Page 19 GO FLY A KITE Cops: Family s fatal beating was for a confession By JOHN KEKIS NEW HARTFORD Two teenage brothers were brutally beaten in church one fatally in an effort by their parents, sister and other members to get them to confess their sins, police said Wednesday in a case involving an insular congregation that had sparked gossip and suspicion among neighbors. Police said spiritual counseling at the Word of Life church in upstate New York turned into an hours-long attack Sunday night in which Lucas Leonard, 19, and his 17-year-old brother, Christopher, were pummeled with fists and kicked. They suffered injuries to the abdomen, genitals, back and thighs. By JOHN PURCELL Recorder News Staff The candid opinions of Amsterdam residents are revealed in results of a recent survey, but the limited diversity of responses may leave city officials wanting more input. The City of Amsterdam Community Needs Assessment Survey was taken by approximately 188 people, the vast majority identifying as city residents, who provided feedback on what direction the city should take. Questions were focused on six areas of need identified through roundtable discussions, including revitalization, housing, food, transportation, education and marketing. The survey was available for about a month and the deadline for responses was Aug. 10. Community and Economic Development Director Robert von Hasseln said when survey respondents answered what three words describe the city now the responses focused on blight, poverty and bickering among officials. Authorities went to the church and found his younger brother, who was hospitalized in serious condition. Both brothers were subjected to physical punishment over the course of several hours, in hopes that each would confess to prior sins and ask for forgiveness, Police Chief Michael Inserra said. He said investigators have not determined what the supposed sins were. There is a lot of talk about negativity in this city, von Hasseln said, but they don t seem to have lost their faith in the fact that the future could be different. That was hugely important to me when I was reading this. Von Hasseln is still combing through answers for takeaways from the feedback, but he is planning today to the raw results to everyone who is on participation lists from prior roundtables, brainstorming sessions, and other activities related to the U.S. Department of Housing and Urban Development Community Needs Assessment process. He said results should also be posted to the city s web site by Friday, with hard copies available at the city clerk s office and Amsterdam Free Library. Surveys were completed by about 1.5 percent of the adult population in the city, 18 years old and older, and the majority were white, and not Hispanic or Latino. The median age for participants between 45 to 65 years, with most having income around middle-class or above, said von Hasseln. You re seeing a picture here that is older, wealthier, outside of the downtown area responses, he said. After we analyze this a little more fully we might want to do some more targeted surveying. He said a normal size survey would yield a response rate of 5 to 10 percent. Generally, the shorter the survey the more people will participate. If I could ve put this on a postcard then we would have had a larger figure, he said. I think the information is more valuable than if we had done a shorter survey, but that brought the numbers down. He said the survey was publicized through social media and local news organizations. There were are also hard copies available at City Hall, the library, Centro Civico, Inman Senior Center, some local businesses, and the farmers market on Main Street. Approximately 75 percent of the surveys were completed online, according to von Hasseln, and the hard copy submissions had to be manually entered. Von Hasseln said someone he worked with on historical projects did help enter data from the hard copies into his computer. Due to a restriction with the survey provider s online platform, he said it could only be accessed from the computer on his office. I m a very slow typist and all the ones that came in manually had to be entered in, he said. I d pound them as best and as often as I could, but it had to be done consistently along with everything else. In addition to using the survey to draft a Community Action Plan with HUD, it will help update the city s comprehensive plan. I didn t think we would be starting to move on to comprehensive planning until early this winter anyway, so it didn t seem to me to be as a priority as other people recently seemed to have made it. There was also very little editing performed on written responses, which von Hasseln admittedly said included some racist or derogatory remarks. This is like the written version of road rage, he said. I wanted to make sure that everybody who wrote something, their comments were there. Rebuilding the economic foundation of the city was a top priority identified from several selections offered. Somewhat tying into the county s branding initiative goals, people also strongly believe improving the city s image and identity in the region is important. The East End was the overwhelming choice for the geographical area with the greatest need, with downtown and the West End rounding out the top three. The majority of respondents identified as living in the West End, followed by Market Hill and the South Side. Mayor Ann Thane is not surprised the East End emerged as the area of greatest need. It s the corridor that is the most visible, she said. I think the deterioration off of East Main Street is not as striking as what we see on that main drag. Republican mayoral candidate Michael Villa had yet to review the survey results, but was not surprised to hear the economy and blight are top concerns. Villa said one issue he hears from residents is the blight in