In a statement Martin said, I will not be seeking re-election. I entered city politics to bring a renewed focus on transparency and resident concerns and I believe we ve come a long way in achieving those goals. The deadline for filing applications and qualifying for the election in November was Wednesday, August 12. Yehuda Netanel and rescue dog about to board a plane to Washington State. One Man Flies to the Rescue of Shelter Pets Yehuda Netanel doesn t have one dog. He has 7,000. The Calabasas resident is the founder of Wings of Rescue, a non-profit that flies shelter dogs and cats to different parts of the country to be adopted. In Southern California we have an overabundance of animals needing adoption, Netanel told Valley News Group. 250,000 dogs a year are euthanized in California. Not because of health - but because of dumping and overcrowding. Wings of Rescue has joined forces with the ASPCA and this year will save 7,000 animals from being killed. Twice a week they fly private planes to Oregon and Washington State, where there is high demand for pets to adopt. In those states people don t abandon their animals as a fashion accessory and they spay and neuter so they don t have overflow breeding in their backyards, he explained. Netanel first got involved with airlifting animals to other parts of the country because he s a pilot. The owner of several large outlet malls around California, he owned his own plane and was asked one day to transport some dogs. It exposed me to what s happening in the world of rescue, he said. There are very few people working very hard to stem the killing of these cute animals. If they re not flown out of here they will die. Other states don t abandon their animals as fashion accessories. Wings of Rescue has grown to a volunteer base of 2,000 pilots. However the plane they were flying crashed in an accident on a test flight, killing both test pilots. Netanal has donated $1 million from the insurance settlement to the purchase of a new plane. He is looking for donations to match that so the organization can buy a larger plane that can ferry up to 100 dogs per flight. Now they are chartering planes, and have more dogs (and cats) that need flown than they are able to fly. The purchase of a previously owned Pilatus PC-12 would allow us to save an additional 7,000 shelter pets this year and double that number for 2016, explained Netanel. In addition to the plane, each flight costs thousands to execute and Wings of Rescue relies solely on donations to pay for each rescue flight. All pilots donate their time. New pilots are always needed as well because of scheduling conflicts. Pilots based in Camarillo and Van Nuys would be ideal, the passionate founder said. All dogs are clean and healthy and come in clean crates. Pilots don t have to worry about anything - volunteers coordinate departure and arrival of animals. Once they fly with us they re hooked, he laughed. They look at these little guys and think helping Wings of Rescue is the coolest thing. As someone who has fought since 1997 for tough sanctions against Iran to address the threat it poses to our country, and as someone who strongly supports our deep relationship with Israel, I am grateful that the Obama Administration has made Iran a high priority at a time when there are so many foreign policy and economic issues facing our country.

5 Business Legal News You Can Use By Steve Holzer EPA in retreat Nothing lasts forever, which is what the federal Environmental Protection Agency may be finding out. Formed in the very early 1970 s under President Richard Nixon, EPA for the last 45 years has become a sacrosanct agency, revered by environmentalists and feared by industry as ever tightening environmental regulations have taken hold. The agency truly has been on a par with the IRS and the Pentagon as a heavyweight exemplar of federal power. Now, however, the era of EPA primacy, if not coming to an end, is threatened both in the corridors of the law and the riverbeds of Colorado and New Mexico. The first blow to EPA s power came from the United States Supreme Court in Michigan v. Environmental Protection Agency, decided on June 29, In this case, the EPA enacted regulations under the Clean Air Act to govern coal- and oilburning power plants, with a view to reducing pollution emanating from such plants. EPA announced that its new regulations would benefit society from a reduction in regulated chemicals to the tune of about $4.6 billion a year. However, the cost of regulation would be about double that some $9.6 billion a year. EPA s position before the Court was that the agency did not need to consider costs vs. benefits when deciding whether to regulate an industry. Rather, the agency argued, it needed to factor in costs only as a guide as to how much regulation to impose. The Court, in a 5-4 decision, rejected this argument, saying By EPA s logic, someone could decide whether it is appropriate to buy a Ferrari without thinking about cost, because he plans to think about cost later when deciding whether to