Qatar has one of the highest GDPs in the world and one of its strongest economies. It is a rapidly expanding community, with the population growing from 600,000 to almost 2 million from 2000 to 2012, alongside a very large growth in the expatriate workforce. It is against this backdrop, that we are transforming how we deliver healthcare across Qatar. 5 Introduction Hamad Medical Corporation (HMC) is the premier not-for-profit health care provider in Qatar. Established by Emiri decree in 1979, the Corporation has developed highly specialised medical facilities capable of providing state-ofthe-art diagnosis and treatment of diseases that previously could only be managed in overseas medical centres. Today the Emir, His Highness Sheikh Hamad Bin Khalifa Al-Thani's vision is to provide high quality healthcare services to all, which meet the best global standards of quality and outcomes. Consequently this is an especially exciting time for healthcare provision in the State of Qatar with a recent major restructuring of the system and a concomitant large scale expansion of healthcare services. Equally in order to develop an integrated world class healthcare system HMC is investing in high class research and education in addition to preventive, primary, secondary and tertiary healthcare provision. Qatar's Vision for 2030 puts healthcare at the core of its future strategy. The backdrop to these transformational changes is a rapidly expanding population in Qatar (600,000 in 2000 to 1.8 million in 2012) alongside a very large growth in the expatriate workforce. Key health conditions in Qatar, aside from trauma injuries, are cardiovascular disease and hypertension, diabetes, respiratory conditions and asthma, obesity and other chronic conditions with related and costly long term care implications. The health system in Qatar is almost exclusively government funded but there are recent developments in private sector provision. Initiatives are in place covering health insurance models and also the introduction of an element of self pay for non Qatari nationals. The vast majority, (around 90-95%) of inpatient care is provided by the state-owned Hamad Medical Corporation (HMC), which also provides a range of other services. 5

6 An overview of Hamad Medical Corporation Current Service Provision Hamad Medical Corporation (HMC) is an integrated and growing health care delivery system that currently provides 90-95% of acute and sub-acute care services in Qatar. It is the largest employer in Qatar, with over 20,000 staff (rising to 26,000 by the end of 2013), and is one of the largest health providers in the Middle East. At the current time its portfolio includes eight hospitals, a comprehensive ambulance service and Home Healthcare Services. The following hospitals comprise the main site in Doha: Hamad General Hospital Rumailah Hospital Women's Hospital The Heart Hospital The National Cancer Care and Research Hospital And the remainder are located in the North, South and West of the country Al Khor Hospital Al Wakra Hospital The Cuban Hospital in Dukhan Hamad Medical Corporation aspires to realize its ambitious vision of being an internationally recognised centre of excellence in the provision of healthcare; in keeping with the State of Qatar's pledge of "Health for All". HMC prides itself on providing quality and cost efficient healthcare for all patients, regardless of their nationality. 8 Emergency Medical Services (EMS) attended to more than 85,000 incidents last year with the Life Flight Air Ambulance service responding to 600 calls requiring critical care support. Home Health Care which was formally launched in 2009 and received JCI accreditation in 2010 undertook over 9,000 home visits. New Facilities HMC is embarking on one of the biggest and most ambitious master facility plans ever seen in international healthcare, with a range of facilities opening this year or being planned for future years. Qatar's Public Works Authority (ASHGHAL) and South Korea's Hyundai Engineering & Construction Company have signed a QR1.9 billion deal for furnishing and equipping three state-of-the-art hospitals and a research centre. The planning of the hospitals is taking into consideration the highest medical standards and the latest international technologies to make them the best pioneering healthcare facilities in the region. Work began in early 2011 and is scheduled for completion in As the master plan is implemented, by late 2013, a Women's Hospital with 190 private rooms, a Minimally Invasive Day Surgery Centre, The Physical Medicine and Rehabilitation Hospital and a Translational Research Institute will be opened to introduce new services and significantly increase the capacity of the system to meet the population's growing demands. 9 The Academic Health System The healthcare system in Qatar is state funded and available to all at little or no cost via a network of hospitals and healthcare centres delivering high quality health care. Although most of the hospital system is integrated through Hamad Medical Corporation, primary care and the various academic institutions are also to be aligned with the hospital sector to provide optimal pathways of care and programmes of research. The Academic Health System initiative is designed to achieve this, aligning the various strands with a single mission and vision. These health systems are a potential solution to integration problems because of their unique combination of teaching, research, and patient care. Their strength results from the seamless integration of these central activities to improve health and well being, search for innovative healthcare solutions, and ensure a modern, flexible, and sustainable workforce. The Academic Health System partnership will enable multidisciplinary teams to address key research questions and ensure rapid translation into clinical practice. To be leading organisations of the future, Academic Health Systems should be focused directly on their communities and regions. This focus involves development of a social conscience and provision of tangible economic and personal health benefits to the community. These social determinants of health include an individual's social circumstance, environment, and behaviour patterns. Qatar has a unique opportunity to embrace this concept and develop a distinctive Academic Health System, which will allow the diverse academic institutions and healthcare providers to work in harmony for the public good, and seek sustainable and affordable healthcare solutions. This development includes embedding a public health system and exploration of innovative health system designs and new models of healthcare delivery. With this approach HMC aims to identify new ways of working, which will make appropriate healthcare available to the Qatari population in a Community or Primary Care setting. This will be achieved by harnessing modern technology aligned to a flexible and skilled workforce to help shift the emphasis from secondary care to primary care and prevention. The Academic Health System initiative website has information about the partners, governance arrangements, strategy, and its distinguished international advisory board. Each institution will remain legally independent, but united with a shared vision and an overarching strategic plan. A translational research institute has been developed at Hamad Medical Corporation to complement the other biomedical research facilities in Qatar, including state-of-the-art core research facilities at Weill Cornell Medical College in Qatar. The Institute will host the Qatar Biobank, funded by the 9

