2 AFGHANISTAN TELECOMMUNICATION REGULATORY AUTHORITY (ATRA) 2 1. Issuance of 3G license to Afghan Wireless Communication Company. 2. Issuance 11 licenses to Internet Service Provision ISP 3. Issuance 2 license of importing and selling telecom equipment 4. Issuance of 3 license TTSP (Technical and Technology Solution Provider) in accordance with related procedures. 5. Issuance of license to install satellite on orbit determined by the International Telecommunication Union. 6. Extension of 6000 frequency licenses for broadcasting microwave, BTS, VSAT and armature radio links. 7. Starting of bidding process to select Digital TV Service Operator in Kabul.

To determine and calculate frequencies fees and issuance licenses of radio, GSM, ISP and other wireless broadcasting services. 10. Modification wireless regulations. 11. Registration of BTS 12. Finalizing and implementation the regulation of eavesdropping and modification the provisions of secrecy subscribers numbers. 13. Review of National Numbering Plan. 14. Organizing and regulating telecommunication equipment standards.
4 AFGHANISTAN TELECOMMUNICATION REGULATORY AUTHORITY (ATRA) Installation of 200 telecommunication tower and antennas in villages and rural areas of Afghanistan through TDF fund. 16. Internet services and computer equipment for 50 schools in 50 provinces of the country in cooperation with Ministry of High Education. 17. Launch and implementation of telemedicine projects in 5 hospitals in agreement with ministry of public health. 18. To receive 3.2 billion Afghanis revenue from frequency fees, development telecommunication services in rural areas and price of one 3G license.
5 AFGHANISTAN TELECOMMUNICATION REGULATORY AUTHORITY (ATRA) Procure and purchasing of four monitoring equipment such as spectrum analyze, field strengthen and direction finder. Purchasing of three devices for measuring the quality of 3G, GSM and WIMAX services. 20. Implementation of telecommunication network security strategy in territory of Afghanistan. 21. To pursue filtering pornography in sites. 22. Conducting professional and vocational courses for enhancing capacity of staff. 23. Installation of telecommunication towers and creation PCO from TDF projects.
6 AFGHANISTAN TELECOMMUNICATION REGULATORY AUTHORITY (ATRA) Preparation procedure of transfer numbers from one network to other network (number portability) 25. Determination of interconnection fee. 26. Preparing procedures of 3G and GSM service quality.
7 AFGHAN TELECOM COMPANY: 7 1. Implementation of 3G and GSM projects: 2. It includes 527 BTS, 200 solar, 300 towers, 200 west links, and construction 300 buildings for sites in or around 34 provinces and 195 districts and remote areas. 3. FIBER OPTIC NETWORK 4. To complete development of existing Kabul ring from 16 STM to 64 STM. 5. To extend Fiber Optic cable to nine Universities in Kabul, Kandahar, Mazaar and Nangarhar provinces. 6. To implement the remaining work of Kabul Tourkham Road until late second quarter. 7. Activation of Fiber Optic capacity for a number of GSM and ISP companies in Kabul city and airport; and activation of the remaining of 2STM-4 of PTCL.
8 AFGHAN TELECOM COMPANY: 8 8. Extension digital network project in 28 provinces and capital. 9. Brishna Fiber Optic project by using Brishna Fiber cable. 10. Activation digital networks in seven provinces BUILDINGS 12. Construction of a new hunger in Mahtab Qalla. 13. FINANCE SECTOR 14. Investigation of Afghan Telecom financial accounts of the years 1388, 1389, 1390 with international inspection cooperation. 15. Tracking and collecting demands of previous years from government corporates and individuals.
9 AFGHAN TELECOM COMPANY: MARCKET SEGMENTS: 17. To commercialize 3G & GSM in all the provinces at the end of 1392, activation of GSM in 21 provinces and supplying the needed goods. 18. Selling out of SIM Cards in the first year of 3G & GSM network. 19. To increase selling DSL services (increasing DSL subscribers/7000 new subscribers). 20. To handle subscribers problems, and to install software to provide certain contact time. Database management and periodic graphically review. 21. Marketing to obtain maximum benefit and market.

Mobile governance strategy. 5. Development of ICT Policy. 6. Set up policy in information technology sector industry. 7. Internet exchange center. 8. IT Incubator program.

Implementation the second and third stage of research and education network in Afghanistan. 12. Development communication and information technology services in hospitals. 13. Development communication and information technology services in schools. 14. Establishment other web sites. 15. Establishment national information support center. 16. Making Cyber security policy and strategy.