the city. Thane said the oldest areas in the city closest to industrial properties are experiencing the most blight, but battling issues alongside financial constraints is challenging. City officials have pursued grants and other funding to tackle the issue. Senior housing and expanding senior food programs were both top choices in respective categories. However, von Hasseln questioned if there really is a need for more senior food programs or if people selected it because it s a good thing or something they might need themselves some day. He also questioned the high support for the need of veteran housing. He is a veteran and said his experiences and talks with fellow veterans have not shown this. I m beginning to wonder, is this one of those ones where people voted because they think it is a good thing. We need to do more for our seniors, we need to do more for our veterans, he said. Von Hasseln is tentatively planning to review results of the survey and field questions from the public Thursday, Oct. 22, at 6 in city council chambers. Beating from page 1 Lucas death. The beatings took place at a redbrick former elementary school that serves as both a church and a home for several members of the congregation, including one of the suspects. The church has existed for as many as 30 years in New Hartford, a once-thriving mill town of 22,000 people about 50 miles from Syracuse. I m really afraid. In my heart I don t think this is the first incident, said Eva Monaghan, who lives around the corner. Over all the years, I can t imagine this is the first thing. Maybe nothing as bad. The sister lives in the attic with her own children, a neighbor said. Lucas and Christopher read the Bible two hours a day at their parents insistence and weren t really allowed to go out of their house for sleepovers, said another neighbor, Nicole Howard. The brothers weren t allowed to do normal things, but they tried to be as normal as they could be. The Leonards home-schooled their children, eschewed TV and did not take part in Halloween, either leaving home or turning off all the lights, neighbor Jim Constantine said. Some Christians do not observe Halloween because of its pagan origins and macabre themes. Bridge replacement nearly complete ALBANY (AP) State transportation officials say work is nearly completed on the replacement of two suburban Albany interstate bridges on one of the busiest stretches of highway in upstate New York. Department of Transportation Commissioner Matthew Driscoll announced Wednesday that the $22 million project in the town of Colonie is on track to be finished by the end of the month. The project has replaced the bridges carrying Interstate 87 the Adirondack Northway over Albany- Shaker Road. The new bridges replace the originals that were built during Northway construction in They carry an average of about 100,000 vehicles each day. Maris Soldner of the New York State Police said. Lawrence Belanger of South Second Avenue died after he failed to negotiate a curve and struck a utility pole around 10:30 Sunday, police said. Soldner said deputies don t believe speed, alcohol or drugs were a factor in the accident; also, Belanger wasn t wearing a seat belt at the time. The driver was not responsive when emergency responders arrived on the scene, police said. Belanger was pronounced dead at the scene by Fulton County Coroner Margaret Luck. New York State Police Donna Hohlenkamp, 49, of Fort Johnson, was charged Saturday with driving while intoxicated and second-degree aggravated unlicensed operation of a motor vehicle. Police said they stopped Hohlenkamp for allegedly driving erratically on Young Road in the village of Fort Johnson. She was released on tickets to appear in Amsterdam Town Court at a later date. Jessica M. Rocca, 33 of Fort Johnson, was charged Saturday with aggravated driving while intoxicated and unlawful possession of marijuana. Police said they observed Rocca parked on Hickory Hill Road in the town of Mohawk. She was released on tickets to appear in town court at a later date. James D. Reed, 31, of Schenectady, was charged Oct. 7 with petit larceny after a loss protection officer allegedly observed him with stolen merchandise from Wal-Mart in the town of Amsterdam. Police said they stopped McCleary on Route 30A in the town of Mayfield for driving on the shoulder of the roadway. McCleary reportedly failed field sobriety tests and allegedly refused to provide a breath sample. He was arraigned in town court and released. He is scheduled to reappear in court at a later date. Deborah Siwik, 57, of Mayfield, was arrested Sunday and charged with driving while intoxicated. Police said they stopped her for speeding on Route 30A in the town of Mayfield. Siwik reportedly failed field sobriety tests and had an blood-alcohol content of.11 percent, according to the report. She was released on tickets to appear in town court at a later date. Debra Smigen, 44, of Gloversville, was charged with driving while intoxicated after a trooper stopped her for driving erratically on Route 29A in the town of Johnstown, according to a report. Police said she failed field sobriety tests and had a blood-alcohol content of.12 percent. She was released on tickets to appear in town court at a later date. Montgomery County Sheriff Nicholas J. Skahill, 20, of 210 Moyer St., Canajoharie, was charged last Thursday with operating a motor vehicle with a suspended license and operating an uninspected motor vehicle. Deputies said Skahill was observed driving on West Grand Street in the village of Palatine Bridge with an expired inspection. His license was allegedly suspended for failure to pay driver responsibility. Skahill was issued tickets to appear in Palatine town court at a later date. By EMILY DREW Recorder News Staff FONDA In an effort to help local farms thrive despite the effects of climate change, New York state