2 Preface The State of South Carolina has pursued a coordinated strategy that combines enhanced planning, innovative training, and realistic exercises to strengthen the State s emergency prevention and response capabilities. Training and exercises play a crucial role in this strategy, providing the State with a means of attaining, practicing, validating, and improving new capabilities. Many of the State s training and exercise programs are promoted and coordinated by the South Carolina Emergency Management Division (), in coordination with the South Carolina Law Enforcement Division (SLED), South Carolina Department of Health and Environmental Control (SCDHEC), South Carolina Department of Public Safety (SCDPS) and numerous county and local emergency response agencies. The schedule is designed to prepare the State to optimally address the natural and technical hazards it may face.

4 Purpose The purpose of the Multi-Year Training and Exercise Plan (TEP) is to provide a follow-on companion document to the Homeland Security Strategy. It is a living document that the State will update and refine annually. The Multi-Year TEP provides a roadmap for South Carolina to follow in accomplishing the priorities described in the Homeland Security Strategy. The Plan also identifies and defines key target capabilities associated with the priorities and the training and exercises that will help the jurisdiction obtain or validate those capabilities. Included in the Multi-Year TEP is the training and exercise schedule which provides the proposed activities scheduled through It is representative of the natural progression of training and exercises that should take place in accordance with the building-block approach. Accordingly, this document fulfills s requirement to provide annual training guidance to county emergency management offices and state agencies as outlined in SC Regulations 58-1 and The Multi-Year TEP lays out a combination of exercises that progressively build (along with the associated training requirements) to address the priorities identified in the Training and Exercise Planning Workshop (TEPW). A progressive, multi-year exercise program enables organizations to participate in a series of increasingly complex exercises, with each successive exercise building upon the previous one until mastery is achieved. Further, by including training requirements in the planning process, organizations can address known shortfalls prior to exercising capabilities. 1

5 Program Priorities State of South Carolina From 2003 to 2013, SLED has conducted assessments of homeland security related threats, vulnerabilities, risks and capabilities to address them. The most recent assessment was done in association with the 2013 Threat and Hazard Identification and Risk Assessment (THIRA) process. Using the capabilities assessments, the 2013 Homeland Security Strategy, and the previous year s exercise After Action Report/Improvement Plan findings, the State identified five (5) priorities and associated capabilities on which to focus its planning, equipment acquisition, training, and exercises. During the course of the next three years, the number of times each priority & capability is targeted for exercise is indicated in parenthesis (#) after the associated priority or capability below: I.
