For more information please call or at: bsagiao@gmail.com. by B. hen-fruean, Samoa News orrespondent Later this year in August, Tiara Drabble of Ili ili will be heading off to the campus of the University of alifornia, Berkeley, a place she will call home for the next four years. The seventeen-year-old graduate of South Pacific Academy was one of the six recipients of the Bluesky ommunications Future of American Samoa Scholarship Program. This is the program s inaugural year and scholarship checks totaling $30,000 were presented during a brief ceremony held at company headquarters last Wednesday. Tiara is the daughter of local business owners Tom and Taaloga Drabble who own and operate, among other establishments, Sadie s by the Sea. In an interview with Samoa News last week, Tiara said she is still undecided about what her major will be, although her future plans will definitely bring me back home to American Samoa after a few years. The goal of Bluesky s scholarship program is not only to find local graduates who have good grades but also, to focus on the ones that have that sense of giving back to the community, who have a passion for serving the territory after they finish their degree study programs. The five scholarship recipients who have already been interviewed by Samoa News have all expressed their goals of someday returning to the territory to serve the local community. (The 6th scholarship recipient, AS graduate Frederik Thomas, was off island during the awards ceremony and therefore was not available for an interview). Tiara, a soft spoken but outgoing teen who has always excelled academically, graduated from South Pacific Academy with high honors and was part of the school s National Honor Society. She is an accomplished student who has won numerous awards and recognition for various projects throughout her high school years. She placed first in this year s High School Science Symposium and also received a $1,000 scholarship for placing third overall at the Pacific Symposium for Science and Sustainability in Hawai i. In addition, she was one of the six students who represented American Samoa during the International Science and Engineering Fair in Pittsburgh, Pennsylvania this year. ALL PUZZLE ANSWERs on page 14

3 Datamatics moves forward with local BPO operations Site locations identified and first applicants will be ONTATEd soon by Fili Sagapolutele, Samoa News orrespondent A team from Datamatics Global Services Ltd. is expected back in American Samoa next week to finalize the facility lease and data contract for its proposed local Business Process Outsourcing (BPO) operation, a partnership with Aviana Technologies Inc. Last month month, a Datamatics three-member team were also in the territory for the ay 28 Job Fair and while here, they were scouting site locations for a facility as well as holding discussions with Bluesky ommunications and American Samoa Teleommunications Authority on telecommunications and rates. Aviana Technologies managing director Barney Sene told Samoa News yesterday that office space for the BPO is being negotiated at this time, however, We cannot disclose the targeted locations at this time since discussions and negotiations are underway. We have identified two sites though; negotiating one at the moment while maintaining a second site location as backup, he said. As to the remaining issues to be resolved, Sene said they are: a formal establishment of the BPO in American Samoa; completion of network bandwidth negotiations with ASTA and Bluesky and; completion of lease agreement for targeted site. He also says a team from Datamatics is set to return to American Samoa the week of June 22 to finalize the facility lease and data/network contracts. As for the Job Fair held here, Sene said approximately 200 applications were received and over 20 applications from those who applied online. Over the next two weeks, candidates who participated in the Job Fair and those who applied online will receive a confirmation and notice by mail, or phone call of your application receipt and the next steps, he explained. Asked about the training location for those who will be hired first, Sene said the team is currently working on plans to hire the initial set of top candidates over the next days. The thought process is for the first set of candidates to travel to ichigan for on-site training over a course of 3-4 weeks, he explained. The team will then return to American Samoa once the BPO facility is established, to begin the transition work from ichigan to American Samoa, he said, adding that the timeframe for hiring is being moved up by a few weeks. However, the start of BPO production operations is still targeted for September if not earlier. Sene stressed that Datamatics is very much committed to the American Samoa BPO and sees this as the first of many job creation and business opportunities that will drive American Samoa toward a digital economy. Sene said last month that the company was looking to hire the initial 250 employees by the end of August this year, with the goal of launching the BPO in late September or early October. If all goes well, we plan to increase the number of employees to 500 before June, 2016, he said and noted that the goal is to have least 2,000 employees in the American Samoa BPO by late early Judge: Some evidence against Hastert may be kept secret HIAGO (AP) A federal judge has approved prosecutors request to keep some evidence against former U.S. House Speaker Dennis Hastert secret, a move that could mean details of the Illinois Republican s alleged misconduct may never become public. According to the government s case, the Tafuna West Substation received a call last week about a PPD incident in Pava ia i. Police responded and it was uncovered that it was due to an alleged assault case. ourt filings say that when the police arrived, they observed the defendant yelling at the complaining witness, telling him to never come back to his property. Defendant also yelled to bystanders to grab rocks to block the driveway, it s alleged. When the police police approached the defendant about a cut on his forehead, it is further alleged that the defendant refused medical treatment and wanted to know why the police had yet to arrest the man he fought with earlier. ourt filings say the defendant s breath emitted the smell of alcohol and police say that