has announced a new $1.4 million grant program for farmers to care for their land by cutting down on greenhouse gases and enhancing soil health. The Climate Resilient Farming grant, which became available Oct. 9, is open for application until Dec. 14 through Montgomery County s Soil and Water Conservation District and concentrates on maintaining farmlands with climate change making the weather unpredictable. With the number of farms in the county, SWCD district manager Corey Nellis said he expects the grant to be a success. The $1.4 million comes from the Environmental Protection Fund through state initiative appropriations. Assemblyman Angelo Santabarbara, D- Rotterdam, has voiced support of the grant and urged local farmers to reach out and apply. Santabarbara said the grant will help our local farmers with the challenges of extreme weather conditions and strengthen the state s agriculture economy for future generations. Nellis anticipates several local farmers in the county to take advantage of the grant. Even though there are several state and federal grants already helping farms like the Environmental Quality Incentives and Wildlife Habitat Incentives programs every little bit helps, he said. We try to find every available source, Nellis said. We work hard. This is just another wonderful program to go in there and marry it to some of the things we re already working on. According to the grant description, the funding is available for projects that mitigate the impact of agriculture on climate change and enhance the on-farm adaptation and resiliency to projected climate conditions. The grant consists of three components: agricultural waste and storage cover and flare systems, on-farm water management, and systems that enhance soil. Nellis said only one farmer qualifies for the waste storage cover portion of the grant because he is the only farmer in the county who separates solid and liquid waste. The grant would save the farmer money, and also save gallons of water, according to Nellis. As for the second portion of the grant, directed toward on-farm riparian, floodplain and upland water management, Nellis said he has no plans to apply for any flood or drought assistance in the county. The last couple years, it s been pretty smooth, he said. In 2006 and 2008, he said there were 11 floods due to storms that had a significant effect downstream, but little impact on farmlands. I don t know that there s a lot that can be done from the flood perspective, he said. The third portion of the grant, going toward maintaining soil health, is the one Nellis said will have the most impact in the county. It makes up $150,000 of the grant funding. According to the state s grant description, the practices that make local farms available for the soil health portion are soil conservation, erosion control, prescribed rotational grazing, and riparian buffer systems. Improved soil health can improve water storage and nitrogen recycling by crops, and create carbon sinks, all of which reduce greenhouse gases, according to the description. Climate change predictions for New York State include increased overall precipitation, more severe and more frequent storm/flooding events, and more common short-term droughts. Improved soil health yields benefits during all of these scenarios, according to the guidelines. Nellis said farmers received a soil health grant last year, allowing the SWCD to work on 150 acres with nearly 15 local farmers. Since Montgomery County is made largely of dairy and grain farmers, soil health grants apply directly to both. That grant, he said, was a very successful program. If we can continue to be successful and get grants awarded to us, it would be very beneficial. We already sat down and talked about the potential application we can put in. This gives us another grant opportunity, another funding source to expand and enhance the work we re already doing, Nellis said. NY eyes plan to renovate Whiteface cabin WILMINGTON (AP) The Department of Environmental Conservation and the Adirondack Park Agency are taking public comments on a proposal to renovate a cabin called Porcupine Lodge on Lookout Mountain within the Whiteface Mountain Ski Area. The state has to put the proposal up to public scrutiny to make sure it conforms to the Adirondack State Land Master Plan. Porcupine Lodge was originally used as a warming hut when Marble Mountain Ski Area was in operation. It was built in The Olympic Regional Development Authority wants to make minor modifications to the lodge and construct a hospitality deck to accommodate day use by the general public during ski season.

(AP) No matter how they exited a loss, a resignation, a retirement former members of Congress can pretty much do whatever they want with leftover campaign cash as long as it s political or charitable. Evan Bayh has kept $10 million in campaign contributions since leaving the Senate in 2011, raising plenty of questions about the Indiana Democrat s political future or perhaps his children s. Mary Landrieu has more than $146,000 since her Senate loss last year and the Louisiana Democrat is talking about giving some of it to former Republican colleagues, much to the chagrin of Democrats. Mark Foley, the Florida Republican who resigned in disgrace in 2006 after the revelation that he had sent sexually suggestive electronic messages to former male pages, is holding onto $1 million and hoping for a political miracle. In an age of furious fundraising, dozens of former senators and House members are sitting on tens of millions of dollars in unspent campaign money. They can t use it for personal expenses, but they can hold onto it indefinitely, donate it to political causes or give it to charity, as former Connecticut Sen. Joe Lieberman did when he gave $815,000 to a college scholarship program. Up until the 1970s, the one restriction placed on leftover