3 Core Strategy 1 Prepare Students Ensure that students are prepared with the integrative learning skills, multicultural competencies, and practical knowledge needed to succeed in and contribute to a rapidly changing, increasingly global society. UW Colleges prepares students for a global society through a variety of experiences, both as part of the curriculum and outside of the classroom. Among these experiences are the high impact practices in the table below. Student participation in these activities has been shown to contribute to gains in critical thinking, one of the fundamental outcomes of learning, as well as to gains in practical skills and in personal and social development. UW Colleges students participate in a wide range of study abroad opportunities without having to wait until their junior or senior years. In the past five years students have traveled to 22 different countries on five continents, earning college credit in the fine arts, humanities and social sciences. Many of these experiences include community members as well as experienced faculty and staff. Five Year Study Abroad Summary Programs Faculty Leaders Participants Most students beginning in the UW Colleges transfer on to other schools, with the largest number transferring to other UW institutions. Success after transfer is a critical measure of the preparation these students receive while enrolled at the UW Colleges. An important measure of success is the academic achievement of students in the first year after transfer. Among students transferring from the UW Colleges to other UW institutions in the fall 2007, fall 2008 and fall 2009 terms, the average first year GPA was 2.9 on a 4.0 scale. This compares to an average first year GPA of fall 2009 new freshmen in the UW System of 2.9. Another measure of effective preparation is the gains students make by staying longer in the UW Colleges before transferring. Students transferring from the UW Colleges to other UW institutions in the fall 2006, fall 2007, fall 2008, and fall 2009 terms were more likely to be retained to a second year if they first completed two full years with the UW Colleges than were those students who transferred as freshmen. Providing access for new students and increasing their rates of success are key to producing more degree holders. The More Graduates initiative includes specific enrollment plans for UW Colleges. In spring 2011, the UW Colleges began to include Areas of Emphasis in the Associate of Arts and Science Degree, allowing students to complete their degree while focusing on a particular area. The Areas of Emphasis include Biological Sciences, Computer Science, Engineering, Health Science, History, Mathematics, Psychology, and Theatre Arts. Associate degrees conferred at UW Colleges in totaled 1,613, an increase of 152 over and 385 over Additional UW Colleges Indicators UW Colleges is an important access point for new and transfer students choosing to access higher education on a part-time basis. This is particularly true for adult students. In fall 2011, 61% of adult students entering the UW Colleges as new or transfer students were enrolled part-time. Among underrepresented minority students entering the Colleges, 26% were enrolled part-time. Over the past five years, the UW Colleges have enrolled more part-time new freshmen than all other UW institutions combined. The UW Colleges provides a range of enrollment opportunities for returning adult students. Since the fall of 2007, campuses have offered classes in accelerated formats as a way to enable adult students the means to complete a degree in less time. Known as blended courses, students can complete a threecredit course in as little as seven weeks with a mix of faceto-face and online instruction. The number of these classes has grown steadily from seven in fall 2007 to 56 in fall Nearly half of the students in these classes are 22 or older as compared to 33% of the overall enrollment. Improving the success rate of all student groups is important to the plans of the More Graduates initiative. 6 Core Strategy 3 Well-Paying Jobs Increase the creation of well-paying jobs by expanding the university research enterprise while linking academic programs to entrepreneurship and business development. Part of UW Colleges mission is to create new knowledge and prepare students to use that knowledge in the workforce. Research leads to the development of new industries and creates well-paying jobs in Wisconsin. Federal and privately funded research expenditures at UW Colleges were $82,000 in fiscal year 2011 (FY11), down from $87,000 in FY10 but higher than five years ago. Degrees that lead to well-paying jobs or greater business development are important for implementing Core Strategy 3. Of the students who begin at the UW Colleges then complete bachelor s degrees at other UW institutions (more than 2000 annually), a significant percentage graduate with majors in business, health sciences, or in science, technology, engineering, and mathematics (STEM). UW Colleges faculty and staff share their expertise with manufacturers, chambers of commerce, farms, cooperatives, financial organizations, cooperatives, and community organizations. In , assistance was given to 96 different companies and organizations in 45 different towns and cities located throughout the state. Since 2001, UW Colleges and UW-Platteville have offered a collaborative degree program in engineering. This program allows students at the Fox Valley and Rock County campuses to complete a bachelor s degree in either mechanical or electrical engineering, taking all of their classes either online or at the two-year UW Colleges campus. Since the collaboration began in 2001, enrollments in freshman and sophomore level engineering courses have increased nearly 400%. Growth in Beginning Engineering Enrollments Students Enrolled Credits , , ,893 Enhancing career options for students. The Community College Survey of Student Engagement (CCSSE) asks students about their goals and reasons for attending the college they have chosen. Transfer to a four-year college or university is the goal of most UW Colleges students (in 2011, 94% indicated this as a primary or secondary goal). At the same time many students also express an interest in enhancing their career options. Nearly a third of students have identified changing careers as either a primary or secondary goal since During this same period the numbers of students seeking to obtain or update job skills has grown. Nearly two-thirds of students in 2011 identified this as either a primary or secondary reason for attending the UW Colleges. 