3 Editorial ESSEC Institute of Health Economics and Management ESSEC Business School has been committed for more than 20 years to the needs of higher education for top healthcare executives, with the Chair of Health Systems and the Chair of Therapeutic Innovation. The ESSEC Institute of Health Economics and Management has a team of faculty members and permanent researchers and hosts the two chairs. It offers a wide variety of executive education programs for middle and senior managers working in health organizations such as hospitals, biopharmaceutical companies and public health agencies. The Institute is also dedicated to the creation of scientific knowledge through its research in areas such as health technology assessment, strategic hospital management, primary healthcare services funding and organization, health insurance economics, and the impact of health regulations on biomedical innovation and market access. Researchers are regularly invited to participate on expert panels by healthcare authorities. They also offer consultancy services for private organizations on national and international issues. 4 Development in Asia Pacific ESSEC Business School was established in Singapore in 2005 and has since played key roles in various academic and business areas. The healthcare sector is yet another key area. The unprecedented economic growth throughout Asia Pacific has enabled great gains in life expectancy. In many of the Asia Pacific countries, this has been achieved within 40 years, whereas it took old Europe nearly over a century. However, population ageing, epidemiological transition with still prevalent communicable diseases and a rise of chronic diseases pose a constant challenge. There is a real demand for accessible, high quality healthcare services, supported by a concurrent demand for health insurance. With its longstanding experience in providing educational programs in the fields of Health Economics and Management, ESSEC Business School adds the expertise of providing a comprehensive insight from the continental Europe experience. 5 Initiatives Health Technology Assessment: Definition, Objectives, Methods and Contribution to Decision Making Within the framework of ESSEC Asia Pacific, the ESSEC Institute of Health Economics and Management offers this intensive educational program designed for executives in charge of designing and implementing rules and regulations for access to healthcare technologies in their respective countries (eg. policy makers, national and regional health authorities, health insurers, healthcare providers). It aims to provide participants with a practical framework for Health Technology Assessment based on precise definitions and standard methods. Case studies from Europe are presented to benchmark different models, with their purposes, successes and failures. This framework allows participants to draw lessons to benefit their own systems. Introduction to methods and tools of cost/advantage and budget impact analysis (2012) Asia-Pacific Health Policy Forums (2012) The ESSEC Institute of Health Economics and Management Asia Pacific aims to create an independent platform where different stakeholders such as policy makers, corporate managers, healthcare professionals, patient representatives and academics can confront their view points and contribute to the emergence of an acceptable balance of interest. At this annual forum, invited participants from Asia-Pacific and Europe will have the opportunity to exchange knowledge and advance mutual understanding. The forums will be held in close partnership with Fudan University (Shanghaï, China) and Keio Business School (Tokyo, Japan). Future perspectives ( ) ESSEC Business School plans to set up a Professorship in its Asia Pacific campus in Singapore to coordinate the regional initiative in the health sector and to develop its role in the region s economic and healthcare systems. This five-day program offers an introduction to the fundamentals of health economics evaluation to executives. The aim is to reinforce their capabilities in adapting generic cost/advantage and budget impact developed at global level and to use those tools appropriately in the reimbursement and pricing processes with health insurances in their countries. This program will include case studies and practical implementation. 5

6 Directorship and Faculty Gérard de POUVOURVILLE Chaired Professor, Chair of Health Systems Director, ESSEC Institute of Health Economics and Management Doctorate in Economics, Université de Aix-Marseille, École Polytechnique Gérard de Pouvourville s major research areas are in health policy, healthcare financing and health technology assessment.he recently co-published a book on globalization of managerial innovations in the field of healthcare management and is also co-author of a handbook on health economics and management. He has been an invited research scientists at the Wharton School, University of Pennsylvania, and at the Department of Public Health, University of Montreal. Gérard is currently Vice-President of the French Association of Health Economists, a member of the International Health Economics Association and the International Society for Pharmaceutical Outcomes Research. He has been a member of the French National Committee for the Evaluation of Research from 1995 to 2001, and a member of the Scientific Committee of the National Research Institute for Health and Medicine from 2000 to 2005 and stands now on the Scientific Council of the French National Sickness Fund. Gérard is an advisor to the French Ministry of Health, to the French National Sickness Fund and consults for major pharmaceutical companies Karine LAMIRAUD Associate Professor, Economics PhD in Economics, Paris School of Economics and University of Lausanne MSc in Management, HEC School of Management After starting her career in the pharmaceutical industry, she became Assistant Professor of Economics at the University of Lausanne, Switzerland and has served as visiting scholar at the Department of Health Care policy at Harvard University as a Fulbright fellow. She has consulted for the World Health Organization UNITAID, the Netherlands Institute for Health Services Research and for major pharmaceutical companies. Her research focuses on Health Economics and combines theoretical modeling and advanced applied econometrics. Karine has published in Journal of Economic Behavior and Organization, Health Economics, Medical Care and Health Policy. She received the award for best paper published for the period , in the leading field journal Health Economics. Gregory KATZ Associate Professor Chaired Professor, Chair of Therapeutic Innovation Co-Director, ESSEC Institute of Health Economics & Management Doctorate in Philosophy, Université Paris- Sorbonne Doctorate in Pharmacy, Université Paris- Descartes Master of Business Administration, ESSEC Business School Gregory KATZ s teaching activities center on leadership and innovation management in health organizations. His publications focus on the socio-economic impact of biomedical innovation, especially in the field of genomics and stem cell biobanking. In 2002, Gregory KATZ published Le Chiffre de la vie : réconcilier la génétique et l humanisme (Seuil). He was a visiting professor at INSEAD (Singapore) in 2004 and at Bocconi University SDA (Italy) in From 2004 to 2009, he was co-founder and elected vice-president of Eurocord, an international platform specialized in clinical research on cord blood stem cell transplantation. For public health issues, he is invited on expert panels by the French Senate, the Conseil d Etat, the French Ministry of Health and the European Parliament. He is a board member of the European School of Surgery. Gregory was the 2008 winner of the San Benedetto Prize awarded for his achievements in bioethics and humanism. Since 2008, he has headed the Fondation Générale de Santé, a non-profit initiative promoting healthcare innovation and humanitarian initiatives. Annie CHICOYE MSc Political Science, Institut d Études Politiques de Paris Executive Director for Development, ESSEC Institute of Health Economics and Management Annie Chicoye served as a civil servant in the French Ministry of Health, before joining a major pharmaceutical company where she initiated the Government Affairs and Health Economics Department. She funded and managed a leading consulting company internationally connected with Europe and the US. She then held a position of Senior Principal at IMS Health Consulting. Her field of competences covers health policy, health technology assessment, pricing and reimbursement, public health programs assessment including disease management and telemedecine. She lectures at ESSEC Business School, at the Institut d Etudes Politiques de Paris, and at the Faculty of Medecine, Casablanca, Morocco. She is frequently invited to participate on advisory boards and to deliver speeches at international conferences. She is a member of the French Association of Health Economists, Chairperson of the Sciences Po Alumni Health Group and Co-chair of the Working Group at ISPOR dedicated to HTA/ medical devices and diagnosis. 6
