1 Tampa Bay WorkForce Alliance Executive Committee Date: March 8, 2012; 11:45 a.m. Location: NetPark Conference Room, 5701 E. Hillsborough Ave., Ste 1419 Call to Order Chair Dennis Meyers called the TBWA Executive Committee meeting to order at 11:45AM. There was a quorum present with the following Executive Committee members participating. Directors in attendance, Randall King, Rosanna Matucan-Carson (via phone), Dennis Meyers, Maria Mastriano-Nugent,. Directors not in attendance Sandra Cassity, Jim Freyvogel, Terri Furr, Mary Lallucci, Sandra Murman, Eileen Schneider. Staff Present Ed Peachey, Mark Douglass, Sue Donald, Mai Russell. Guests Stephanie Leuthauser, James Disbro, Cesar Ruiz, Tal Miller. Chairman's Report Congresswoman Kathy Castor hosted a Job and Community Resource Fair on March 3, 2012 at WorkForce Tampa Career Center. Staff reported over 1,200 job candidates registered to attend. Over 75 hiring employers participated as well as various community resource organizations, including local colleges, housing agencies, and federal agencies. March's edition of the WorkForce Focus highlighted an article on Five Reasons to Hire a Veteran. The State Workforce Board Chairs met recently in February. One of the items discussed was revising the language in the Workforce Accountability Act. Action Items Item 1. Approval of February 2, 2012 Executive Committee Minutes The February 2, 2012 Executive Committee minutes were presented for approval. Randall King The minutes were approved as presented. Item 2. H-1B Technical Skills Training Request for Proposal Tampa Bay WorkForce Alliance was awarded the USDOL H-1B Technical Skills Training grant to address training needs in the Information Technology industry sector. The grant proposal included several businesses and local education institutions as key partners to ensure the education and training levels will align with high demand occupations in the IT industry. 1
2 The Executive Committee recommends approval of issuing RFPs to procure needed services under this grant. Item 3. Plant City Career Center Office Space - Request for Proposal The lease agreement for Plant City Career Center is scheduled to expire in June TBWA is required to properly procure an office space through a competitive bidding process. Currently, TBWA leases approximately 8,000 square feet of office space from the Hillsborough Community College Plant City campus. The Executive Committee recommends approval of issuing a Request for Proposal for the lease of office space for Plant City Career Center. Item 4. Hillsborough Community College - MOU In response to HCC's request to expand Job Seeker support at their campuses, a Memorandum Of Understanding (MOU) is being developed to reflect the following terms: TBWA will provide one full-time Career Manager at the HCC Ybor Campus. TBWA will provide second part-time Career Manager to support the HCC campuses located in Brandon, Dale Mabry, South Shore, as well as the Institute for Corporate and Continuing Education (ICCE) campuses. The days and hours will vary depending on campus' needs and activities. TBWA will designate TBWA Career Manager at the Plant City Career Center to serve HCC Plant City students. Randall King The Executive Committee recommends approval of the TBWA-HCC MOU. Item 5. School Board of Hillsborough Contract Modification No. 1 This amendment is to increase the funds contracted to the School Board of Hillsborough County as follows: Welfare Transition Program 250,000 WFI STEM grant 150,000 The School Board of Hillsborough County will have $750,000 for the 2012 Summer Youth Program. 2
3 The Executive Committee recommends approval of the contract modification to increase funds to the School Board of Hillsborough County. Item 6. Training Vendors - Agreement Renewal Tampa Bay WorkForce Alliance maintains an open request for applications, which means that applications may be submitted throughout the program year for Board consideration. Administrative staff is responsible for reviewing applications, conducting training site visits, and recommending qualified vendors to the Workforce Solutions Committee, who may then recommend the training vendor for Board approval. Selection of training vendors is the sole responsibility of the Board. An online application system was developed and recently implemented for current providers to enter institutional information that is in alignment with the board policy for Procurement and Approval of Training Vendors and Programs approved on June 16, The following organizations have reviewed TBWA's Training Vendor Policy and have provided the information required. Each website has been verified by staff for cost and price information. Any variations or exceptions to the policy have been noted in the information presented for each provider. 1. 