3 Operates at No Taxpayer Expense - Casinos Reimburse Commonwealth Seven Member Board A Staff of 300 Primary objective is to ensure that casinos are safe and gaming is fair

4 The Board assures integrity of gaming through fines to casinos for various violations and banning certain individuals who have proven to be detrimental to the industry s integrity from the casinos. $4,432,059 Fines to Casinos and other license holders 280 Number of persons banned from PA Casinos

5 The Gaming Control Board works with its partner oversight agencies to protect the public interest in areas such as Responsible Gambling Problem Gambling Smoking in Casinos Crime in Casinos

6 Do you know, on the average, what slot machines pay out? 10%? 30%? 70%? 90%? By law, minimum payout over life of the machine must be 85%. All slot machines and games are checked in the PGCB s Gaming Lab before deployment in casinos

7 Millions of dollars per year from casino s revenues goes to outreach and treatment services through PA Dept. of Drug & Alcohol Programs Ads at bus stops at gas pumps Hotline phone numbers to get help must appear on all ads and on all casino ATMs Casino revenue trains treatment providers across the state to provide free outpatient counseling and therapy for problem gamblers.

8 The PGCB offers a Self-Exclusion List Individuals request to be banned from entering all of PA s casinos. To date, 7,778 persons have voluntarily requested placement on the list. Each are subject to arrest for summary trespass and forfeiture of casino winnings if caught in casino. 1,478 individuals have been caught on the gaming floor once and 299 other individuals caught multiple times Male 3219 Female

9 Partially Permitted under the Clean Indoor Air Act of 2008 Casinos are permitted to designate 50% of the casino floor to permit smoking. Does not permit smoking in an area adjacent to the gaming floor. Areas must be clearly marked, though separating walls are not required. Patrons should report any violations to PGCB or casino security.

10 Worst Place to Commit a Crime Eyes on the Floor Each casino pays for: 10 PGCB Representatives 11 Full-time PA State Police Dozens of casino security agents Eyes in the Sky All patrons on gaming floor are watched live and recorded through hundreds of cameras Average of 12 arrests per month per casino 1,721 arrests statewide in 2014* including: Theft: 203 Disorderly conduct: 149 Non Aggravated Assault: 141 Forgery/Counterfeiting: 81 Public Drunkenness: 75 *Obtained through the PA State Police Uniform Crime Reporting System

11 Gaming Act permits 14 casinos 1 not licensed and not in operation 12 licensed and in operation 1 licensed but not in operation

12 New York has 6 Tribal casinos with slot machines & table games and 9 racinos with slots only. The state recently awarded licenses for the addition of 3 commercial resort casinos. Ohio has 4 casinos with slot machine & table games and 7 slots-only facilities at racetracks. West Virginia has 4 racinos and 1 stand alone, all operating slots and table games. Every Bordering State Maryland has 5 slots and table games casinos and 1 more planned New Jersey has 8 slot machine and table games casinos and Internet gaming. Delaware has 3 slot machine and table games casinos at racetracks, parlay sports betting and Internet gaming.

13 54% tax rate on slots and 14% tax rate on tables generates $3.7 million of tax revenue per day resulting in $1.35 billion yearly. 16 Almost ALL PA homeowners signed up properly to receive school property tax reduction, but think they are not receiving. Why? 1) There is no rebate check 2) Don t see bill sent to bank for escrow 3) If you see bill, it does not clearly show casino revenue as source of reduction Your bill should clearly label the reduction as the Homestead Exclusion or Credit including how much reduction you are receiving. There is no legal mandate by the local tax collector to mention that any reductions stem from casino gaming revenue. Therefore, most don t.