campaign money was that it had to be spent on lawful purposes, including just keeping it for personal use, said Bill Canfield, a Washington-based lawyer who is an expert in campaign finance. It was like a savings account once you retired you could take it home, Canfield said. How is radiation used in treating breast cancer? About 35 years ago, the Senate and House revised their rules to allow the leftover money to be used only for charitable and political purposes. YOUR WORLD Thursday, October 15, 2015 / 7 Police disband sit-in at Baltimore City Hall BALTIMORE (AP) Baltimore police disbanded an overnight occupation of City Hall by activists opposed to moves to make the city s interim police commissioner permanent, and at least 12 people could be seen being led away earlier today to police vehicles. At least 25 police officers converged outside the building hours before dawn as activists was still inside from a protest sit-in that erupted Wednesday over numerous demands for better policing. Several of the demonstrators could be seen by an Associated Press reporter as they were led off in plastic handcuffs and loaded into transport vehicles. It is our duty to fight for our freedom! We have nothing to lose but our chains! others watching the police operation shouted at the officers. Police said in a statement posted on their social media site that a small number of protesters had decided to leave after hours of warnings to the demonstrators. The remaining protesters refused to leave the building. As a direct result of their failure to comply, the remaining protesters have been arrested and charged with trespassing. There are no reported injuries at this time to any protesters or officers, the police statement added. Police did not elaborate on the number of people arrested or their identities. A message left for Baltimore Police Department spokesman T.J. Smith wasn t immediately returned. Following the police operation, police were seen leaving and the complex was largely quiet by 5 a.m. Some of those who had left before the arrests said mostly student activists. They said they opposed city deliberations to make permanent the interim appointment of Police Protesters shout as council members leave the chamber at city hall in Baltimore Wednesday. A city council subcommittee voted to make Kevin Davis the permanent police commissioner Wednesday. Commissioner Kevin Davis, adding they had been given no chance for input and had several other demands. All we are doing is peacefully demonstrating. We were disrespected by Kevin Davis. He didn t take us seriously, said Kevin Wellons, a 19-year-old man who left the sit-in around 3:30 a.m. with several others after protesters received a police warning. Kwame Rose, an organizer who had been with the group for hours, also left with several others before police moved in. Rose said activists will continue opposing moves to permanently appoint Davis to the top police position. The politicians, they failed us today, Rose said of meetings Wednesday that kicked off deliberations on making Davis permanent in his post. Davis took the interim role in July after predecessor Anthony Batts was fired amid a spike in violent crime in Baltimore. The spike followed unrest and rioting in April after the death of Freddie Gray, a black man who died after suffering a severe injury in police custody. October is Members of the Baltimore Uprising coalition, which includes both high school and community activists, had begun shouting from the upper gallery of City Council chambers as a Council subcommittee prepared for its vote Wednesday. All night, all day, we will fight for Freddie Gray! the activists chanted amid calls to postpone the vote. No justice, no peace! The activists then began their sit-in. The full council is to vote on the appointment Monday. If approved by the full council, Davis would earn $200,000 a year under a contract to run through June of Three of the subcommittee s five members voted in favor of Davis. Councilman Nick Mosby, who is married to State s Attorney Marilyn Mosby, voted against the confirmation, while Carl Stokes, who is running for mayor, abstained. Marilyn Mosby had decided to prosecute six officers in connection with Gray s death. All of the officers are currently awaiting trial. In the aftermath of Mosby s decision and the widespread unrest, homicides began to rise and residents in crime-addled neighborhoods accused police officers of abandoning their posts. One of the demonstrators, Lawrence Brown, said the activists really wanted to challenge the coronation process for commissioner Davis and ask some critical questions about how police have handled protests since he s been in charge, and other questions about fairness and equity around policing. The protesters said they wanted Davis and Mayor Stephanie Rawlings-Blake to listen to their demands. Among them: that police avoid using military-type equipment such as armored vehicles, and only use riot gear as a last resort to protect officers. In the interest of constitutional rights, the protesters said, they also want officers to always wear badges and name tags. Addressing the council subcommittee Wednesday, Davis said that he remains committed to training officers to actively engage and interact with community members. LETTERS TO THE EDITOR Let s just get on with the debate To the editor: Seems to me, The Recorder can confirm my willingness to debate without ridiculous demands. With permission from the station s management, I posted an event invitation page on Facebook after receiving an from WCSS that both The Recorder s publisher, my opponent s paid consultant, and I received. It outlined the date, time, place and rules, and listed the moderator and panelists that the radio station chose. Now, because of this candidate s fear, the debate has been pushed out another week and this man wants to appoint a panelist