upgrade the sound system. While the vote was close, this was a stunning legal loss for EPA an agency unaccustomed to losing battles in the courts over the its authority. If that were not bad enough, last week an EPA-supervised response to waste from mining activity in Colorado went awry when an impound holding back contaminated water burst and dumped 1 million gallons of mustard-colored, metal-waste contaminated water into a tributary of the Animas (aka Animus) River. The flood of contaminated water has continued to the present, with over 200 gallons per minute pouring into the tributary, the river and it is feared ultimately downstream through towns all along the river in Colorado and New Mexico. The consequences are dramatic the towns along the river rely on the Animas for drinking water and farms along the river s route rely on the river for irrigation water. The affected communities are furious; and EPA has reacted, understandably, with embarrassment. To quote from an article on The Guardian newspaper website, First off, I d like to just say I m sorry for what s happened, David Ostrander, the EPA s head of emergency management told a standing-room-only crowd in Durango, Colorado Friday afternoon. This is a huge tragedy, and it s hard being on the other side of this, in terms of being the one who caused this incident. We usually respond to emergencies, we don t cause them, said Ostrander. The Supreme Court decision and the Animas River incident has given renewed ammunition to critics of the EPA, who contend that the agency has too much unchecked power and that the folks running the agency are not any smarter than the industries allegedly suffering from overregulation. Whatever the merit or lack thereof of those criticisms, the fact is that this is not EPA s finest hour and for the first time in its history the agency risks losing that which it must have to keep its primacy public confidence. Valley Home Prices on Rise Recent figures released for valley home sales point to a rise in both sales volume and sale prices. Home sales rose 13.4% in June and the median home price rose 5.5%. According to the San Fernando Valley Economic Research Center, based at CSUN, 1,567 homes were sold in June in the Valley, up from 1,382 sold in June Sales rose 30% in the Northwest Valley, while they went down 6% in the Southeast Valley. The median home prices for a single-family, detached home rose to $590,000, up from approximately $550,000 for prior months. This is up from a low of $347,500 in March William W. Roberts of the Center attributed the gains to the start of the summer homebuying season. It looks like sales this summer will be much improved over sales last year. I expect slow and steady price increases over the next six months, he said in the report. Mortgage defaults were down 13.7% from a year earlier. Williams said that the decline could indicate that the economic recovery is stronger than anticipated in the valley. Foreclosures are also down 22% from a year ago. Next month I will introduce legislation to impose sanctions on Iran designed to change its non-nuclear behavior. As to legislative specifics, I will vote for the Royce Resolution, H.J.Res. 64. Previously, I had urged opponents of the Agreement to pursue a different procedural strategy. It is now clear that Democratic and Republican opponents of the Agreement have united behind Royce s procedural approach, and I will join them. Not many places serving pizza can claim that an award-winning sommelier paired the wine list to the menu. But Flame Pizzeria is no ordinary pizza place. The creation of celebrity chef Richard Florczak, Flame also only offers six pizzas. The gourmet creations are made on a crust that he took five years to develop - filled with air yet crispy on the top. Even with only six offerings, there is something for every palate, and a wine to go with it. The Nadia is a spicy number with Arabiata sauce and shaved Parmesan cheese. The Lindsey (below) is the other end of the spectrum, a bianco pizza, but one with three different cheeses, chopped garlic, thyme, oregano, arugula and olive oil. The Lily offers red pepper add sundried tomato tapenade with feta and kalamata olives, while the margherita offers tomato sauce with fresh mozzarella and local basil. My favorite was definitely the Nana (at right) - the most interesting of all, with mozzarella, sliced potatoes, caramelized onions, Himalayan sea salt and truffle oil. There are extras you can add on if you wish, like mushrooms, sausage and the like, but my feeling is why mess with success? He s the chef, not me! Just from the menu you can see this is an upscale restaurant, not a place to bring a bunch of kids to load up on pizza and soda. In fact, Florczak designed it to be more like you were coming into his own home, with dark walls, low lighting, pieces that are from his own house, and the spectacular long wood bar which came out of the Henry Fonda Theatre. It s a tiny jewel tucked away on Vanowen where regulars come to dine, not eat. Florczak is passionate about his