W aller Board Meeting: April 2010 PETITION FOR WAIVER OF DEAN/DIRECTOR QUALIFICATIONS SOUTHWESTERN ADVENTIST UNIVERSITY IN KEENE, TEXAS BACCALAUREATE DEGREE NURSING EDUCATIONAL PROGRAM SUMMARY OF REQUEST: Consider the request from Southwestern Adventist University Baccalaureate Degree Nursing Educational Program for a waiver of dean/director qualifications on behalf of Grace Chu-Hui-Lin Chi, PhD, MS, RN, OCN and the recomm endation from the Education Liaison Com m ittee (ELC) regarding the petition. HISTORICAL PERSPECTIVE: Southwestern Adventist University offers a Baccalaureate Degree (BS) in Nursing educational program, established in 1981 as an RN to BS program and transitioned to a generic BS in Nursing educational program in Southwestern Adventist University offered an Associate Degree in Nursing (ADN) educational program from 1975 to Southwestern Adventist University is accredited by the Com m ission on Collegiate Nursing Education through The school operates under constraints in that all full-tim e faculty m ust be m em bers of the Seventh-day Adventist Church. Subsequently, filling leadership positions m ay present challenges. The search for a chairperson for the nursing departm ent began almost three (3) years ago. In March 2010, Benjam in McArthur, Vice President for Academ ic Adm inistration, requested approval for Grace Chu-Hui-Lin Chi, PhD, MS, RN, OCN to be approved as Director of the BS in Nursing Program. Dr. Chi holds a PhD degree in nursing. All required docum ents, credentials, and transcripts for Dr. Chi were received and reviewed by Board staff. The petition for waiver of Dean/Director Qualifications for Dr. Chi to be approved as the Director of the BS in Nursing program at Southwestern Adventist University was referred to the ELC for review as Rule 215.6(f)(4) requires that the dean or director shall have a m inim um of three (3) years teaching experience in a professional nursing educational program. Members of the ELC recommended approval of the waiver. PROS AND CONS: Pros: Dr. Chi has served as faculty in the BS in Nursing educational program at Southwestern Adventist University since January Dr. Chi has extensive experience in clinical nursing practice. Dr. Chi will be formally mentored by the out-going Chair of the Nursing Department, Dr. Catherine Turner, who will be continuing at Southwestern Adventist University as nursing faculty. Dr. Chi will also be mentored by the experienced chair of another nursing program, Dr. Paulette Burns, Texas Christian University, Harris College of Nursing, Fort W orth, Texas. Dr. Chi is scheduled to attend the Council of Independent Colleges W orkshop for Departm ent and Division Chairs this sum m er to assist her to successfully transition to the leadership role. The Southwestern Adventist University Nursing Program s NCLEX-RN pass rates for the past five (5) years are as follows:

EDUCATION LIAISON COM M ITTEE RECOM M ENDATION: The ELC members voted to recommend approval of the waiver of the dean/director qualifications for the appointm ent of Grace Chu-Hui-Lin Chi, PhD, MS, RN, OCN as Director of the Southwestern Adventist University Baccalaureate Degree Nursing Educational Program. STAFF RECOMMENDATION: Move to accept the waiver of dean/director qualifications regarding the appointm ent of Grace Chu-Hui-Lin Chi, PhD, MS, RN, OCN as Director of the Southwestern Adventist University Baccalaureate Degree Nursing Education Program, as indicated in the attached letter (See Attachm ent #2).