he spoke rapidly and had bloodshot eyes. The government s case says the victim was driving when the defendant s vehicle approached from the opposite direction and victim thought defendant was going to move over, but he kept on driving and then he stopped in the middle of the road. It s alleged the defendant got out of his vehicle and yelled profanities at the defendant, after he allegedly threatened the victim. It s alleged that the defendant then punched the victim on his face and the victim fought back until the families intervened and broke up the fight. The defendant was taken into police custody for questioning and that is when officers allegedly heard a crumpling of a plastic bag from defendant s pocket. In the conference room, was a cadet with the Police Academy, who also allegedly heard the same crumpling sound and then observed the defendant drop a plastic bag which contained two marijuana joints. OURT REPORT... JUR TRIAL IN SEX ASE POSTPONED Taxi driver Tamiano Tino who has been charged with stealing and attempted sexual abuse first degree was scheduled to have his jury trial this month. He s accused of stealing $180 from a passenger and also attempting to force a kiss on her while touching her inappropriately. However when the matter came before the court, it was postponed because the government s main witness is off island. It s unclear when the witness will return and when the jury trial will start. Tamiano has been in jail since August According to the government s case, on August 3, 2013 about 5a.m. the complaining witness was in a taxi driven by the defendant and when he refused to let her out of the vehicle, the victim called the DPS for help. It s alleged when the girl placed the call, officers could hear her shouting at the taxi driver as if she were trying to direct him to a certain location, and she kept repeating the taxi driver would not let her out. The government s case claims that after two minutes of the first call, police received another call from the victim stating that she was now standing in front of the LDS hurch in Leone. Because the taxi driver did not stop to let her out, she had to jump out while the vehicle was still in motion, say court records. The investigator in this case is Police Officer Francine Roebeck. It s alleged Tamiano kissed the victim on her cheek and placed his hand on her thigh when she fell asleep in his taxi. According to the court filings, it s alleged the victim told the defendant to get off of her, after which he got back into the driver s seat and drove off with the victim still in the taxi. ourt filings state the victim told Tamiano to stop the vehicle, but he refused and kept on driving, causing the victim to jump out of the car while it was still in motion. Police investigation revealed that police officers had spoken to the dispatcher of the Taxi Stand where the defendant was working. The dispatcher told police that at the time in question, the defendant was responding to a call from a woman waiting in front of connell Dowell. Police spoke to the defendant, who initially denied picking up the girl, then at a later time allegedly said that he had picked up the girl and dropped her off at cdonald s.

Attending the academy, held this week, were the DOE Director, Vaitinasa Salu Hunkin-Finau, Deputy Directors, Assistant Directors, principals, vice principals, counselors, and program directors. Lolo commended DOE officials for recognizing the need to continually strengthen the leadership within DOE and taking actions to build leadership capacity to effectively meet new challenges triggered by rapid changes in the Educational arena which are compelled by swift changes in the construct of the world economies. Pointing to the rapid pace at which technological advancements are taking place, which compels the composition of colleges and universities curriculum to be transformed to respond to the demands of the changing job market, the governor said the elementary and high school curriculums must change as well, if our children are to be well prepared to tackle the changes in the job market. Lolo noted that some publications have estimated that 80% of the jobs in the future will require less than four years in college replaced by demands for vocational-technical education for trade skills. Samoa by Joyetter Feagaimaali i-luamanu Samoa News Reporter There is a goal for the anu a Islands to be the first islands in the world to be 100% powered by renewable energy, said USEPA Region 9 Administrator, Jared Blumenfeld during the official opening of the four-day 28th Pacific Islands Environment onference hosted locally by the American Samoa EPA, as well as by Guam EPA and the NI Bureau of Environmental and oastal Quality (BEQ). During his special remarks, Blumenfeld said American Samoa is one of the most beautiful places on earth, and they are working hard to keep it that way. He said American Samoa and other Pacific islands are very important to EPA and that s why EPA does whatever it can to help here including funding for water infrastructure and the territorial environmental agencies, technical assistance, and enforcement, with an overall focus on the U.S. Pacific Islands. He said EPA has selected American Samoa as one of only a limited number of communities nationwide to participate in EPA s aking a Visible Difference initiative. In this initiative, we will put a greater focus on making a difference in American Samoa, including providing additional technical assistance and noting the environmental leadership as American Samoa was the first state or territory to ban scuba fishing, and to ban plastic bags The American Samoa aking a Visible Difference project has three top priorities: drinking water, climate change, and clean land. They are currently working with ASPA to make drinking water safer, and to end boil water notices on Tutuila and are committed to ensuring that all American Samoans have access to safe, clean drinking water by locating new sources of sustainable groundwater. Bluemenfeld announced yesterday EPA s $25,000 contribution to AS-EPA to initiate a project to map out existing groundwater resources on Tutuila and delineate an exploratory well drilling plan. Regarding the problems associated with climate change, they are sharing adaptation tools, and also supporting the efforts to make the anu a Islands among the first islands in the