Gonzales received a commendation from Olongapo City Mayor Rolen Paulino recently as part of the city s Honesto campaign that gives recognition to Olongapo residents who show honesty in their workplace. Gonzales, SM Cinema Security In-charge (SIC), found a sling bag inside the SM Cinema on September 25, 2015 containing an NEC Laptop, Android cellphone and accessories with estimated value of P30,000, and returned it to the rightful owner. The owner was identified as Winchell Prieto, a resident of this city who inadvertently left his bag inside the Cinema after conducting a fashion show event. When he realized that his bag was not in his possession, he went back to the venue and was directed to go to the Customer Relations Services (CRS) office for proper identification of the item. In the recent 4th Catholic Social Media Summit (CSMSv4), San Pablo Bishop Buenaventura Famadico said that in the age of modern technology, social media is increasingly playing a critical role in terms of fostering awareness, education, and social change. With more than 35 million Filipinos on Facebook alone, the potential of social media, which he described as a gift from God, cannot be ignored, Famadico said. But aside from being a tool to spread the Gospel, the bishop also urged the faithful to use social media in fighting social ills. When something is wrong, you need to say it s wrong. But it s not enough. You also need to say what is right and spread it through the means of social communication, he added. 3 OCTOBER 15, 2015 Headline Gitnang Luzon BUSINESS 3 DILG chief urges LGUs to prepare disaster preparedness plans early By Charlene A. Cayabyab ANGELES CITY Newly-installed Interior Secretary Mel Senen Sarmiento has urged local government executives to conduct early preparedness actions to reduce disaster risks in their communities. Sarmiento s statement came after the increasing frequency and severity of disasters that the country has experienced for the past years. In a directive issued to all provincial governors, city and municipal mayors, including punong barangays, Sarmiento said early preparedness actions include creating necessary systems and structures, institutionalizing policies and plans, building competencies, and prepositioning equipment and supplies. Ngayon pa lang ay dapat handa na tayo sa anumang sakuna at sa panganib na dala nito, Sarmiento, who is the also the vice chairman for the National Disaster Risk Reduction and Management Council (NDRRMC), said. He said an Incident Command System (ICS) should be established in every local government unit (LGUs) which is to be activated in response to disasters, and LGUs should hire one Local Disaster Risk Reduction and Management (DRRM) officer and three DRRM staff including Barangay DRRM committees. Sarmiento said local execs should also prepare, review and update their Contingency Plans which include activation of early warning system; activation of pre-designated evacuation center/evacuation routes/map; search and rescue; emergency response; medical and counseling services; distribution of relief goods, and evacuation center management. He urged LGUs to review their protocols and policies and issue an Executive Order resolution or pass an ordinance to institutionalize pre-emptive and forced evacuation when a disaster or emergency has been declared and danger of loss of lives is imminent. Kailangan din ang Community-Based DRRM training, simulation exercises at evacuation drills sa bawat barangay upang masanay sa paghahanda sa sakuna maging hanggang sa ng mga tahanan o household level, he said. More importantly, Sarmiento also urged LCEs to stockpile basic emergency equipment and supplies, purchase and maintain water level and rain gauge stations, and ensure the installation of signages and markers in identified hazard and danger zones in coordination with concerned agencies. In order to effectively implement the above early preparedness actions, he said LGUs may utilize 70 percent of their Local DRRM Fund pursuant to a NDRRMC, DBM, and DILG Joint Memo Circular issued earlier on the allocation and use of the DRRM fund. Budget Secretary Florencio Butch Abad said the 4Ps must not only be sustained, but also widened, given that it is one of the most important and effective programs of the National Government that put resources in the hands of the poor and allow them to manage risks. Programs that protect the poor cannot be left underfunded. We will be able to further reduce the vulnerability of indigent families if we help them By Marna Dagumboy -del Rosario ANGELES CITY More than 30 stakeholders in the coffee industry of Central Luzon met yesterday at the conference room of the Department of Trade and Industry Regional Office III (DTI- 3) to chart plans to take advantage of the growing global and local market for coffee products. In that Regional Coffee Industry Cluster consultative meeting, DTI-3 Regional Director Judith P. Angeles welcomed the participants and resource speakers. She hoped that the convergence of efforts to develop the coffee industry in the region will redound to the benefit of all industry players especially the coffee growers and small entrepreneurs supported by the DTI s Shared Services Facilities Program. She noted that there is a big room for improvement as CL stakeholders chart coffee industry plans with expert Central Luzon only produces about 2% of the total country production while the majority is provided by Mindanao coffee producers. Pacita Juan, vice president of the Philippine Coffee Board and founder of Figaro Coffee, discussed the current trends in the development of coffee as a high value product. She cited the improving means of growing and processing coffee in Mindanao, which