12 GENERAL DIRECTORATE of IT: Creation of quick response and cyber security group to NOC. 10. To change IPV4 communication network to IPV Address system plan. 12. Implementation CIO programs. 13. ICT law. 14. Cyber security law. 15. To sign electronic regulations. 16. Establishment of ROOT PKI in MCIT. 17. Security guidance the companies that host websites.
13 AFGHAN POST: To study feasibilities of providing direct mail, e- commerce, and post bank services in the country. 2. To create EMS postal services in seven second class provinces. 3. To purchase postal equipment for capital and provinces. 4. Postal code development and implementation of new address system in cities and provinces. 5. To establish post sorting centers for international incoming mails near Khwajarawash airport. 6. Setting space post transfer to provinces and in reverse order as scheduled. 7. Implementation and monitoring of IPS light system and tracking postal items in centers of provinces.
14 AFGHAN POST: To implement 80% the process of delivery standards in capital and 70% in provinces in order to increase the quality of postal services. 9. To attract international Post Union technical assistance in development projects % growth in traffic of postal items and revenues over previous years % growth in responding to customers than previous year. 12. Comparative analysis the traffic of postal items and quarterly revenues. 13. To publish 6 kind of postal stumps. 14. To hold postal education courses in capital and provinces
15 DIRECTORAT OF ICTI To accept and register new 70 students through ministry of Higher Education. 2. Short- term training courses for professors and laboratories. 3. Creation of two computer labs. 4. Assessment students, organizing and management final exams and report it to authorities. 5. To complete professors vacancies. 6. To hold teaching methodology workshops. 7. To hold scientific and technological conferences.
16 DIRECTORAT OF ICTI: To establish quarterly published Journal of ICT. 9. To create credit system in the Institute. 10. To get one or two users of IEEE in order to promote skills of professors and students. 11. To create a database for students. 12. To complete independent IT and communication curriculum. 13. To develop the policy of "the best teacher of the year". 14. Making plan to accept English as a teaching language in the Institute. 15. Creation a separate web page for teachers and students.
17 DIRECTORAT OF ICTI: To provide needed textbooks from domestic or foreign resources. 17.To equip classrooms with a projector, desktop PC and clock.
18 AFGAHAN POST REGULATORY AUTHOROTY (APRA): To take under process the post service law. 2. To create web site for APRA, renewal information and address in cooperation with IT Department. 3. To setup layout of license for companies, which provide postal services as well as working procedure of APRA. 4. Holding periodic meetings with companies providing postal services. 5. Postal market development in accordance with signed agreement. 6. Tracking and seeking the companies and institutions, which provide postal service without license
19 AFGAHAN POST REGULATORY AUTHOROTY (APRA): 7. To celebrate world post day. 8. Monitoring and evaluation the companies providing postal services. 9. Capacity building of relevant staff.
20 PLAN AND POLICY DIRECTOATE: To follow up the implementation of agreements and treaties signed with neighboring and friendly countries. 2. To follow up the implementation Open Access Policy and sharing infrastructures. 3. To review and revise existing policy and strategy in cooperation with relevant departments and contractors according guidance and instruction of MCIT. 4. To survey and preliminary design Fiber Optic projects map of central and north east provinces. 5. To track and implement Fiber Optic Cable projects of (Kunduz, Takhar, Badakhshan, Parwan, Bamian, Ghor and Dikondy) provinces. 6. Cooperation for implementation of PAC, FAC, PAT and Fiber Optic Cable projects with relevant agencies.
21 PLAN AND POLICY DIRECTOATE: 7. To survey copper Cable projects implementation of which has been completed in capital and provinces. 8. To complete 3 transactional construction projects (city post office of Sarepul, Kunduz, Shirkhan Bander and of technic and administration building of Fariab province. 9. To design the project of head office building of Fariab and annex building of Jawzjan provinces. 10. To design the project of construction walls around properties of MCIT in provinces. 11. To pursue issues of land in the north area of airport, Fahmanmena and Kartenaw in order to create new call centers.
22 PLAN AND POLICY DIRECTOATE: 12. Seeking and Following up foreign telecommunication and technology scholarship. 13. To organize official visits of high ranking delegations of MCIT as well as organizing trips of staff of MCIT in order to attend educational and training seminars and workshops. 14. Registration foreign trips of MCIT s staff for educational purpose and submitting their report to relevant authorities. 15. Collecting statistical figures from central and provincial departments in order to prepare
23 PLAN AND POLICY DIRECTOATE: development plans, reports and to send them to relevant authorities. 17. To prepare reports on how to implement legislations, progress and expenditures of development projects, telecommunication and postal service activities and achievements. 18. To unit annual and quarterly plan and preparing its implementation report. 19. To prepare development plan for the year 1393.
