1 AGREEMENT FOR CONCURRENT JD/MBA DEGREE BETWEEN THE UNIVERSITY OF IDAHO COLLEGE OF LAW AND BOISE STATE UNIVERSITY COLLEGE OF BUSINESS AND ECONOMICS (submission date ) 1. INTRODUCTION With this Agreement, the University of Idaho College of Law ( UI College of Law ), and the Boise State University College of Business and Economics ( BSU College of Business ) form a program whereby students can be concurrently admitted to the UI College of Law and the BSU College of Business ( Concurrent Program ). Such students may take courses in the UI College of Law and the BSU College of Business. Students enrolled in this Concurrent Program may earn both the Juris Doctor ( JD ) and Master of Business Administration ( MBA ) degrees through a structured program. This cooperation between Boise State University and the University of Idaho provides a unique opportunity for Idaho residents. Although Boise State University has no JD program and the University of Idaho has no MBA program, the synergy developed through this Concurrent Program enables individuals to earn two highly coveted professional degrees in four years rather than the five years it would take in the absence of this program. Except as otherwise provided in this agreement, each degree program continues to operate separately, maintaining its own academic standards. Thus, a student must satisfy the requirements of each college, as well as the requirements of the Concurrent JD/MBA Program as outlined in this agreement to receive both degrees. Students are subject to all policies and procedures outlined in Boise State University s Graduate Catalog and the College of Business Academic Integrity Policy as well as the UI College of Law Catalog / Law Student Handbook, the College of Law Honor Code, and the University of Idaho Catalog, except as noted in this Agreement. 2. ADMINISTRATION The Associate Dean of Students and Administration (or designee) in the UI College of Law ( Law Associate Dean ) and the Associate Dean for Graduate Programs (or designee) in the BSU College of Business ( Business Associate Dean ) serve as Program Advisors and administer the Concurrent Program. The Program Advisors are responsible for overall coordination of the Concurrent Program and for providing advice and recommendations to the deans and faculty of both colleges concerning curriculum issues and operations. Each Program Advisor administers the respective separate degree requirements and serves as a liaison to the respective college and university for notices and updates to this Agreement. JD/MBA Agreement - 1
2 3. TUITION AND FEE POLICIES Students enrolled in this Concurrent Program pay MBA tuition and other fees to Boise State University for all courses taken in the BSU College of Business, but not for those courses taken in the UI College of Law that count toward the MBA degree. Students enrolled in this Concurrent Program pay fees to the University of Idaho for all courses taken in the UI College of Law, but not for courses taken in the BSU College of Business. A student enrolled in ten or more semester credits that count toward the JD degree, whether all or partially offered by the UI College of Law, is considered a full-time student at the UI College of Law for tuition and fees purposes. A student counting fewer than ten credits towards the JD degree in a semester will pay the law student fee pro-rated for each credit being counted towards the JD degree. Nine or more Boise State University credits in a fall or spring semester qualifies an individual as a full-time Boise State University student and triggers full-time MBA tuition and fees. Students enrolled in fewer than nine credits during a fall or spring semester at Boise State University pay the regular part-time per credit graduate student tuition and fees. Tuition and fees for BSU summer school courses are charged on a per-credit basis. Fees for UI College of Law summer school courses are also charged on a per credit basis (including the law student fee). 4. FINANCIAL AID Students enrolled in the Concurrent Program who are eligible for federal financial assistance will receive such assistance through the University of Idaho which serves as home school for financial aid purposes. Relating to federal financial assistance, both institutions agree to the following: University of Idaho agrees to: a) Be the home school for purposes of federal financial aid and deliver aid to the student; b) Calculate financial aid eligibility, determine cost of education, provide the student with an award notification, track student enrollment status for financial aid purposes, and disburse federal financial aid to the student through its regular disbursement process; c) Determine satisfactory academic progress for financial aid purposes; and d) Keep all official federal financial aid records; and e) Report enrollment for all credits (UI and BSU) to NSLDS (or through the Clearinghouse). Upon receipt of a financial aid consortium agreement, Boise State University agrees to: a) Provide certification each semester to the UI Office of Student Financial Aid Services that a JD student is enrolled in BSU MBA classes; and JD/MBA Agreement - 2
