Announcements and PPPL response to questions: ~ Request for Proposal R Due Date is hereby extended to 2:00 PM (PRINCETON LOCAL TIME) Friday, January 28, ~ The procurement representative assigned to this action will be transferred from Kevin Ranahan to Natalya Gnyp. Natalya Gnyp shall receive all information related to this procurement action from this point forward. Natalya may be contacted at the following addresses: o Phone: o ngnyp@pppl.gov o Fax: ~ All announcements and answers to questions provided in this amendment, and all previously issued amendments, are considered to be relevant to the scope of this project. If Offeror requires further information or additional clarification, please provide an to the PPPL Procurement Representative (identified above) and the information/clarification will be provided. ~ There was a point discrepancy in the adjectival ratings table listed on page six (6) of the Instructions for Proposal Preparation of Request for Proposals (RFP) R. The range of points in the Exceptional Category for Organizational Ability is hereby changed from (12-25) points to (12-20) points; therefore, reducing the Overall Offeror Capability range from (42-75) points to (42-70) points. The adjectival rating table shall be changed to the following: SUB FACTOR EXCEPTIONAL ACCEPTABLE UNACCEPTABLE Technical and Project Management Ability (30-50 points) (5-25 points) «5 points) Organizational Ability (12-20 points) (2-10 points) «2 points), OVERALL OFFEROR CAPABILITY (42-10 points) (7-35 points) «7 points)
3 Page 3 of 5 Pages SUBJECT: Amendment No. 3 to RFP R Additional Technical Announcements:» One (1) existing dial-up modem will use an analog connection on the new system.» No data firewall device is required for data/internet access to the new system. Any internet access to the new system is protected on existing PPPL data network firewall.» No alarm lines (fire, ale, security, etc.) operate on the phone system.» The 20 digital phone sets required shall have the capacity to display 12 lines.» Two (2) wires per phone extension are punched down on 66-blocks terminated in the phone room for in-house cable.» Offeror shall provide telecom racks and all necessary cable trays for all equipment for installation.» The offeror shall provide and install punch down 66 blocks to hand-off the new phone system analog and digital station cables. The 66-blocks shall be installed on wall in phone room next to the RJ21 X's. PPPL wilf install the in house cable to the vendor's punch down 66 blocks. PPPL will be verify all in-house cable phone extension numbers from the RJ21 X 66 blocks handed-off to vendor's 66 blocks. Questions asked and PPPL response: 1. Question: Vendor seeking clarification regarding Section of the RFP. In addition to the support requirements defined in section 30.13, what specifically would PPPL like supported when addressing "administration computers, additional equipment", as described in Answer: This would cover any computer or equipment in the vendor's proposal that would be used to administer software changes (MAC work) to the new phone system. 2. Question: Vendor provides commercial items as defined in FAR Wilt PPPL issue an amendment to the Sample Contract that includes the PPPL Terms and Conditions for Commercial Items and Services? Answer: Due to the fact that there is some installation required for this project, the PPPL General Provisions for Non-Commercial Subcontracts (Part A, 8, 0, and T) will be applied and enforced in any resulting subcontract. Full text of the referenced General Provisions can be found at RFP Section IV entitled "Sample Subcontract Agreement;" Schedule guestion: PPPL has requested Annual Lease Pricing. Does PPPL have Leasing Terms and Conditions available for review?
4 Page 4 of 5 Pages SUBJECT: Amendment No. 3 to RFP R Answer: The PPPL General Provisions for Non-Commercial Subcontracts (Part A, B, 0, and T) will be applied and enforced in any resulting subcontract. 4. Question: Question #5, Amendment #2: Vendor understands PPPL's plan is to use the existing analog phone sets, does PPPL wish those to be included as part of maintenance? (base year, Y1, Y2) and if so please provide the quantity. Answer: No. 5. Question: How many PRI circuits are you expecting to include or how many trunk lines are desired? Answer: The proposed system should be able to accommodate (4) PRI circuits. 6. Question: Is there a reason not to utilize SIP trunks instead of PRI? Answer: SIP trunking wi II not be used for this project. 7. Question: Does the existing Category 3 cable use 4 pairs terminated to RJ45 jacks/patch panels at each end? Are there multiple IDF closets so that the lines do not exceed 300 feet (or how long are the longest lines)? If there are multiple IDF closets, are there fiber optic or copper pairs available for backbones to connect the closets together? Answer: We plan to use the existing CAT 3 cable. The cable terminates on RJ21X blocks in the main demarc located in the Telephone Equipment Room. There are multiple IOF closets located throughout the site connect via copper backbone. 8. Question: What types of phones are currently being used? How many different types? What features are provided on the phones (Le. - conference calling, call transferring, voice mail, and what feature codes or buttons are used for these capabilities? Are there additional features you desire that you do not currently have? Answer: We use various analog phone sets. Currently, we use basic features available through our existing Verizon Centrex and Verizon Voic service. Your proposal should include all advanced phone system features. 9. Question: For the 20 phones where the phone system is being replaced, do these have to be digital phones or will VoIP phones be acceptable? What features are required on these phones?
5 Page 5 of 5 Pages SUBJECT: Amendment No.3 to RFP R Answer: Your solution to replace the (20) existing Key system phones can include digital or VolP sets. Your proposal should include all advanced phone system features for these phones. 10. Question: Is the primary reason for maintaining the existing phones because the category 3 lines exceed 300 feet or because of the expense associated with replacing 960 phones? Answer: Cost and PPPL's current data network infrastructure were issues considered for this project. 11. Question: (RFP) addresses Voice Mail boxes, users, but no mention of Port Size. Please clarify. Answer: The new phone system shall have a voic system to accommodate 450 voic boxes, with capacity to grow to 550. Please provide a solution, and number of ports or size to meet this request. 12. Question: The servers and gateways need to speak to each other via Ethernet. Should vendors supply the Ethernet switch or will PPPL supply? Answer: The vendor shall provide all equipment for their system solution. If an Ethernet switch is part of your system solution, then the vendor shall provide this equipment. 13. Question: Please confirm that PPPL will provide and install Amphenol line cables from the station RJ21X IDF field located in the main demark telephone room to the location where the new PBX will be installed. Answer: The vendor shall provide and install punch down 66 blocks to hand-off the new phone system analog and digital station cables. The 66~ blocks shall be installed on wall in phone room next to the RJ21 X's. PPPL will install the in-house cable to the vendor's punch down 66 blocks. PPPL will be verify all in-house cable phone extension numbers from the RJ21X 66 blocks handed-off to vendor's 66 blocks.