world to be 100% powered by renewable energy. We will be using EPA funds to support that project by providing over $40,000 to ASPA for solar battery storage in anua, in order to eliminate the need for diesel power. In addition, we are working with AS-EPA and ASPA to introduce electric vehicles to the territory. These electric vehicles would be powered by renewable energy. To help American Samoa keep its land clean, we will work with AS-EPA and ASPA to increase recycling and divert waste from the landfill. He noted, We intend to complete all of these goals by the end of He said Pacific Islanders are among the people most affected by climate change anywhere on earth, adding that climate change is a priority for this Administration, and specifically for EPA. President Obama gave marching orders to EPA and in return EPA has proposed tough new rules to cut carbon pollution from existing power plants, just as we have for other toxins such as mercury and arsenic. Rules already enacted by EPA have been reducing O2 emissions from cars and trucks, he claimed. EPA and our Pacific Island partners have been using the power of the lean Water Act to limit pollution and erosion, to keep coastal waters resilient in the face of climate change. EPA has also developed climate adaptation tools for water utilities. And EPA is partnering with NOAA and DOI to develop climate adaptation planning for coral reefs. Bluemenfeld said the abundance of the ocean around the world is at risk, as the ocean is polluted with trash and sewage. American Samoa and other Pacific islands have taken a leadership role in moving away from using so much diesel, and moved more toward renewable energy, such as solar. There s already a 1.75 W solar panel farm in Tutuila. Speaking of the AS-EPA headquarters, he noted, that building has solar panels, is certified as Net Zero for energy, and much of the time puts energy back into the grid, saving AS-EPA about $60,000 a year in energy bills. He said the ocean is the source of life on earth, and Pacific Islanders know how to tap the lifegiving abundance of the ocean, and to respect its power. For generations, Pacific Islanders have learned how to work together to cross the vast ocean. They did this by being wise navigators, and by paddling in unison. He said this week they are encouraging efforts by individuals to recycle more and drive less, and to use Energy Star appliances.

(AP) A recently divorced off-duty police officer chased down and fatally shot his ex-wife on Tuesday, then put the gun to his head and held police at bay before he surrendered, authorities said. Authorities say Neptune Township police Sgt. Phil Seidle had his 7-year-old daughter in the front seat of his vehicle while he chased after a car driven by his ex-wife, Tamara, shortly before 11:30 a.m. Authorities say moments after the chase ended, he got out and fired his.40-caliber Glock service weapon several times into her vehicle. Police officers who happened to be in the neighborhood for an unrelated traffic accident saw the shooting unfold and took the child from her father s car. The girl apparently was not injured. Tamara Seidle, 51, was taken to a hospital, where she died a short time later. After the shooting, Phil Seidle pointed the gun at his head and held police at bay for about 30 minutes until they were able to persuade him to surrender. He was then taken into custody. The couple had nine children, ranging in age from 7 to 24, and their divorce was finalized last month. Authorities say the shooting apparently was spurred by an ongoing child custody dispute. onmouth ounty prosecutors say Phil Seidle is charged with first-degree murder. ichael Terrell, who witnessed the shooting, told the Asbury Park Press that Seidle was yelling at his ex-wife about their child custody fights. The guy was in the middle of the street, Terrell told the newspaper. He was saying, I m tired of going to court. Seidle then raised his gun, firing multiple shots at the woman. Seidle, 51, is a sergeant with the Neptune Township Police Department. He has served on the force for 22 years. Township resident Dianna Harris told the newspaper that Seidle was a popular officer who cared about the community. Harris, who is president of the Neptune-based idtown Urban Renaissance orporation, said Seidle would often visit the nonprofit group s community garden.

Prosecutors said Hebrew Homes hired numerous physicians as medical directors, paying them large salaries even though they did little work and were only there to refer patients to their seven facilities. Abbas did not make any mention of a timetable for resignation in his announcement Tuesday night. But it is expected within days. Abbas said the move was because Hamas didn t let it work in Gaza. The government was formed last year before the war between the Islamic militant group Hamas and Israel. It came after years of feuding between the rival Palestinian groups. But the government did not function well and the sides have argued over how to carry out reconstruction of the warbattered Gaza Strip and other issues. Rick Perry ordered a big reinforcement of security at the exico border in 2011, Texas bought six new gunboats that can fire 900 rounds a minute and clock highway speeds. But the boats, which cost $580,000 each, spent more time docked than patrolling the Rio Grande. That was a small price tag compared with what Texas is about to spend. The new Republican governor, Greg Abbott, this month approved $800 million for border security over the next two years more than double any similar period during Perry s 14 years in office. On Texas shopping list is a second $7.5 million high-altitude plane to scan the border, a new border crime data center, a 5,000-acre training facility for border law-enforcement agencies and grants for year-round helicopter flights. The state also wants to hire two dozen Texas Rangers to investigate public corruption along the border and 250 new state troopers as a down payment on a permanent force along the border. Other states along the nearly 2,000-mile Southwest border New exico, Arizona and alifornia do not come remotely close to the resources Texas has committed. And Texas is doing so long after last year s surge in immigrants crossing the border illegally has subsided. So why is Texas setting up what appears to be a parallel border patrol alongside the federal force?