7 Core Strategy 4 Stronger Communities In partnership with communities, address Wisconsin s greatest challenges and priorities through intensified engagement, research, and learning. UW Colleges has a positive impact on communities both by cultivating civic participation in students and through a variety of engagement efforts developed in partnership with communities. Encouraging students civic participation yields immediate benefits to communities while students are enrolled and builds a foundation for lifelong civic involvement of graduates. Source: 2011 Community College Survey of Student Engagement UW Colleges campuses strengthen their host communities by providing non-credit continuing education to community members. In fiscal year 2011, UW Colleges campuses offered 1,503 continuing education programs, enrolling 27,672 students. The number of programs and total program enrollments by campus are shown in the chart below. Over 1,900 students, faculty and staff participated, providing needed skills and critical services while introducing students to the challenges that residents face in their own communities. Placement of students into work study jobs within the community strengthens ties to the community while enhancing academic engagement. Salaries paid come from both the organizations served and the federal work-study program. In fall 2011, 26 students were employed in communities throughout the state, with 25 in positions designated as community service. Two of these students were working in the America Reads and America Counts programs. Support for the arts plays a crucial role in uniting and strengthening small communities throughout Wisconsin. Every year faculty from the 13 campuses of the UW Colleges combine the talents of students and community members, forming instrumental and vocal music ensembles and theatre casts and crews. Students receive academic credit while the communities enjoy high quality performances, state-of-the-art production spaces, and expert direction from faculty. In fall 2011, the UW Colleges campuses hosted 13 different theatre productions and 42 choral and instrumental musical ensembles. In addition to supporting musical and theatre performances, campuses have formed partnerships with community organizations in support of local cultural and arts events. In , campuses partnered with 115 different organizations in 37 towns and cities. These partners included authors, circus troupes, dance companies, 4H clubs, churches, museums, Native American tribes, service organizations, and libraries. 7

8 Core Strategy 5 Resources Balance, diversify, and grow the university s financial resources and facilities while developing its human talent. The resources of people, money, and facilities are what enable UW Colleges to fulfill its mission to students and the people of Wisconsin. Diversity of faculty and staff is an indicator of UW Colleges efforts to develop its human resources. Faculty and staff diversity provides richer exchanges of ideas in the classroom, broader lines of inquiry in research, and a more welcoming climate for students from underrepresented groups. In fall 2011, 5.7% of UW Colleges faculty and staff were people of color, or 68 out of 1,198. Revenue from all sources increased from $91 million in fiscal year 2006 (FY06) to $120 million in FY11. Revenue from gifts, grants, and contracts increased from 11% of total revenue in FY06 to 20% in FY11. In fiscal 2011 the UW Colleges devoted over $500,000 to professional development of faculty and staff. During the 2011 spring semester the VTLC sponsored one podcast, one online workshop, and one reading circle. There were a total of 948 visits to the site with 3,758 page views and 541 different visitors. In addition to traditional site visits, the Facebook page for the VTLC has averaged 100 monthly active users. 8

9 Core Strategy 6 Operational Excellence Advance operational excellence by becoming more flexible, responsive, and cost efficient. UW System indicators related to operational excellence do not apply to the UW Colleges. UW Colleges Indicators UW Colleges provides flexible, responsive, and cost efficient access to higher education through the UW Colleges Online program. Taking courses online, students can complete an Associate of Arts and Sciences degree and/or the first two years of a bachelor s degree without ever traveling to a campus. Funding for UW Colleges Online, including payment for all faculty and staff, is accomplished through tuition and fees without any additional support from state revenue. Since its inception in 1999, the program has grown from 33 students to over 1,400 in fall Most students (89%) live in Wisconsin and 70% are 22 years old or older. The exchange of papers for review and comments from peer tutors is conducted entirely through . The OWL also maintains a website with tips for writers, MLA, APA, and CMS documentation, and online help for grammar and punctuation questions. During , OWL staff responded to 1,386 papers. With each submission, the student receives comments and suggestions and the class instructor receives a brief description of the help offered. Students who used the OWL in the fall of 2010 received an average course grade of 3.0. This average course grade went up to 3.4 for students who used the OWL more than once. Providing access to classes through alternative means of instruction allows small campuses to respond to the academic needs of students in a cost efficient manner. Through the use of distance media and blended instruction (face-to-face with online) the UW Colleges was able to offer the equivalent of an additional 425 course sections in , many of which were located on small campuses that could not have supported delivery of the class using traditional face-to-face instruction. 10 Core Strategy 7 Collaborations Further leverage UW System s strengths and impact through collaborations among the campuses and with other Wisconsin partners. UW Colleges collaborations and partnerships with other UW institutions, other education sectors, businesses, community organizations, and governmental agencies allow it to have greater impact than by acting alone. UW Colleges increases student access through collaborative bachelor s degree programs. These programs allow students to complete a bachelor s degree while attending classes at their local UW Colleges campus. 11 UW Colleges The UW Colleges, located on campuses owned and maintained by municipal partners across the state, provides access to success at the associate and baccalaureate level of education by delivering the first two years of a liberal arts general education. This report illustrates UW Colleges contributions to the UW System s Growth Agenda for Wisconsin. Progress is reported within the seven core strategies of the UW System s Strategic Framework (above). Each core strategy includes one or more indicators of progress that are common among UW institutions, supplemented with additional information reflecting activities and outcomes of particular relevance to UW Colleges.