of his choosing. Whatever. I m glad the station declined the request to reduce the duration of the debate from two hours to one hour. It is blatantly obvious that my opponent is terrified of this debate. He d rather make the debate structure a topic of conversation and smear me with the lie that I have controlled the terms of this event than just agree on where and when to meet. This takes all attention away from important city issues and the fact that he has no plan for Amsterdam since announcing his run 11 and a half months ago. I just want to debate. Hey, Mike: Show up. Thanks for all your efforts To the editor: On Wednesday, Sept. 30, I was listening to Bob Going s radio talk show when I heard a retired city worker call the show. The retired city worker thanked Ron Barone for helping with their health insurance benefits. This made me realize that the retirees were concerned that their benefits were being reduced. Ron took control of the situation, assuring benefits would stay the same or better, while saving significant sums of money for the city ($200,000). Great news. We live in a cynical time. We all forget to take the time to thank our representatives. So it was especially gratifying to hear the retired city employee take time out of his busy life to thank Ron for all his hard work. So, thank you Ron Barone for all your efforts, many of which go without you taking public credit. Keep up the great job you re doing. BITALIA SANCHEZ, Amsterdam Warming to the inevitable To the editor: Having just returned from the Presbyterian Earth Care Conference in Montreat, N.C., I have been energized to work toward mitigating global warming. Having handwritten all my congressmen, both state and federal, plus the president and governor, I now plan to write monthly articles for four newsletters, and copy them to seven local newspapers, and to my congressmen. Here, then, is my first article: Global warming is here. It s human-caused, and it s advancing more rapidly than had been forecast. Since 1970, Earth s average temperature has risen about 2 degrees Fahrenheit. This doesn t sound like much, but consider that the last ice age was, on average, only 5 to 6 degrees colder. Climate scientists predict that, if we continue the way we re going, Earth s average temperature could rise as much as 10 to 12 degrees F. Can we survive this? I think not. Already, the polar ice caps are melting, ships can now pass through the Arctic Northwest Passage during summer. We re suffering droughts in many places, due not only to lack of rainfall but the shrinking of glaciers that once provided water downstream. Permafrost in the tundra is melting, releasing methane, which is 25 times more potent than carbon dioxide. Ninety-eight percent of our scientists are adamant that we must do something now to keep the temperature rise at less than 2 degrees centigrade, which is about 3.4 degrees F, by the end of this century. As for the other 2 percent, they are most likely funded by big oil, coal and other multi-nationals. I believe it is our moral obligation to our children and grandchildren to do all we can to keep the temperature rise below 2 degrees C. JAHNN SWANKER-GIBSON, Johnstown COMMENTARY Banana Republicans? When Rep. Kevin McCarthy, R-Calif., walked into a Capitol Hill conference room to meet with his Republican colleagues last Thursday, he seemed a certain bet to be elected the next speaker of the House of Representatives. Subsequent reports revealed McCarthy already knew he didn t have enough votes to win, or if he did, it was barely enough, but an insufficient majority to rule the contentious GOP caucus. And so he shocked everyone By when he emerged and announced his CAL withdrawal as a candidate. THOMAS The website The Hill reported that Rep. Tom Rice, R-S.C., and Rep. Louie Gohmert, R-Texas, confronted Speaker John Boehner over his apparently unilateral decision to postpone the election of a new speaker following McCarthy s withdrawal. Some conservative members reportedly accused Boehner of displaying the characteristics of a dictator in a banana republic. Among them was Rep. Jim Jordan, R- Ohio, who told me in a telephone interview of the deep frustration conservative Republicans feel about their leadership, which, he says, has stymied their attempt to reduce spending and reform government. Everything here is top-down, Jordan said. The steering committee runs everything. You can t get a bill or an amendment to the floor unless the steering committee approves, and the committee is made up of members appointed by Boehner, who as speaker gets more than one vote. Jordan says that gives Boehner dictatorial power over any bill or amendment he doesn t want to bring to a vote. Jordan and his conservative colleagues want to change the system so every member has a chance to introduce bills and to get amendments considered, debated and voted on. This, he says, will benefit everyone, including moderates and even Democrats. This way we can have a debate about ideas and whose are better. According to Jordan, leadership is afraid to entertain any bills it doesn t believe will pass the Senate, much less get to the president s desk. But he also says this kind of thinking angers voters who elected Republican majorities in both houses and who want their representatives to fight for their principles. Jordan says he would have demanded that Planned Parenthood stop receiving federal funds on the first day undercover videos were released that allegedly depicted employees discussing the sale of fetal body parts in ways to maximize profits. If the videos had been shown during the congressional testimony of Planned Parenthood president Cecile Richards, he says, they might have changed the dynamic in favor of those who want to defund the organization. Jordan says he understands why 60 percent of Republicans not conservatives, not Tea Party members, but 