3 b) Each term, provide tuition and fee information by student for BSU MBA classes to the UI Office of Student Financial Aid Services; and c) Notify the UI Office of Student Financial Aid Services of any enrollment changes for students in the JD/MBA program; and d) Suppress reporting of BSU credits to NSLDS (or through the Clearinghouse). 5. APPLICATION, ADMISSION, AND MATRICULATION A student must apply separately, and be admitted, to both the UI College of Law and the BSU College of Business MBA Program in order to be eligible for this Concurrent Program. In addition, the student must be accepted by the UI College of Law and the BSU College of Business for admission to the Concurrent Program. A student may apply for admission to the Concurrent Program at any time prior to receipt of either degree. However, given the highly regimented program of study for the Concurrent Program, we recommend students either (1) obtain admission to both the JD and the MBA programs prior to beginning either program, or (2) apply to the MBA program and the Concurrent Program during their first year of law school. After admission, the student must complete a FERPA release form for each university so that student records can be shared between the universities. Under American Bar Association standards, the UI College of Law cannot award credit for any coursework taken prior to matriculation into the JD program. JD/MBA candidates therefore will normally enroll at the UI College of Law and complete one year of study before taking any MBA courses to be applied to the JD degree. The UI College of Law will award classroom credit and enter a P on the student s College of Law transcript for MBA courses in which the student earns a B or better, but MBA grades will not count in the determination of a student s cumulative grade point average or class standing in the UI College of Law. BSU College of Business and Economics will award classroom credit on the student s MBA transcript for law courses in which the student earns a B or better, but law course grades will not count in the determination of a student s cumulative grade point average or class standing in the BSU College of Business and Economics. The University of Idaho and Boise State University agree that: a) The University of Idaho shall accept credits from the MBA program for the JD degree, subject to the limitations set forth in Section 6 below; b) Boise State University shall accept credits from the JD program for the MBA degree, subject to the limitations set forth in Section 6 below; c) Each party shall notify the Office of Student Financial Aid Services at the other institution when a student withdraws from a class that was certified to such party; d) Each party shall provide student class grades to the Office of Student Financial Aid Services of the other institution after each term; Concurrent degree students will receive the JD degree and the transfer of MBA credits only when both degree programs are completed. A concurrent degree student who does not finish JD/MBA Agreement - 3
4 the MBA degree will be able to count a maximum of 6 credits of MBA or other graduate course work towards satisfaction of the graduation requirements for receipt of the JD degree, subject to satisfaction of the grade minimums set forth in this Agreement. A concurrent degree student who does not finish the JD degree will be able to count a maximum of 12 semester credits earned in the JD towards satisfaction of the graduation requirements for receipt of the MBA degree, subject to satisfaction of the grade minimums set forth in this Agreement and with the approval of the Business Associate Dean and the University Graduate Dean. To receive proper transfer credit, students must send an official transcript to the matriculating university. 6. CREDIT REQUIREMENTS AND COURSE OF STUDY Pursued individually, the JD requires the completion of 90 credit hours and the MBA requires the completion of 50 credit hours. The proposed concurrent JD/MBA would require the completion of 78 law credit hours and 38 business credit hours, as 12 credit hours of business courses would be accepted toward the JD and 12 credit hours of law courses would be accepted toward the MBA. A student enrolled in the Concurrent Program may commence studies at either the UI College of Law or the BSU College of Business, but no credits earned in the MBA program prior to the completion of the first year of study in the College of Law will apply towards the JD degree. Courses taken as part of the first year of the MBA Program are eligible to meet the requirements for receipt of the JD degree if the following course of study is followed. Exceptions to this course of study must be approved in writing by the Program Advisors and their respective university governing bodies, if appropriate.
