components of the energy balance to be able to calculate the water footprint of vine growing. The development of this model is of great importance for the Region, in order to increase the efficiency of water management in vineyards. The cooperation of ADVID shall include the provision of data related to the following: (i) the water content in the soil for several years, by plot; (ii) dates and irrigation by plot (in case of irrigated plots); (iii) weather data for the periods / locations where there are data on the water contents of the soil, namely daily precipitation data and hourly data for temperature (maximum and minimum), wind speed, relative humidity (maximum and minimum) and solar radiation Zoning and three-dimensional mapping of viticulture potential in a micro zoning logics Goals: To contribute towards the organization of the use of vineyard territories based on techniques for assessing the quality potential of homogeneous classes of "terroir" that may be defined in the RDD viticulture area, by resorting to the integration of environment data (climate, geology, geomorphology, vegetation, uses of the soil and edaphic properties). To provide the support tools to micro-zoning, to support vineyard management. To foster the creation of a Group of Interest with entities with experience and / or interest in this 17

18 strategic line; To listen to the entities of the scientific system and the providers of support tools to micro-zoning; To promote the implementation of cartographic material for spatial analysis of the Region, prepared either under the Climate Change project, or under other projects already underway or nearing completion and implementation. Given the limitations in opening new applications for projects in 2014, this project should be considered - in case applications capable of being framed actually open. Yet ADVID will gather forces in 2014 in order to compile and provide information resulting from projects in the zoning area, as the case of the SUVIDUR project, in order to practically add in their results to support the activity of the sector Functional biodiversity in viticulture Goal: To increase functional biodiversity in vineyards, through the maintenance / installation of green infrastructure that can promote important ecosystem services to wine growers (e.g. mitigating erosion, promoting natural limitation of pests and diseases, improving the quality of grapes) and to society (improving the quality of water, air, carbon sequestration, landscape beautification, promotion of leisure activities linked to the territory). This line of action, for which we will stimulate the creation of a Group of Interest, is currently supported by three projects under development in 2014: Green infrastructures in conservation biological protection against vine pests in the RDD (ADVID/UTAD PhD project) Goals: To analyse the impact of a network of green infrastructures (indigenous vegetation present in forests, between vineyard rows and slopes) in fostering the presence of natural enemies of crop pests, especially those acting on grape beery moth (predators and parasitoids). The data collected in are being analysed and will be published in 2014, in the form of scientific articles and disseminated in workshops, open days and specialized conferences The EcoVitis Project - Maximizing Vine Ecosystem Services PRODER 24042, a partnership between Real Companhia Velha (promoter), Sogevinus Fine Wines SA., UTAD and ADVID Goals: To contribute towards the development and implementation of a habitat management strategy for vineyards in the RDD capable of combining the production of Port wine and the provision of a range of ecosystem services that, along with serving as a support to sustainable production, may also provide benefits for the environment and for society as a whole. Characterization of the main plant communities in the region and identification of the flowering 18

19 periods of the various species; Characterization of the arthropod fauna present in the vegetable communities and identification of the potentially most interesting species for increasing the antagonist arthropods of grape berry moth; Development of protection processes for vineyards of the RDD against grape berry moth, by resorting to the sexual confusion technique; Collaboration with the Museum of Natural History in Paris (Dr. Claire Villemant) in the identification of grape berry moth parasitoids; Collaboration with the University of Pisa (Prof. Andrea Lucchi) and with the University of Florence (Dr. Bruno Bagnoli) in works related to monitoring grape berry moths of the subfamily Phycitinae (Ephestia sp., Cadra sp.); Dissemination of results through articles and through the organization of workshops and open days. The period were dedicated to data collection, and 2014 will be dedicated exclusively to the treatment of the information collected, and to its publication The BioDiVine Project - Demonstrating functional biodiversity in viticulture landscapes LIFE+09NAT/F/ Project, European Partnership (France, Spain and Portugal), LIFE + Nature & Biodiversity 2009 initiative Goals: To show that biodiversity of wine landscapes increases animal biodiversity and promotes a more balanced vineyard ecosystem. To promote good management practices for viticulture landscape. The main actions to be developed under this project in 2014 are as follows: Implementation of conservation initiatives (C1 - Promoting cover crops, C2- Promoting hedge planting, C3 - Promoting biodiversity on stone walls, C4 - Application of the sexual confusion technique to the grape berry moth, C5 - Reorganizing the top ends of plots); Processing the data collected under the fauna monitoring initiatives during the period (arthropods, plants, birds, mammals and biological activity of the soil); Dissemination of results and participation in the project network. 6.4 Rationalizing hillside vineyards To achieve this line of research, besides the actions that are already underway, we will encourage the creation of a Group of Interest with entities with experience and / or interest in this strategic line; Rationalizing vineyards - Mapping slope movements The SIAC project, in partnership with the School of Humanities of the University of Porto, to be developed at the Quinta das Carvalhas (Real Companhia Velha) and at the Quinta de S. Luiz (Sogevinus Fine Wines, SA) Goals: To contribute towards a greater rationalization of the forms of maintenance of the soil and towards erosion 19

20 control, through a methodology for assessing the likelihood of occurrence of slope movements in agricultural plots; - Increased efficiency in the management and control of soil erosion in vineyards. Assessing the spatial variation of pellicular surface landslides, falling of walls, landslides and soil erosion by runoff. Following the application approved at SIAC, the following will be developed in 2014: Mapping the likelihood of landslides; Designing a model for the development of cartography on the likelihood of landslides at large scale; Dissemination of results The GreenVitis Project PRODER 43880, a partnership between Quinta do Vallado (promoter), UTAD, IPB and ADVID. Goal: To install three cultivation systems (conventional, coverage with spontaneous flora, and coverage with a sown mixture) in a vineyard in levels at Quinta do Vallado, and to quantify the implications of the three practices upon the operation and productivity of the system and upon environmental quality, in a holistic approach, emphasizing the following goals and associated tasks: 1 - Monitoring the microclimate variables associated with the three soil management practices and their impact upon the behaviour of the system 2 - Soil-vine water relations and physiological behaviour of vine plants 3 - Viticulture and Oenological characterization 4 - Efficiency in the use and recycling of nutrients and consequences upon the development of vine plants, particularly in the N cycle 5 - Loss of soil and nutrients by erosion and implications for the quality of runoff water 6 - Assessing carbon balances and footprints in the three treatments: economic impacts and contextualization within the scope of climate change 7 - Biodiversity and health of vine plants 8 - Profitability and sustainability of vineyards through the economic analysis of 3 cultivation systems 9 - Promotion and dissemination of results.