10 Qatar Foundation, which will include a prospective epidemiological study of the Qatari population (in collaboration with Imperial College, London, UK) and a disease-specific tissue repository. The indigenous Qatari population provides a potentially important study group because it is stable and derived from three main genetic sources - the Arabian Peninsula, Iran and Africa. 11 The New Physical Medicine and Rehabilitation Hospital Our ambition is for HMC to become an internationally recognized world class tertiary center for medical rehabilitation, education and research. This will include the provision of high quality Physical medicine and Rehabilitation care during the sub-acute phase for in-patients and outpatients to maximize their functional potential and add quality years to life. Our staff work with each patient individually to develop personalized treatment plans with specific goals and objectives. The Rehabilitation Hospital provides a safe, structured and accessible environment, using the latest techniques and equipment. It will provide specialized programs and services which meet international standards and best practice to improve cognition, physical performance and endurance, independence and selfconfidence. The new CEO will oversee the development of a new residency and fellowship program for physical Medicine and rehabilitation physicians, as well as the provision of professional development program for Therapists and other disciplines. As an Academic Health Centre, research will be at the heart of our purpose and the new CEO will develop the culture to build our research capabilities related to people with disabilities and rehabilitation care needs. To support our world-class ambitions, we have commissioned a world-class facility for both in-patient and out-patients. We have agreement from the Supreme Council for Health to build a new Rehabilitation Hospital. This facility will operate on a 24/7 basis and is expected to open in late 2014, it will include: 144 Beds adult inpatient active Rehab unit. 20 Beds children inpatient Rehab unit Out-patient department and clinics In addition, there will be a range of Rehabilitation Programmes, which will include: PEDIATRIC REHABILITATION is dedicated to provide a comprehensive and specialized family centered services for children with rehabilitation needs to enable them to participate in life to the fullest 11

12 STROKE & NEUROLOGICAL REHABILITATION helps patients regain or improve lost or damaged brain functions and deal with a wide range of issues so that they may return to the activities of daily living with as much independence as possible. TRAUMATIC BRAIN INJURY PROGRAM aims to help maximize the patient's level of functioning so that the patient can return to family life and/or the workplace with as much independence as possible. SPINAL CORD REHABILITATION helps patients build physical health and adapt to life after a spinal cord injury. We also provide social support to help patients deal with the psychological effects of trauma. MUSKLOSKELETAL REHABILITATION and PAIN MANAGEMENT supports patients with fractures, musculoskeletal disorder and multiple traumas maximize their strength and mobility and decrease their pain and discomfort through safe ambulation, stress management, and social and vocational management. AMPUTEE REHABILITATION helps patients choose the most appropriate course of treatment, prosthetic device and therapy option to gain maximum mobility and function. HIGH DEPENDENCY REHBILITATION UNIT will provide acute care along with the additional benefit of comprehensive early rehab care to facilitate recovery from acute illness and deconditioning syndrome SLOW STREEM REHABILITATION provides Low Intensity Long Duration Rehabilitation program at an early stage of recovery. DAY REHABILITATION PROGRAM will support a patient's return to the community with an intensive and compressive integration program post discharge from active rehabilitation. OUT PATIENT SERVICES: Offers specialized program and daily Clinics with multidisciplinary team work along with sub specialty,as well as outpatient therapy services for a wide variety of general rehabilitation and needs. SPECIALIZED SERVICES: We will also provide a range of additional specialized services to our service users, which will include: Pre vocational training Easy street Seating and Positioning 12

