4 PA 205 January 4, 2010 Requires administrators who are responsible for administering instructional programs to hold certificates. Authorizes alternate route programs offered by associations. Specific titles in law include superintendent, principal, assistant principal, and chief business officials. 4
5 Renewal & Validity Requirements (1 of 2) Those hired a+er January 4, 2010, must hold a valid Administrator Certificate. Non-certified school administrator may be employed by a school district: Ø Ø Enroll in a program leading to certification as a school administrator not later than 6 months a+er date of employment. 3 years to obtain certification. 5
6 Renewal & Validity Requirements (2 of 2) Those employed on or before January 4, 2010, do not need to hold the Administrator Certificate, but must meet the same professional development requirements as for Administrator Certificate renewal: Ø Every 5 years: 6 semester credit hours OR 180 State Continuing Education Clock Hours (SCECHs) OR a combination of the two. Ø Valid Professional Education certificate. 6
7 Alternate Route to Administrator Certificate programs may be offered by established state associations. The term established is defined as in operation for a minimum of 10 years. 3 options of preparation: Ø Experience experience in PK 12 leadership (no internship) Ø Alternate no experience in PK 12 leadership Ø Combination of both Certification Passage of an administrator assessment (e.g., Praxis) IPDP Individualized Professional Development Plan Michigan Association of Secondary School Principals (MASSP) is currently approved to offer program. 7

9 School Counselor: Credentials, State Regulations, and Hiring/Compliance Issues School counselors may be issued an Endorsement, a Preliminary Authorization, a Temporary Authorization or a School Counselor License. School Counselor Endorsement (on a teaching certificate) Preliminary Employment Authorization to Work as a School Counselor Temporary School Counselor Authorization School Guidance Counselor License (SCL) 9
10 Preliminary Employment Authorization to Work as a School Counselor (valid for three years) Available to in-state candidates who have completed 30 semester hours of course work in a Michigan (MI) approved school counselor program and passed the school counselor subject area exam on the Michigan Test for Teacher Certification (MTTC). This authorization is nonrenewable. During the 3 year validity period, a person is expected to complete the remainder of any outstanding courses/practicum in order to be approved for the School Counselor Endorsement or School Counselor License (SCL). 10
11 Temporary School Counselor Authorization (valid for one year) Issued to out-of-state candidates who meet the educational and/or experience requirement, but have yet to take and pass the required examination. The authorization is nonrenewable. It is not applied for, but issued upon evaluation for an initial SCL. The Temporary School Counselor Authorization allows out-of-state candidates one year to meet Michigan testing requirements. 11
12 School Counselor License (valid for five years) In-State Applicant (Program completed through a MI approved university) Requirements: Completion of not less than 30 graduate level semester credit hours in an approved school counseling program; and Completion of not less than a 600 clock hour internship with school-aged pupils under the supervision of a credentialed school counselor or a school counselor educator. At least 300 of the 600 clock hours shall be in a school setting; and Passage of the MTTC. 12
13 Out of State SCL Applicants Applicants who complete educational requirements and/or experience associated with the issuance of an out-of-state School Counselor License or certificate can apply to be granted a MI school counselor credential upon passage of the required state examination. Requirements for out-of-state school counselor applicants are in accordance with R of the Administrative Rules that Govern School Counselors and PA 288, Bill
14 School Counselor License Renewal (renewal is valid for five years) Requires one OR a combination of the following: 1. Completion of 6 semester hours at a Michigan fouryear Educator Preparation Institution (EPI) or a community college listed in the Directory of Michigan Institutions of Higher Education SCECHs. Note: Semester credits or SCECHs (formerly SB-CEUs) must have been completed within the five-year period preceding the date of application and a'er the issue date of the previous certificate. * Credits completed at a regionally accredited out-of-state institution may also be acceptable. Regionally accredited institutions are defined in Michigan Teacher Certification Code R (o). 14
15 School Counselor Hiring/Compliance Issues Pop Quiz 1. Can a school district legally hire an individual to serve in the role of a school counselor if they do not possess one of the MI credentials noted earlier in the presentation? If not, why not? If so, why and under what circumstances? 2. Is it permissible for a MI district to hire someone to serve as a school counselor based on that individual having a valid out-of-state school counselor credential? 3. Is it true or false that if a district knowingly employs someone as a school counselor illegally they could be assessed a State Aid penalty that could require the district to pay the state a total sum of the annual salary for each year of non-compliance? 15

17 School Psychologist Certification A person who is employed as a school psychologist by a local or intermediate school district is required to hold a valid Michigan School Psychologist certificate.* Types of certificates: Preliminary School Psychologist Certificate School Psychologist Certificate *An individual who is a fully licensed psychologist by the Michigan Department of Licensing and Regulatory Affairs (LARA) may be employed as a school psychologist according to R e of the Special Education Administrative Rules. 17
18 Preliminary School Psychologist Certificate Available to individuals who have: Never held a Michigan school psychologist certificate. Completed a minimum of 45 graduate credit hours in a planned program from an approved Educator Preparation Institution (EPI). Completed a minimum of a 600 clock-hour supervised internship. Valid for 3 years and renewable once with the completion of at least 6 semester credit hours. 18
19 School Psychologist Certificate Available to individuals who have: Held a Michigan preliminary certificate. Completed an educational specialist degree in school psychology or 15 additional semester credit hours since the issuance of the preliminary certificate in an approved school psychologist program. Completed an additional supervised 600-hour internship (one year of successful experience). Valid for 5 years and renewable with the completion of 6 semester credit hours or 180 SCECHs. 19