4 Randall King declared a conflict of interest and abstained from voting. The Executive Committee recommends approval of the agreements renewal for the Training Vendors listed herein. Item 7a. Approval of New Training Vendor - Knowledge Quest Education Solutions This school has met State of Florida and TBWA criteria for approval: 1. Training courses are listed on the Targeted Occupation List (TOL) and 2. Wage and placement data are reported to Florida Education and Training Placement Information Program (FETPIP) or have promissory letters on file and 3. Licensed with the Commission for Independent Education (CIE) Knowledge Quest Education offers multiple certificate programs that are taught at the USF campus on Fowler Ave., a partnership that has been established to provide classroom space, lab and use of mechanical equipment to complete the 20 certificate programs. A site visit was completed by TBWA staff on February 6, Parking is adequate at the USF parking garage. Class size average is approximately 14 students per class and lower in the labs and mechanical equipment classes to enable a one on one learning experience. Courses: Business Administration Cisco Network Design Computer Numerical Control Machinist, Level 1 and Level 2 Customer Service Essentials Energy and Environmental Design (LEED) Fiber Optic Maintenance (FOM) Fiber Optic Support (FOS) Industrial Control System (ICS) IT Services Management (ISM) Leadership Management (CLM) Lean Sigma Green Belt (LSGB) Manufacturing Production Technician (CPT): Level 1 and Level 2 Nanotechnology (CNT): Part 1and Part 2 OSHA Safety Management Project Management Professional (PMP) Solar Electric Systems (SES) Certificate programs Cost: $ $ Clock hours: The Executive Committee recommends approval of accepting Knowledge Quest Education Solutions as a new training vendor. Item 7b. Approval of New Training Vendor - National Training Schools, Inc. This school has met State of Florida and TBWA criteria for approval: 1. 5 National Training, Inc. is part of the State Training List, they have been working with other workforce boards and have been for years. A truck driver student may use their WIA voucher towards their tuition cost, except for gas money for travel and food. Heavy Equipment students will pay $500 down and TBWA will finance the balance up to $3,500. Lodging is provided for students who come from other regions. The training facility is located at: National Training Training Grounds (Resident Training) 188 College Drive 5660 County Rd 209 South P.O. Box Green Cove Springs, Florida Orange Park, Florida Certificate Program Courses Clock Hours Costs Commercial Drivers License 334 $4,995 Heavy Equipment Operators 561 $7,795 The Executive Committee recommends approval of accepting National Training Schools, Inc. as a new training vendor. Item 8. Business Associations Invitation to Negotiate TBWA would like to reissue the Business Associations ITN with local Chambers and other industry-specific business associations. Instead of membership dues being paid upfront to any Chamber or business association, all fees/membership dues will be paid by TBWA once the organization has performed contractually agreed-upon activities equal to the value dues set for the participating association. For each potential partnership, we will create a plan that outlines TBWA s expectations related to the ongoing promotion of TBWA programs and services through the organization s communications vehicles (print, s, website, other), as well as the regular marketing of TBWA programs and services to its employer members and others, including lists of job openings and participation in and promotion of TBWA job fairs and other related events. Incentives will be developed and outlined related to job listings and hiring by employers. We would also expect to feature partnership logos on the TBWA website and vice versa, with appropriate links, creating easy access to information, job listings and events for job seekers. 6 Item 9. Procurement Policy Lease vs. Purchase Federal guidelines [29 CFR 95.44(a)(2) and (b)(4)] require an analysis of lease versus purchase alternatives, when appropriate, to determine the most economical and practical procurement. TBWA will amend the existing procurement policy to incorporate the following language, An analysis of lease versus purchase alternatives is required for purchase of individual capital asset of at least or greater than $5,000 (capitalization threshold). The Executive Committee recommends approval of TBWA amending the existing procurement policy. Item 10. Financial Update for Period Ending 1/31/12 The financial update for period ending January 31, 2012 was reviewed and discussed. Budget to Actual Comparison Burn Rate Report Randall King The Executive Committee recommends approval of the financial update for period ending January 31, President's Report The Department of Economic Opportunity will be onsite to conduct its annual monitoring of TBWA's financials. TBWA is currently hiring additional staff to provide direct services to customers. Public Comments None was made. Chairman Meyers adjourned the meeting at 12:30 p.m. 6