60 percent of (all) Republicans think we have betrayed them. Many within the political establishment, including some in the major media, are using the word chaos to describe the last few days in Washington. But just as it is difficult to remove a stain embedded in a fabric for a long time, so too is it difficult to change a system that has benefitted career politicians, lobbyists, lawyers and big donors for decades. The way to restore order, the way to change the system and make it more democratic and fair, is to elect more members who hate the current system and vow to bend it to the will of voters. This will require Republicans to seize the initiative and explain to voters who don t pay enough attention that the current leadership in both parties is mortgaging the future with higher taxes, astronomical debt and possible bankruptcy. Jordan s candidate for speaker is Rep. Daniel Webster (R-Fla.), but we will talk to others, Jordan said. Those others presumably include Rep. Paul Ryan, R-Wis., who has repeatedly said he doesn t want the job but reportedly will be discussing it with his family over the 10-day congressional recess. About Ryan, Jordan will only say he s a good man. Anger is not a policy, so if voters want a change of direction, they can have it in November by electing more people like Jordan. Officials: Obama to keep troops in Afghanistan beyond 2016 WASHINGTON (AP) President Barack Obama will keep 5,500 U.S. troops in Afghanistan when he leaves office in 2017, according to senior administration officials, casting aside his promise to end the war on his watch and instead ensuring he hands the conflict off to his successor. Obama had originally planned to pull out all but a small, embassybased U.S. military presence by the end of next year, a timeline coinciding with the final weeks of his presidency. But military leaders argued for months that the Afghans needed additional assistance and support from the U.S. to beat back a resurgent Taliban and hold onto gains made over the last 14 years of American bloodshed and billions of dollars in aid. The president was to announce the changes Thursday morning from the White House. Officials said he would outline plans to maintain the current force of 9,800 troops in Afghanistan Historic ship sends out SOS for funds PHILADELPHIA (AP) Even as stewards of a historic cruise ship that carried princes and presidents frantically pursue deals to preserve the vessel, they fear rescue efforts will sink without a large infusion of cash by month s end. Texas has accounted for 12 of the executions. NCarolina elections board weighs dumping official over posts THE NEWS IN BRIEF ALBUQUERQUE, N.M. (AP) A push for more states to restrict law enforcement from seizing cash and property from people during traffic stops is aligning the likes of conservative billionaire Charles Koch and the American Civil Liberties Union, known for championing many liberal causes. Both contend the practice known as civil asset forfeiture has come to represent an overused law enforcement tactic that violates citizens private property rights, especially when there s insufficient evidence of a crime. The unusual common ground between the two groups who are opposed on most political issues brought them together on the same stage Wednesday night as the Charles Koch Institute hosted a forum in Albuquerque to discuss a New Mexico law enacted this year that reins in the ability of police to seize property. They consider the law a national model for reform because it requires authorities to obtain a criminal conviction before allowing officers to seize a person s property. For Koch and his conservative think tank, the spotlight on civil asset forfeiture comes as his Koch RALEIGH, N.C. A county elections official in North Carolina will have a chance to defend himself Thursday as he faces removal over racially tinged Facebook posts praising the Confederacy and suggesting that black citizens who participated in protests against state policies weren t productive good citizens with jobs. The State Board of Elections was scheduled to consider the fate of Rowan County Elections Chairman Malcolm Mac Butner. In addition to his comments about the protesters, Butner s social media accounts also expressed support for individual candidates, which is prohibited under state law. The law does not prohibit elections officials from stating their ideological beliefs, but the state elections board could decide that an official has gone too far if he or she has made potentially offensive statements on social media. Butner was nominated by the state s Republican Party chairman and unanimously approved by the state elections board. But a spokeswoman for the state GOP said in July that his nomination was a mistake to begin with, and she urged him to resign amid the controversy. Hyatt banning on-demand porn movies Hyatt Hotels will no longer offer on-demand pornographic movies in its rooms, the company said Wednesday. This content will not be introduced to any new Hyatt hotels, and it will be discontinued or phased out at all hotels, the company said in a statement. Hyatt is just the latest hotel company to ban on-demand adult entertainment from its rooms. Decreasing revenue from movie rentals in hotels has driven the trend, with movie rental revenue per available hotel room dropping from $339 a year to $107 a year between 2000 and 2014, according to a report from PKF Hospitality Research. Hotel guests are renting fewer in-room movies because they can watch them on smartphones or laptops instead. Forfeiture reform aligns conservative, liberal groups Industries makes a broader push to overhaul the criminal justice system and lobby for changes, like legislation that would adjust federal sentencing guidelines and reduce prison populations. Those efforts have aligned Koch best known with his brother David for pouring hundreds of millions of dollars into backing conservatives and libertarian causes with rivals on the left who are staunch supporters of President Barack Obama. You know something s a good idea if everyone except law enforcement agencies that are profiting from these programs believes this is a good idea, said Steven Robert Allen, a policy director for ACLU in New Mexico. New Mexico now has one of the toughest laws in the country in restricting how and when police can take people s assets during traffic stops. Before it took effect in July, law enforcement could seize items from people without charging or convicting them if they could present convincing evidence the property was related to a crime. The burden of proof was placed on the property owner to have the assets returned.