14 The Role Hamad Medical Corporation is making impressive headway with a major transformation programme as it seeks to become the best healthcare service provider in the Gulf, providing world-class services and carrying out internationally recognised biomedical research. Summary of the role The Chief Executive - Physical Medicine and Rehabilitation Hospital will based in Doha and is accountable to the Chief of Rehabilitation and Continuing Care Group. The CEO will lead the hospital s senior leadership team, which comprises of Medical Director, Chair of Physical Medicine and Rehabilitation along with Assistant Executive Directors for Business, Rehabilitation, Nursing, Quality Management and Hospitality. Whilst working in line with HMC s broad organisational policies, the post holder will have a significant degree of autonomy to lead and develop the Rehabilitation Hospital. The CEO will be accountable for: Strategic and managerial leadership of the Physical Medicine and Rehabilitation Hospital and the end to end rehabilitation pathway across all of HMC The overall management and day-to-day operations of the hospital by directing, organizing and co-ordinating hospital services and staff The sound fiscal management of the hospital, including timely, accurate and comprehensive development of annual operating and capital budgets. Ensuring the highest quality of patient care. Achievement of quality targets, Key Performance Indicators and other performance objectives. Ensure compliance with the regulations which govern hospitals; oversee the relevant survey and accreditation processes in collaboration with corporate management The effective management of human resources across Physical Medicine and the Rehabilitation Hospital, including performance management, talent management including recruitment, selection and promotion and development of the workforce to provide a cost-effective and fit for purpose workforce. 14

15 The ideal candidate will be a highly motivated self-starter. He/she is likely to be a highly respected Physician, with the credibility and experience to lead the senior team, develop the vision, strategy and culture of the hospital and manage complex stakeholder relations, both within and external to HMC. 15

16 The Candidate Qualifications and Experience We are seeking a highly experienced individual to lead this service, either senior physician with board certification in Rehabilitation or a professional manager with significant experience, including managing a rehabilitation hospital. She/he will have a strong track record of achievement gained in a single specialty setting at an internationally renowned teaching hospital or within a large and complex tertiary referral centre. He/she will have a good understanding of the operational aspects of running a hospital, including clinical governance, quality service measures and demonstrable patient outcomes. He/she will have the self-drive to manage the hospital and will be widely respected amongst their peers. Whilst business English is a requirement for the job, we are especially interested to hear from Arabic speakers. The ideal candidate will be able to demonstrate a history including: Board certification in a relevant Rehabilitation sub-specialty or, significant experience of managing a Rehabilitation service as a professional manager.. Experience of developing strategy and setting the culture for the hospital. Experience of working at Board level. The ability to lead and develop a senior leadership team. Solid budgetary and resource management experience. Clinical research experience. Experience of developing clinical and academic programmes Strong communication and negotiation skills aligned with political acumen and sensitivity. Strong networking and team building skills. Ability to work with senior stakeholders across HMC. Evidence of working in a multicultural environment. Experience managing performance and holding others to account. The ability to operate effectively with people from across different organisation and clear evidence of working in multicultural environments. Flexibility and adaptability to meet emerging challenges. 16

17 Terms and Conditions The appointed candidate will be offered a generous package, which in most circumstances would be tax-free. Further details will be discussed on an individual basis with candidates as the selection process moves forward. However, as a minimum the package includes: Highly attractive tax-free salary. High quality free accommodation along with a generous contribution towards furnishings. Generous leave allowance of around days per annum (comprised of 50 days vacation, religious holidays and 5 discretionary days). Contribution towards school fees. Business class return flights for the postholder and his/her immediate family (to a maximum of 3 children up to age 18 years) each year, as well as business class flights at the start and end of the contract. Conference and study leave, including flights and living allowances. End of contract bonus payment. 17