can be replicated in the region to address the shortage in supply of coffee despite its very large local and international demand. She gave tips to the coffee growers of Bulacan, Bataan and Aurora who were also present in the meeting. She advised Central Luzon coffee growers to work on the directions of being environmentally compliant by introducing value additions in order to com- CHART COFFEE.. (045) OUR country once again bagged a negative endowment from a report of the Economist Intelligence Unit commissioned by Singapore s non-profit Lien Foundation as one of the worst places to die in the world. With our miserable health system, such validation gets my approval. Here in our country, only the rich could afford to pay modern and advance treatment while the marginalized poor get little attention from the government health agency. Lousy services from the health sector, generic medicines and debilitated hospital facilities are the main factors why we are on the list next to Iran and Bangladesh. Out of 80 countries, we scored under the weather when it comes to the kind of end-of-life care available. Based from the report, the quality of death index was measured Governor Pineda s reminder As of this writing Alvin H. Arceo THE filing of Certificates of Candidacy (COCs) is not the start of the campaign, thus said Pampanga Governor Lilia Pineda who is known to be a hardworking, nonstopping and loving head of the province. She also called on fellow elective officials to do all the best for the province, continue what has been started and finish the work. Her statement came after she has filed her CoC for last Tuesday, with some other political personalities running for provincial posts. The Governor likewise appealed to local officials in the province to refrain from posting tarpaulins with their photographs, as this would only contribute to the volume of garbage collected in municipalities. The call of the governor came amidst the period of filing of COCs from October 12 to 16, 2015 of candidates for next year s polls. More than 18,000 elective positions are up for grabs all over the country. When asked about her priorities for her third and last term as Governor of Pampanga, she stated various programs for out-of-school youth in the province that will provide them education through the Alternative Learning System (ALS). With the ALS, we shall never see perhaps any Kapampangan go on with their lives uneducated and hopeless for jobs. The backto-school program is an effective weapon against poverty and has been given priority by the present provincial administration since Governor Pineda assumed office. Also, additional classrooms for schools are in the offing come the Governor s last term, in addition to the hundreds of classroom buildings that were already constructed under the present administration. Likewise, the provision of various health services by the provincial government has remarkably improved the health and well-being of Kapampangans. In fact, many are benefiting from the various health programs of the Capitol. Governor Pineda is definitely Lousy services from the health sector, generic medicines and debilitated hospital facilities are the main factors why we are on the list next to Iran and Bangladesh. across five categories, palliative and healthcare environment, human resources, affordable care, quality care and level of community engagement. According to the EIU, the depressing ranking of the Philippines in the overall scores of quality of death index was mainly credited to the severe shortage of specialized palliative care professionals, lack of government-led strategy for the development and promotion of national palliative care, limited number of government subsidies or programs for individuals assessing palliative care services and limited public understanding and awareness of palliative care services. To be ranked 78th among the 80 countries selected is demeaning. And the government is acting not stopping from working for the betterment and improvement of the lives of Kapampangans. She has done a great number of programs and projects for Pampanga and vows to do more and even expand programs and services. With the filing of the CoCs until Friday, some observers believe that no one is going to run against Governor Pineda because of the latter s unending accomplishments and achievements for the province. Worst place to die With the filing of the CoCs until Friday, some observers believe that no one is going to run against Governor Pineda because of the latter s unending accomplishments and achievements for the province. Such reminder of Governor Pineda means that present local elected officials should refrain from too much politicking and campaigning and instead focus on their work until the end of their present term of office in June next year. This writer welcomes other views, comments, and reactions. You may send your message at like a deaf-mute about the report. Where is the concern factor? Come to think of it, the government was not able to address the propagation of sore eyes recently. People were complaining because there were no available medicines to counter the eye virus. Even the number of HIV patients is on an alarming stage. Still the government is numb to the urgency of the situation. The dengue outbreak in some parts of the country is Now We Know! ELLEZ J. In case you had an accident and you were admitted to a public hospital, the chance of your survival is very minute. The facilities in some government hospitals are antiquated. To be tagged as one of the worst places to die is another ignominy added to our country. It is a sad note that we are often placed in the worst lists and room for improvement is nowhere to be seen.