ABIGAIL She has been staying at VAN BUREN his house every weekend, and plans to move in with him soon. Karen has never been married and has no children, so she will become a stepmom and a new mom in a short period of time. Neither my son nor Karen seems to realize how difficult it will be to bring a stepparent into this situation, especially with a new baby on the way. One of the boys will have to give up his bedroom when the baby arrives. I m concerned that the boys will be overwhelmed by this, when they have not yet been able to effectively deal with the death of their mother. I think this relationship has moved too fast and they are clueless about how all this will affect the boys. My son has told me I need to get over it, it s his life and his kids. Is there anything I can do to help the boys process all of this and adjust to the new situation? WISE LADY IN THE SOUTH DEAR WISE LADY: Nowhere in your letter have you mentioned that the boys are depressed or acting out. They probably like Karen or the relationship wouldn t have lasted as long as it has. It appears that in trying to be helpful you may have come across as negative or judgmental. If that s true, apologize to your son and suggest that if the adjustment becomes difficult for his boys, a family therapist could help to nip any problems in the bud. Then cross your fingers and hope it isn t necessary. DEAR ABBY DEAR ABBY: My husband and I have been married 10 years. Half of his family are smokers. Every year, there has been a family gathering at his dad s house. Since the birth of my first child, smoking has become forbidden in that home. This year, however, the party will be held at the home of another where smoking will be permitted. I can t handle smoke. It gives me a sore throat and I cough for a week after exposure. Because of my reaction and for the health of my children, I don t want to attend. (When we get home we have to immediately shower and launder our clothing to get rid of the smell.) My husband is adamant that we SHOULD attend and bring the kids. He was raised around smoking and doesn t see what the big deal is. What can I say or do to convince him not to force me and our children to be exposed to the health hazards of secondhand smoke? Am I being unreasonable because it s only one night a year? By LINDSEY BAHR Steven Spielberg s Bridge of Spies, much like its misunderstood litigator, is a film that plays the long game. This complex Cold War drama soaked in shadows, blues, greys and furrowed brows, is a slow burn that challenges the audience to trust where it s going. In this fictional rendering of how a Brooklyn insurance lawyer ended up negotiating a high-stakes prisoner exchange at the height of the Cold War, Spielberg and writers Matt Charman and Joel and Ethan Coen toss details at you, shake them all around and piece them back together in the third act, when the form of the puzzle starts to take shape. Only then can you begin to fully appreciate just how lean and purposeful every moment is. Suddenly that seemingly random conversation about clients and incidents from the first act isn t an outlier after all it means everything. As a first time viewing experience, it s like not realizing you ve been playing a game of chess until you ve already lost. That s all to say that Bridge of Spies, which waxes poetic and occasionally cynically on patriotism, honor, and duty, echoes in your mind long after the credits roll and begs for a second viewing. Del Toro s Crimson Peak casts a lush gothic spell By JAKE COYLE The most pressing threat in Guillermo del Toro s gothic horror Crimson Peak isn t the ooze-filled cauldrons of dead souls in the basement of the old Victorian mansion, nor the plotting, black-clad sister (Jessica Chastain), who serves a bitterly poisonous tea. It s the ever-lurking possibility that, at any moment, the lush, ornate tapestry of Del Toro s film might swallow its performers whole. It would be a grand death. Crimson Peak is so lovingly wrapped in the stylish trappings of the genre that it s one of the few movies you could say is worth it purely for the wallpaper. It stars Mia Wasikowska, Tom Hiddleston and Jessica Chastain a fine trio of actors. But the film s true above-the-title artists are more properly cinematographer Dan Laustsen, production designer Thomas Sanders and costume designer Kate Hawley, who under the lordly command of Del Toro, summon an atmosphere gaga with all things gothic. (In Stereo) Survivor s 22 Jump NEW ON DVD By RICK BENTLEY The Fresno Bee Leading the way among new DVD offerings out Tuesday, Oct. 13, is a creepy tale in time for Halloween. The Gallows, (2.5 stars): The film, a very low-budget movie made by Travis Cluff and Chris Loring, manages to score enough points on the creativity side to balance out the negatives of the recycled format. The novice filmmakers have created a production that artfully builds its scares while managing to get the most out of the format. The story starts 20 years ago when a high school student is killed during a production of a play called The Gallows. Fast forward to the present, when the