pizza, and it shows in every detail. Also on the menu are two salads, a fabulous antipasto starter, a lemon garlic chicken and a toasted almond cream cake that is out of this world. My recommendation? Make this your second home as well. Stick to the pizza, some wine and the dessert. You ll leave happy - and come back time and time again for more. Local Staging Area to Fight Fires Dedicated The Los Angeles Fire Department has dedicated their West Hills helicopter landing area in honor of former LAFD Chief Pilot Glenn V. Smith, who passed away in 2011 after a battle with cancer. The West Hills site is one of the City s 32 helispots which serve as landing areas for fire department helicopters to quickly take on fuel and water when fighting wildfires. The heliport is also used as an area to airlift medical patients during wilderness incidents. Pilot Glenn Smith was twice awarded the LA Fire Department s Medal of Valor during his long career with the department and was the first African American pilot at the LAFD. During the dedication LAFD also announced the beginning of the fire department s annual $3.5 million, 150 day contract for the Erickson Helitanker, a large helicopter capable of dropping 2,500 gallons of water at a time on wildfires, more than seven times the amount of regular LAFD helicopters. The helitanker also has an optional front-mounted water cannon that can shoot water horizontally at 300 gallons per minute. Councilman Mitch Englander, who participated in the dedication and announcement, said, With more than 20 fires currently burning in California, I am so grateful that our region has access to this vital equipment which will help our firefighters save many more lives. Why has the rate of nearsightedness increased by nearly two-thirds in people ages 12 to 54 years of age just during the past three decades? And, in several Asian countries, myopia rates in young people are far higher! A full 80 percent of 4,798 Beijing teenagers tested as nearsighted in a study published in the journal PLOS One in March. In a 2012 survey done in Seoul, nearly all of the teenagers in the survey tested nearsighted. The World Health Organization (WHO), who on a quest to quell the puzzling rise in myopia, convened a group of international experts to review the data. As Dr. Ian Morgan of Sun Yat-sen University in the Chinese city of Guangzhou, theorized genes combine with one s environment to influence eyesight, but since genes do not change that quickly, the fast increase is due to environmental causes. The hypothesis: Light in the eye hits a neurotransmitter called dopamine, which releases chemicals that prevent the growth of the eye that can lead to myopia. With myopia, the eye grows longer, so light doesn t focus the retina as it should, making more distant objects appear blurry. It is a great health concern! Severe myopia increases the risk of serious eye problems like retinal detachment, glaucoma and macular degeneration. Make sure your children are up-to-date on vaccines before sending them back to school. School-age children, from preschoolers to college students, need vaccines. Making sure that children receive all their vaccinations on time is one of the most important things you can do as a parent to ensure your children s longterm health as well as the health of friends, classmates, and others in your community. The Centers for Disease Control has online resources and tools to help parents and doctors make sure all kids are up to date on recommended vaccines and protected from serious diseases. Get your children to the doctor if you discover they need vaccines to protect them against serious diseases. What All Parents Need To Know To keep children in schools healthy, your state may require children going to school to be vaccinated against certain diseases, such as pertussis (whooping cough). If you re unsure of your state s school requirements, now is the time to check with your child s doctor, your child s school, or your health department. That way, your child can get any needed vaccines before the back-to-school rush. Disease Outbreaks Still Happen It s true that some vaccinepreventable diseases have become very rare thanks to vaccines. However, cases and outbreaks still happen. Those who are vaccinated against whooping cough but still get the disease are much more likely to have a mild illness compared to those who never received the vaccine. Making sure your children stay up to date with vaccinations is the best way to protect your communities and schools from outbreaks that can cause unnecessary illnesses and deaths. Getting every recommended dose of each vaccine provides children with the best protection possible. Vaccines for Your Young Children During the early years of life (newborn to six), your children need vaccines to protect them from 14 diseases that can be serious, even life-threatening. Parents who choose not to vaccinate their children increase the risk of disease not only for their own children, but also for other children and adults throughout the entire community.
