1 Referring customers to drug and alcohol treatment and working together for recovery Information for the london work programme providers August 2012 THE EVIDENCE Studies have shown that up to 80% of problem drug users are unemployed yet work has been shown to be an important component of rehabilitation and reintegration into society, reducing the risk of relapse. More problematic drug users in work should mean more people successfully achieving recovery and exiting treatment, and a reduction in crime... Perhaps more importantly, most unemployed drug users want to work and recognise its significance for building a normal life. Once in work, recovering drug users have been found to be good employees. Working Towards Recovery: Getting Problem Drug Users into Jobs (UK Drug Policy Commission, December 2008) THE PRINCIPLE: JOINT WORKING FOR SHARED OUTCOMES The Work Programme supports a wide range of participants on different benefits. Beyond the Work Programme, and in conjunction with it, there are a range of national programmes, schemes and s that support unemployed people into work and help them address any barriers to work that may experience. These include well-established drug and alcohol treatment s in each London borough who are experts at supporting people to achieve recovery from drug and alcohol dependence. From April 2013, the commissioning of drug and alcohol treatment s will be the responsibility of local Health and Well Being Boards convened by Local Authorities, under the provisions of the Health and Social Care Act. Funding will pass down via the local Public Health Grant, and there will be an opportunity for local areas to bring together a range of resources and to align the commissioning of drug s with other crucial reintegration s such as housing, employment and family support. The National Treatment Agency (NTA), whose key functions will move to Public Health England from April 2013, Department for Work and Pensions (DWP), drug treatment providers and the Work Programme prime providers share interdependent outcomes: to help drug users overcome drug dependence and find sustained employment. It is acknowledged by all partners that these outcomes will be more effectively delivered by joint working at both a strategic and delivery level. This means maximising a joint care planning and management approach which integrates treatment and employment within a flexible localised framework. As well as establishing joint working es on the ground, Work Programme providers are strongly encouraged to work with local substance misuse strategy and planning groups to ensure that local priorities to address both worklessness and substance misuse are aligned. Of course, Jobcentre Plus representatives are also key partners. The key contact for the Work Programme in engaging with local drug strategy and commissioning is the Joint Commissioning for Substance Misuse, whose contact details for each borough are overleaf. THE PROCESS: THE JOINT WORKING PROTOCOL AND WORK PROGRAMME PROVIDER GUIDANCE What is also crucial, as a basic working principle, is that Work Programme providers are confident in referring customers to local drug and alcohol treatment s once substance misuse is identified as an issue. Since April 2009, drug and alcohol treatment providers have been working closely with JCP to offer a more joined up approach to addressing the employment related needs of people in treatment. JCP has also been making referrals to treatment providers when they have identified drug misuse as a barrier to employment. The es behind this work were embodied in the Joint Working Protocol for Job Centre Plus and Treatment Providers published in December There are now many examples of closer working between JCP, drug and alcohol treatment commissioning groups and treatment providers, both across London and nationally. The NTA and DWP are working on an updated protocol to support the development of a similarly close working relationship between Work Programme Providers, JCP and the drug and alcohol treatment sector. This is crucial if we are to ensure that the intensive support s that will be required to deliver employment s to this group are aligned with the support that drug and alcohol treatment providers are delivering. 1
2 This updated protocol is expected to be published in October It will outline the principles for joint care planning and case management, and referral es. The Work Programme Provider Guidance (in Chapter 13) gives a full overview of how those on the Work Programme can access different programmes, grants and s. The section on substance misuse treatment s makes it clear that Work Programme providers are expected to make direct referrals to local substance misuse s where substance misuse is a barrier to work and the client is not already in specialist treatment. Note that local treatment s do not have to be part of the Work Programme supply chain to receive these referrals. Colleagues at DWP and the Work Programme Provider Guidance have confirmed this: The focus of the government s national drug and alcohol strategy ( is on the support that people need to recover from their substance misuse. It emphasises the importance of employment as a key outcome of drug treatment with evidence indicating that getting a job helps to secure and sustain the gains made whilst in treatment. The role of drug and alcohol treatment providers is to provide a range of psychological interventions, depending on the needs of the individual, some of which may be more intensive in duration and requirement. As part of the care planning that takes place in treatment, people will be encouraged to address the range of needs that are related to their substance misuse agree and goals, including those related to education and employment. Any actions agreed (between the work programme and the) customer need to be proportionate to the activities claimants are required to undertake as part of the treatment programme, some of which may require intensive medical or psychological interventions. Links should be made with local treatment providers so that Work Programme staff know where to refer a claimant to, who is not in treatment, but has a substance misuse problem. THE SINGLE POINT OF CONTACT (SPOC): REFERRAL TO TREATMENT AND BEYOND The guidance also suggests that Single Points of Contact (SPOCs) are established for each partnership (in London, each borough) so Work Programme staff can easily make referrals to treatment. SPOCs were developed several years ago for JCP to use, and in London we have worked with local drug and alcohol treatment commissioners to develop a current list of working SPOCs (contained in this document). Local commissioners have confirmed that these treatment provider contact details are the points of contact that Work Programme providers should use when referring clients with substance misuse problems who are not already in contact with treatment s. This referral should initially be made by telephone to the number listed. The SPOC provider will normally be part of the local treatment system, and is expected to be able to make an appointment for the client over the phone there and then, giving the date, time and address of an appointment for him/her to attend in person and be assessed for drug and/or alcohol treatment. Local information sharing agreements and es need to be in place so agencies can inform each other about attendance at appointments. As treatment begins, the work programme and treatment keys will want to share care-planning information to support the best possible outcomes for recovery and employment. More detail and examples of how these joint es can work successfully is expected to be contained in the updated Joint Working Protocol.