school is getting ready to produce an anniversary edition of the illfated play. Here is where Cluff and Lofing could have spent a little more time with the story. Even with the found-footage format, there are ways to include background information. The key to a good horror film is the scares and The Gallows has plenty. But the best scary movies have a thread to tie together the evil that is being presented. Dope, (3.5 stars): Three nerds get caught up in a wild drug deal. What makes the movie so appealing is that director Rick Famuyiwa has made Dope a blend of Boyz n the Hood and Revenge of the Nerds set in Inglewood. But that s just scratching the surface of this very thoughtful meditation on doing the right thing embodied in the burgeoning friendship between Abel and Donovan. Donovan fights for Abel despite the scorn of the public, the indifference of the legal system and the danger to his family. When he goes to Berlin to negotiate the exchange of Abel for a detained U-2 pilot Francis Gary Powers (Austin Stowell), Donovan decides, against the wishes of the U.S., to try to tack on the release of another imprisoned American as well. This all makes Donovan sound like a martyr. The film fights against that cozy idea, though. Donovan is not sentimentalized or propped up in an unbelievable way. In Hanks hands, Donovan is a real person, runny nose, doubts and all. Reality, tedium and wit supersede the hyperbole of the great man myth. In this way, it makes Bridge of Spies feel like a spiritual companion to Lincoln. Perhaps most unexpected, though, is how Rylance sneaks up on you and proves himself to be the heart, soul, and standout of the film. Crimson from page 12 It opens with a flashback and a promise from Edith Cushing (Wasikowska) that ghosts are real. After the death of her mother, she (or at least a ghoulish ghostly of her) visits Edith with a frightful warning: Beware of Crimson Peak. It s a message that curiously fails to impress. The setting is turn-of-the-century Buffalo, where Edith lives with her father Carter Cushing (an excellent Jim Beaver). She wants to be a novelist, but her manuscript (a ghost story) is condescendingly rejected, praised only for feminine loops of her penmanship. Advised to write a love story, she pleads that the ghosts are a metaphor for the past. Such is the tenor of Del Toro s fable, which he wrote with Matthew Robins. You wouldn t mistake it for Henry James or even for Hitchcock. The exquisite set design is more heightened than the emotions; the grotesques are too beautiful to be too deep. From England, Thomas Sharpe (the splendid Tom Hiddleston) comes to town with his mysterious sister Lucille (Chastain), in search of a grant for a contraption of his invention to mine the red clay beneath their home. Cushing, an established business man, quickly rejects Thomas, but Edith doesn t. The Sharpes have clearly duplicitous motives, but Edith swoons for Thomas. Just as they re departing Buffalo, Edith s father is killed. A hole in the roof pours light and autumn leaves down the center, red clay bubbles beneath the floor boards, ghosts lurk in the closets, the bath runs blood red and (horror of horrors) the kitchen could use granite counter tops. It s a fixer upper. The movie settles into a Notorious -like plot where Edith is slowly poisoned while unearthing the Sharpe family secrets. The rich atmosphere of Crimson Peak never wanes, but the story does. Having summoned the gothic ghosts, Del Toro never fully unleashes them. The director s dark fantasy masterpiece remains Pan s Labyrinth, but his affection for gothic romance is infectious; he s surely, hopefully destined to adapt Dickens. Even as his last film, the kaiju monster movie Pacific Rim, proved, there may be no better conjurer of color in movies right now. His dreams, and nightmares, are in technicolor. Crimson Peak, a Universal Pictures release, is rated R by the Motion Picture Association of America for bloody violence, some sexual content and brief strong language. Running time: 118 minutes. After their 0-5 start, the Patriots rebounded last week behind a 188-yard, three-touchdown rushing performance from DiCaterino to stay in the thick of the playoff hunt with a victory over Cobleskill- Richmondville. After letting a 20-point lead slip away the week before in a loss to Hudson Falls, beating the Bulldogs was a major confidence boost for B-P heading into Friday s matchup with their Route 29 rival. It s kind of like the second round for us. You win this, you continue on in the sectionals, and the loser goes to the crossover games, B-P coach Jim Pelneau said. We responded the last two weeks we came up short against Hudson Falls, but I felt we competed harder and I feel like last week was our best effort. F-MCC hires coaches for golf, bowling teams JOHNSTOWN Fulton-Montgomery Community College has announced the hiring of head coaches for its two newest athletic programs, as Rich Scott will serve as men s and women s golf coach and Tom Rathbun has been named men s and women s bowling coach. SCOTT RATHBUN The F-MCC golf program will begin play in the fall of 2016, while the bowling team will open competition for the winter season. Scott, the head PGA professional at Fox Run Golf Club in Johnstown, has been in the golf industry for more than 15 years, including the last 10 at Fox Run. An active PGA member, Scott was named the 2015 recipient of the Northeastern New York PGA s Junior Player Development Award. I am extremely excited to be a part of the inaugural season of the F-MCC Swimmers from page 24 three seconds off her personal best time in the 100 butterfly, giving the Lady Rams a solid complement to Julianna Busseno in that event. Busseno was second in the 100 fly, while Conti (50 freestyle), co-captain Paige Bertuch (200 individual medley) and Olivia Brahler (100 backstroke) also had runner-up finishes for Amsterdam.
