1 7% fewer Basque youths began drug addiction treatments between 29 and 21 In 21, two in every thousand young people aged 15 to 29 started drug dependence treatments and, for the first time, the number of cannabis cases exceeded the number of cocaine cases The Basque Youth Observatory has updated its on-line Youth Indicator System available on our website, providing the latest data regarding the number of Basque youths who start Drug Addiction Treatments. The number of people starting Drug Addiction Treatments provides a key indicator of the impact of drug use among the population. This indicator provides the annual number of people admitted to treatment due to the abuse or dependence on psychoactive substances in a given year and is produced by the SIT, Drug Addiction Information System of the Directorate for the Management of Knowledge and Assessment of the Department of Health and Consumer Affairs of the Government of the Basque country. In 21, 694 young people aged 15 to 29 began drug addictions treatments in the Basque Autonomous Region. In recent years the number of cases has decreased, with a 7% decline between 29 and 21. In the last decade, the maximum number of initial treatments was 82 in 23, and, since then, there has been a gradual downward trend. To better contextualize the data, we should recall that the number of young people who initiated treatments in the 199s doubled the current figure (based on the consumption of heroin, which has declined dramatically). Data from 1993 can be consulted in the Youth Indicator System. 1

In 21, they only accounted for one quarter of the total number of people who needed new treatments. Regarding the problematic consumption of drugs, as in other issues related to behaviours that pose a health risk, male behaviour is less protective than female behaviour. 2

3 Most of the treatments started correspond to young people aged 25 to 29 (46%), 35% correspond to young people in the 2 to 24 age group and 19% to young people aged 15 to 19. Next in importance, accounting for 34% of cases, was cocaine, which, unlike cannabis, has declined significantly since 28 and was responsible for 237 first treatments in 21. Compared with 29, there has been an 18% increase in cases in which cannabis has been the main drug leading to treatment; while cases involving cocaine have fallen by 2%. 3

Evolution (Total numbers) Heroin Cocaine Cannabis Alcohol Other substances Source: SIT, Drug Addiction Information System If we calculate the rate of First Treatments, i.e. the number of people aged 15 to 29 per 1 people in that age group that were admitted to treatment related to alcohol or drug abuse in 21, we shall find that two in every 1 Basque youths began some type of drug addiction treatment. The rate is considerably higher among men (3.5 per 1) and among people aged 2 or over (2.3). Rate of people aged 15 to 29 who Begin Drug Addiction Treatment, by age group and sex. 21 Rate per 1, Total Male Female Information System, and the INE (Municipal Population Register) As cannabis is the drug that leads to the greatest number of treatments required by young people, we have calculated the percentage of youths who began treatments due to the use of cannabis to provide a clearer idea of the impact of the dependence on this substance..7 in 1 young people aged 15 to 29 began being treated for cannabis related problems in 21, especially among boys and people under 27. 4
