3 Onsite safety is of primary importance The chemical site is enclosed by a 25-kilometer-long safety fence. Three gates are manned by the site security service; eight additional gates are equipped with automatic entry-control systems. Security measures taken include a gate security and patrol service. Our onsite security department can investigate cases of theft, burglary, damage to property, misuse of documents and breach of environmental laws upon request of our customers. We can undertake the inspection of the transportation of dangerous goods, the signing-in of visitors and the issuing of identity cards and entrance permits for vehicles. Our firefighters are on standby around-the-clock. Present in two fire stations, they guarantee a high level of security for both people and property. We will be glad to advise you on questions of fire prevention equipment or help you in training your employees. Both the site safety department and the fire brigade are overseen by our computer-supported safety headquarter. All emergency calls and alarms are handled here. This enables us to coordinate the activities of our safety and security branch from a central location. Communication links exist to the district control center of the Saalekreis as well as to all companies located at the chemical site Leuna. The network of pipe bridges is one of the lifelines of the site, and is also available to you. Furthermore the chemical site Leuna is the owner and operator of a main road network including drainage and traffic equipment as well as lightning installation. Our dispatching center is well-located for an easy access to road traffic. It has direct connections to both highways and the motorway network. Main activities Checking of entry/exit via vehicle and personnel gates; Signing-in and switching of guests and visitors; Issuing and administration of identity cards; Issuing and administration of driving and parking permits; Patrolling at the chemical site Leuna; Regulating of the traffic including driver-guide services for heavy and special vehicles; Entry inspection of all hazardous-cargo vehicles; Actions in the event of accidents or catastrophes: - Driver-guide service for external services (fire brigades, ambulance service), - Cordoning-off of accident areas; Acquisition of data on traffic accidents inside the chemical site Leuna; Providing safety consultation and advice; Investigation services in the fields of: - Criminal law, - Employment law, - Environmental protection, - Plant disruption Services offered Linkage of alarm system to work safety/security center; Responding to alarms; Linkage of technical alarm systems (water, temperature, pressure, etc.); Transporting money and valuables; Special patrolling measures; Patrol service for strategic areas, including checking of proof-of-purpose documentation; Protection of personnel and transport; Lock-up service: locking of buildings, setting of alarms; Administration of keys; Issuing and administration of parking permits; Provision of identity cards, for example, for internal access control facilities; Status: January

5 Management of access control facilities; Emergency service for people trapped in lifts (TÜV-qualified personnel). 2. Fire brigade 2.1. Main activities Deployment of crew and equipment - For fire-fighting purposes, - For technical assistance, for example in cases of spillage, environmental risk, burst water pipes or other critical situations; Implementation of fire-safety inspections in accordance with the laws of the state of Saxony-Anhalt and in co-operation with the authorities responsible; Advice on questions of fire-safety technology; Connection of fire alarm system to that of fire service headquarters; Provision of operating resources; Organization of co-operation with district control center of the Saalekreis, the Emergency Medical Services of Merseburg-Querfurt as well as with external fire brigades using the existing dedicated lines; Rescue and transportation of sick people or those injured in an accident; Operation of a siren system for alarming on incident; Warning neighbouring plants of events as per the customer s company alarm and hazard defence plan Services offered Technical assistance with the support of necessary vehicles and equipment; Testing and repair of portable fire extinguishers, hoses and water-bearing instruments; Testing of extinguishing devices, sprinkler systems and fire escapes; Maintenance and testing of breathing equipment as well as safety and rescue harnesses; Renting of breathing equipment, hoses and water-bearing instruments; Basic and repeating instructions in respiratory protection according to BGR 190; Assistance in training employees in preventative fire protection measures and the use of fire extinguishing equipment.