24 PROJECTS REGULATORY AUTHORITY: To complete Fiber Optic projects of south (Paktia, Paktika, Ghazni and Khost) provinces. 2. To complete annular ring Fiber Optic projects and activation of passive pathways. 3. To run PAC from Maimana to Ghormach district, Hirat, Torghondi, Farahrod and Aqeena Andkhoi. 4. To complete CCN-2 projects in seven (Charikar, Pulekhomry, Taliqan, Ghazni, Khost and Farah) cities. 5. To complete the last part of CCN-1 projects, that include lines of device in capital. 6. To work out documents of above mentioned projects
25 DEPARTMENT OF LISON AND DOCUMENTION : To pursue the issues demanded by state minister for parliamentary affairs. 2. To prepare minutes and documents for leadership board meetings. 3. To set appointments of minister and deputy ministers of MCIT. 4. To prepare documents for administrative board commission meetings. 5. To send and hand over incoming official letters and documents from ministries, independent departments, NGOs and embassies. 6. Sustainable relationship with the ministry of parliamentary affairs, administration and administrative reform commission. 7. To set and organize travel plans of authorities to provinces.
26 DEPARTMENT OF LISON AND DOCUMENTION : Celebration the religious days and recitation of the Holy Quran. 9. Collection of materials for Magazine (Arika). 10. To update web site. 11. To set up launching development projects. 12. To follow the laws, decrees, resolutions Cabinet, High Office of Anti-Corruption and Administrative Reform Commission.
27 FINANCE DEPARTMENT: Division of budget according requirements to departments of MCIT in 34 provinces. 2. Quarterly allocations from budget; and government s prudential code. 3. To set up transfer monthly employees salaries after legal process and sending it to the ministry of Finance. 4. To set up money order of individual, government departments, contractors and private agencies rights of expenditures and to send it to the Ministry of Finance. 5. To receive cash and transitional checks from General Directorate of Treasury of Ministry of Finance; and to transfer and distribute it to dealers, individuals government and private companies
28 FINANCE DEPARTMENT: Opening L/C (letter of credit) for domestic and foreign companies and contractors by Da Afghanistan Bank. 7. Collecting and tracking all revenues from telecommunication sectors and to transfer them to Ministry of Finance as state revenue. 8. Review and assessment quarterly billing of telecommunication companies. 9. To pursue indirect revenue of telecommunication sectors. 10. To provide monthly, quarterly and annual income report to General Directorate of Treasury of Ministry of Finance.
29 ADMINISTRATIVE DIRECTORATE: Providing transport services in all relevant sectors (postal correspondences, urban, ISAF, and provincial transfer) pick up and drop the staff and keeping all vehicles active. 2. Registration and distribution all the goods, oil, stationaries; and cooking and food distribution for staff; handling heating system, electricity power, painting, lift and other services. 3. Getting deed and sketches of properties in capital and provinces. 4. To manage signing contracts of goods and service (advisory and non-advisory) construction ICT settlement, opening letter of credit and, advertising and handling all matters in the light of law. 5. Providing 120 motorbikes for better service delivery.
30 HUMAN RESOURCES DEPARTMENT: Providing staff salary report of MCIT. 2. Implementation the process of administrative reform for vacancies in MCIT. 3. Diagnostic assessment of staff in MCIT. 4. Providing training workshops for 60 individual of staff overseas. 5. Holding training workshop for 300 employees of the Ministry. 6. Providing training workshop opportunities for 80 employees of MCIT in Civil Service Institute and other Private Universities. 7. Including Gender issues in all aspects of policy, regulations, programs and projects of the commission. 8. Creation accountable and transparent administration in order to reduce interferences and hidden unemployment. 9. Providing safety, health and welfare of workers and employees and to resolve disputes according the law.

32 INTERNAL AUDIT DIRECTORATE: To review CCN-2 or Copper cable of Farah, Baghlanejadid, Taloqan and Pulekhomry cities. 9. To review working performance of telecommunication departments in Badghees, Panjsher, Takhar, Kapisa, Badakhshan, Samangan, Kandahar and Laghman provinces.
