4 Each year Customs in the European Union process over 180 million customs declarations (5.5 declarations per second) and carry out more than 6 million physical inspections. Italian Customs process about 1 declaration every 2 seconds. In ,500,000 declarations were received and 330,000 physical inspections were carried out, in line with the European trend. Only extremely efficient Customs Services can handle such a workload without causing serious delays nor allowing fraudolent, unwanted or illegal goods to move across.

6 Information and Communication Technology is the key tool to: Simplify Customs procedures Optimize control capacities Reduce costs for traders and administrations Implement the Customs Union Decision n. 70/2008/EC of the European Parliament and the Council (e_customs): a paperless environment for Customs and trade The Customs 2013 Programme has allocated million Euros for the electronic integration of the Customs systems of all Administrations. Such funds are supplemented by the investments of each M.S. The Modernized Customs Code (Reg.n.450/2008) is the legal basis for Europe-wide electronic Customs.

10 On last March 26 and 27 Prague hosted a high-level seminar attended by the Heads of the Customs Administrations of the EU Member States, of Norway, Switzerland and Candidate Countries. The seminar was devoted to the future of electronic Customs: o from now to 2013 (the Implementing Provisions of the Modernized Customs Code will be published in June 2013) o from 2013 to 2020 Conclusions: o Businness Process to be developed as agreed before the adoption of legislation o Priority to single window At national level the Prime Ministry Decree is about to be finalized.

16 All Customs declarations are screened by the system and addressed to 4 control channels (green, yellow, orange, red) according to their matching precise risk profiles developed by combining some of the data in the declarations (origin, provenance, type of goods..) Subjective profiles (WHITE/BLACK LIST) decrease or increase the risk level. Through a voluntary AUDIT procedure enterprises can obtain the certification of their reliability rate (AEO model - AUTHORIZED ECONOMIC OPERATOR), which is linked to a customized control level Risk profiles can be modified in real-time The system derives its feedback from itself GREEN = Computerized control - YELLOW = Documentary control ORANGE = Scanner control - RED = Physical inspection

17 The Customs Single Window has been developed in the framework of the Lisbon Agenda and of Decision 2004/387/EC of the European Parliament and the Council (design egov services to increase the competitiveness of enterprises, thus making the organization of controls more effective): Implementation of a connection mechanism enabling the dialogue between the administrations and bodies that participate in customs operations by granting authorizations, permits, licences or carrying out controls The various Administrations integrate the processes within their competence (of which they are holders), thus offering a common interface to citizens and enterprises Moving from the data collected in the customs declaration an ICT process is triggered to check the documents supporting the declaration and to perform controls

18 The list of supporting documentes is derived from the data in the declaration Certificates/documents are controlled on-line by acceding the data-bases of the releasing authorities

Measures and documents are checked on TARIC Online request to the Ministry for Internation Trade 4. And compared with the documents stated in to check the AGRIM validity and residual quantitiesthe declaration (box 44) Certificates coded at Community level 5. In case of difformity the declaration is rejected (admissibility control) Certificates coded at national level 6. If everything AGECONTROL is ok the conformity declaration controls is registered and the AGRIM quantities are simultaneously only formal updated (awaiting online integration) by the Ministry for International Trade

20 A memorandum of understanding was signed between the Ministry of Health and Agenzia delle Dogane: A working group has been setup to integrate AIDA with information on Third Country goods (animals, products of animal origin and animal feed) to undergo veterinary controls at Border Inspection Posts (Posti d'ispezione Frontalieri - PIF), before they are released on the Community market. Entering veterinary certificates for the goods for which they are requested in the Customs IT System will allow to check, upon arrival of the goods at customs, that they obligatory veterinary controls have been carried out. 24 Identification of innovative solutions based on Rfid (radio-frequency identification) technologies to seal containers, remotely check the goods unloaded up to their transfer to the dry-port, and to better define the reference organization model. In August 2008 a cooperation agreement was signed with the Institute for the protection and the security and safety of citizens within the Joint Research Center of the EU Commission. The agreement aims at identifying new solutions to trace and track down goods.

33 Agenzia delle Dogane has concluded administrative twinning projects - financed by the European Union with: Morocco (programme for the modernization and the simplification of customs procedures and trade commercio; December 2005 February 2008). Jordan (modernization of the national Customs Administration for the implementation of a EURO-Jordan free-trade zone; October 2006 June 2008). Lebanon (simplification of customs procedures and enhancement of controls on importation, processing and marketing of mineral oils; November February 2007). Tunisia (origin of goods, customs procedures with economic impact, strengthening of internal and external communication; July March 2007). And with the Customs Administrations of Poland, Slovac Hungary, Lithuania. Republic, Bulgaria,

34 Presently on-going: The TACTA Community project ( ) to prepare Albania, Bosnia and Herzegovina, Montenegro, Serbia e Kosovo to the future entry in the EU. Twinnings with Turkey (development of the computerized transit system) and Croatia (development of the automated export system).

35 The Consortium, led by Agenzia delle Dogane, implements the new IT system of the Customs Administration of the Republic of Macedonia following the award of the international tender Procurement of Customs Declaration Processing System CDPS issued last October (EU Official TED Electronic Daily no. 2008/S of Sept.11, 2008). The IT monitoring of trade flows beyond Community borders fosters trade and enhances control capacities