Duterte believers may have been delighted if he has succumbed to calls of running for president, but whatever grounds and/or motivations that prompted Mayor Duterte to finally put an end to all the speculations and announced his decision, have to be taken with high respect and consideration. We re up to next year, we re crossing over Christmas and New Year and Valentine s Day, pahayag ni DTE. Both of them were saying na talagang hindi nila ine-expect na magiging ganito kalaki ang OTWOL kaya masayang-masaya sila. It s overwhelming, it s a new feeling, I never experienced anything like this kasi ito ang first teleserye namin, and ang daming OTWOLISTA, achieved na achieved, say ni James. Kasi parang nagwuwork siya (being friends) ngayon, ayaw po naming maging complicated kasi what if, magkaroon pa kami ng away or something, siyempre, mahirap pong magtrabaho pag meron pong ganu n, sabi ni Nadine. When asked kung boyfriend or girlfriend material ba ang isa t isa, parehong oo ang sagot nila. Si Nadine, maalaga, she s always asking me don t you want to eat? or anything like that, she always asks me if I m okay, she s very maalaga. Ako naman po, very emotional po kasi ako even in real life, hindi lang as Leah. Thank you po kasi they still support us naman po. Saka, me and James, we re a team, parang we re partners in crime, so kahit in real life gusto nila kaming magkatuluyan, okay lang kasi sumusuporta pa rin naman po sila sa amin, she said. He s very proud of me, actually, siya ang dahilan kung bakit (ko ginagawa ito), actually, ginagawa ko ito para sa pamilya ko, so that s all I really need, you know, (that) he s proud of me, I mean, I appreciate all the love from the fans, but he s the only one I really needed, seryosong sabi ni James. Actually, close to Clark ang karakter ni James in real life. Nalaman ni Rocco ang problema ni Alden at agad niyang ibinigay ing and driving under the influence of liquor, illegal drifting and for showing arrogance. On the video, Lagman is seated beside the violator facing an opposite direction. It can be heard in the video that curses were part of Cooley s utterances while being interviewed. Lagman on the other hand kept his composure as a police officer. CDC President Atty. Arthur P. Tugade said that employees like Lagman who do their jobs very well despite criticisms and even invectives should be commended. Tugade instructed Noel F. Manankil, vicepresident for administration and finance, to prepare commendations for Lagman who kept his composure and professionalism while being cursed at by Cooley as shown in the video. The caption reads, From Clark Development Corporation Security officer Jake Batan: First time we encountered a boastful and very arrogant violator. First to comment was Top Gear Philippines, Can we just give a round of applause to the calm and very patient traffic cop. Sabi nga nila, pag may usok, may apoy. Comments commending Lagman outpoured from netizens testifying that CDC police officers are respectful and traffic regulations are properly implemented inside the Freeport. One of the replies on the above comment says, Kasuhan yan (referring to Cooley) mayabang nayan na matuto. Mahigpit at may disiplina sa Clark kung ayaw mahuli sumunod ka sa batas, a netizen said. Another netizen said, Kudos to the police/ enforcer for having the virtue of temperance for not giving that piece of trash what he deserves, A netizen by the name of John Frederick Perez said, Clark Police are one of the best and polite police in the Philippines.

PAGE 6 regional news VOLUME IV NO. 86 OCTOBER 15, 2015 THURSDAY Netizens praise CDC police for staying calm amid row By Marna Dagumboy -del Rosario CLARK FREEPORT A member of the Clark Development Corporation (CDC) Police reaped praises for remaining calm amidst continuous cursing of an alleged traffic violator as seen in a viral video on social media. The 3-minute, 25-second video originally posted by security guard Jake Batan and shared by Top Gear Philippines now has 10,700 likes, 6,200 comments and 866,000 views as of 12:00 nn yesterday. Reaping outpouring commendations is Roberto I. Lagman Jr., traffic accident investigator and calm police on duty at the CDC-Public Safety Department (PSD). Lagman handled the inquiry with Thomas Jason Cooley, a 19- year old Filipino-American and resident of Angeles City. The incident report stated that on October 11 at 2:00 a.m., Cooley, who was driving a KIA silver gray vehicle with plate number PKO-199, was reported drifting his vehicle at the Tennis Court parking lot by the Parade Grounds inside the Freeport zone. Cooley was advised by a security guard (SG) by the name of Zaldy Cortez that the said parking lot is not for vehicle drifting. The said driver denied that he was drifting at the parking lot and got mad. Cooley in return uttered an invective to the responding guard, prompting the guard to inform the Tactical Operation Center (TOC) for assistance of a Sector Commander at around 2:40 a.m. on the same date. Then Sector Commander Edgar Sebastian and SG Phillip Caligagan arrived and talked to Cooley in a courteous manner. The said officers also advised Cooley to refrain from drifting at the said parking lot. The apprehending officer asked for Cooley s license. The said driver responded arrogantly and refused to surrender his license. At 2:50 a.m. of the same date, Special Reaction Unit personnel on duty responded for assistance and also asked Cooley to cooperate and remain calm. Despite pleas from COOL COP. Roberto I. Lagman Jr., Clark Development Corporation traffic accident investigator, is interviewed by Kara David on how he remained composed while receiving curses from an apprehended driver, video of which went viral on social media. --CDC-CommDep PHOTO the responding officers, Cooley kept on cursing. At 3:00 a.m. Lagman was dispatched to the scene together with Team Leader Leovy A. Barrion and Traffic Enforcer Edmund Conag. Explaining RA 4136 or the Traffic Code Rules and Regulations, the responding PSD personnel politely talked to Cooley and underscored that the driver s license is the property of the Philippine Government. During the course of the conversation, the police officers smelled alcohol from Cooley s breath. He was then asked to Angeles City to hold festival for patrons, guardians SAFETY FIRST FOR THE FERNANDINO. With Mayor Edwin D.
