State Street General Institution San Jacinto, CA AP 3550 New: June 15, 2010 Page 1 of 5 Revisions: AP 3550 Drug Free Environment and Drug Prevention Reference: Drug Free Schools and Communities Act Amendment, U.S. Code Section 1145g and 34 C.F.R et seq; Federal Drug-Free Workplace Act, 1988, 41 U.S. Code Section 702. Authority: The Vice President of Student Services is responsible for administering these regulations, and is the authority to amend these regulations Mt. San Jacinto Community College District is committed to providing its employees and students with a drug-free workplace and campus environment. It emphasizes prevention and intervention to faculty, staff, students and community members through education via instructional and student services components. Current course work offered at the Mt. San Jacinto College District: See the current college catalog on Alcohol and Drug Studies Risks associated with illicit drugs and alcohol abuse: See Attachment A for the risks associated with illicit drugs and the abuse of alcohol. Resources: Students are encouraged to seek professional assistance from the District s Counseling Departments. A thorough community recourse document has been compiled and is located in the District s Counseling Departments. Employees should work together with the District s Human Resource Department employee assistant program in reference to alcohol and drug abuse related issues. Prohibition of The unlawful manufacture, distribution, dispensing, possession or use of alcohol or any controlled substance is prohibited on District property, during District-sponsored field trips, activities or workshops, and in any facility or vehicle operated by the district.
2 Violation of this prohibition will result in appropriate action up to and including termination of employment, expulsion, and referral for prosecution, or, as permitted by law, may require satisfactory participation in an alcohol or drug abuse assistance or rehabilitation program. As a condition of employment, employees must notify the District within days of any conviction for violating a criminal drug statute while in the workplace. The District is required to inform any agencies that require this drug-free policy within ten days after receiving notice of a workplace drug conviction.
3 Attachment 2 HEALTH RISKS The recreational use of alcohol or controlled substances may cause or contribute to physical impairment or psychological dependency. Using or abusing substances can cause loss of memory, chronic fatigue, loss of appetite, frequent absence from classes or work, and other effects that prevent achievement of educational, social, or employment goals. Moreover, individuals who abuse alcohol or drugs in early adulthood may also establish patterns of behavior that later disrupt their careers and limit their ability to maintain normal family life.
