Magtoto CAMP OLIVAS Three persons, including a former member of the Philippine Army allegedly engaged in the illegal drug trade, were arrested on Monday in two separate anti-illegal drug operations in Olongapo City and Nueva Ecija. Chief Supt. Rudy Lacadin, Central Luzon Police Office (PRO3) director, identified the arrested as Virgilio Merin, 33, a resident of Purok 1, Mactan Old, Cabalan, Olongapo City; Marvin Basilio, 36, a former soldier and resident of Purok Libis, Barangay Bago, Gen. Natividad, Nueva Ecija; and Rene Antonio, 41, a resident of Socon Village, Barangay Dona Josefa, Palayan City. Lacadin said Merin was arrested for illegal discharge of a firearm after he fired indiscriminately in Iram, Cabalan, Olongapo City. Aside from a. 9mm Viper firearm, further search on Merin yielded 17 plastic sachets containing shabu weighing about 4.5 grams. Basilio and Antonio, meanwhile, were apprehended during a buy-bust operation in Barangay Bago, Gen. Natividad, Nueva Ecija. Basilio is ranked No. 7 in the target list of drug personalities of the Gen. Tinio, Nueva Ecija Police Station. Confiscated from the duo were nine plastic sachets of shabu with a street value of P30,000. SM Olongapo security guard receives citation OLONGAPO CITY SM security guard Joseph B. Gonzales received a commendation from Olongapo City Mayor Rolen Paulino recently as part of the city s Honesto campaign that gives recognition to Olongapo residents who show honesty in their workplace. Gonzales, SM Cinema Security In-charge (SIC), found a sling bag inside the SM Cinema on September 25, 2015 containing an NEC Laptop, Android cellphone and accessories with estimated value of P30,000, and returned it to the rightful owner. The owner was identified as Winchell Prieto, a resident of this city who inadvertently left his bag inside the Cinema after conducting a fashion show event. When he realized that his bag was not in his possession, he went back to the venue and was directed to go to the Customer Relations Services (CRS) office for proper identification of the item. Cayabyab ANGELES CITY Newly-installed Interior Secretary Mel Senen Sarmiento has urged local government executives to conduct early preparedness actions to reduce disaster risks in their communities. Sarmiento s statement came after the increasing frequency and severity of disasters that the country has experienced for the past years. In a directive issued to all provincial governors, city and municipal mayors, including punong barangays, Sarmiento said early preparedness actions include creating necessary systems and structures, institutionalizing policies and plans, building competencies, and prepositioning equipment and supplies. He said an Incident Command System (ICS) should be established in every local government unit (LGUs) which is to be activated in response to disasters, and LGUs should hire one Local Disaster Risk Reduction and Management (DRRM) officer and three DRRM staff including Barangay DRRM committees. Sarmiento said local execs should also prepare, review and update their Contingency Plans which include activation of early warning system; activation of pre-designated evacuation center/evacuation routes/map; search and rescue; emergency response; medical and counseling services; distribution of relief goods, and evacuation center management. He urged LGUs to review their protocols and policies and issue an Executive Order resolution or pass an ordinance to institutionalize pre-emptive and forced evacuation when a disaster or emergency has been declared and danger of loss of lives is imminent. In order to effectively implement the above early preparedness actions, he said LGUs may utilize 70 percent of their Local DRRM Fund pursuant to a NDRRMC, DBM, and DILG Joint Memo Circular issued earlier on the allocation and use of the DRRM fund. In that Regional Coffee Industry Cluster consultative meeting, DTI-3 Regional Director Judith P. Angeles welcomed the participants and resource speakers. Reaping outpouring commendations is Roberto I. Lagman Jr., traffic accident investigator and calm police on duty at the CDC-Public Safety Department (PSD). Lagman handled the inquiry with Thomas Jason Cooley, a 19- year old Filipino-American and resident of Angeles City. The incident report stated that on October 11 at 2:00 a.m., Cooley, who was driving a KIA silver gray vehicle with plate number PKO-199, was reported drifting his vehicle at the Tennis Court parking lot by the Parade Grounds inside the Freeport zone. Cooley was advised by a security guard (SG) by the name of Zaldy Cortez that the said parking lot is not for vehicle drifting. The said driver denied that he was drifting at the parking lot and got mad. Cayabyab ANGELES CITY Angels will once again flock the streets of the city during the second GraciAngeles festival, which is part of the socio-civic activities of Fiestang Kuliat The festival, which is dedicated to the patrons and guardians of Angeles City, will kick off on Friday, October 16, 6:00 PM at the Sto. Rosario Heritage District. Holding the second GraciAngeles in the city is a testament to our community s willingness in further preserving, protecting and promoting the rich heritage and history of our place, Mayor Edgardo Pamintuan said. The festival, once again organized by Peter De Vera of Sinukwan Kapampangan Training Center for the Arts, will feature different performers from participating schools, namely Achievers Special Education Center, Angeles City National Trade School, Republic Central Colleges, Teachers and Choreographers Dance Association, City College of Angeles, Holy Angel University, Systems Plus College Foundation, FG Nepomuceno Memorial High School, Sto. Rosario Elementary School, and from Sinukwan Kapampangan as well. While the performers were dressed in all-white last year, they will be clad in silver and white for this year s GraciAngeles. GraciAngeles is one of the major celebrations that mark Fiestang Kuliat that began last year, also under the conceptualization of Peter De Vera.
