Available industrial spaces in the coastal counties are between 40% (for warehouses/distribution) to more than 100% (for R&D/flexible spaces) more expensive than in the San Bernardino - Riverside metro area. The lower vacancy rates in the coastal counties also mean fewer choices in general. Labor costs in San Bernardino County tend to be lower than those in the coastal counties. Many of the residents who commute to coastal counties for work are willing to accept lower pay for jobs closer to home. Most business activity within the County takes place in the more urbanized areas which tend to be within the boundary of one of the County s 24 incorporated cities or towns. With regard to taxes, permits and licenses, there is a general consistency between the cities/ towns and the unincorporated areas as to which items will be required to start business operations but fees and taxes will tend to vary. 4 BUSINESS ASSISTANCE DEPARTMENT OF ECONOMIC DEVELOPMENT The Department of Economic Development provides a variety of programs and services designed to attract new industry to the County as well as retain existing businesses, with the ultimate objective of maximizing employment opportunities and increasing capital investment in the area. The Department offers a variety of incentives, financing programs, demographic and statistical information. It provides technical assistance, referral services and financing resources. The Economic Development Department as well as Fire, Planning and Building and Safety all worked together to help make the project a success. - Matt Englhard, Vice President Alere Property Group SITE SELECTION ASSISTANCE The Department of Economic Development offers free site selection assistance to new and existing businesses within the County. This assistance consists of a confidential site search for available properties based on specific client-provided site criteria, as well as coordinating site tours with real estate brokers and developers. MARKET ANALYSIS ASSISTANCE The Department offers free market analysis and demographic information in the form of the following customized reports and maps: Market profile and analysis Demographic and income profile Housing profile Retail goods and services expenditures Retail marketplace profile Business summary Standard site map Aerial map PERMITTING ASSISTANCE The Department can offer assistance with obtaining County land use permits to businesses. This service includes coordinating permits with various development-review departments and providing expedited permit processing and plan check. SEAMLESS DEVELOPMENT OPPORTUNITIES The County provides seamless development opportunities by having one main contact in the County s jurisdiction to facilitate development. TRAINING PROGRAMS WORKFORCE INVESTMENT BOARD The San Bernardino County Workforce Investment Board (WIB) is committed to meeting the on-going hiring needs of businesses. The WIB offers assistance to businesses through on-the-job training reimbursement programs and tax credits. They specialize in customized employment services including job recruitment and pre-screening processes to help meet the unique hiring needs of any business. Workforce Recruitment Services: Customized recruitment services for businesses Work Opportunity Tax Credit (WOTC): Federal tax credit provided to employers based on the number of hours of employment Welfare-to-Work Tax Credit: Program designed to assist welfare recipients to obtain or prepare for employment On-the-Job Training (OJT) Incentives: Provides a reimbursement of up to 50 percent of the wages paid over a set training period for eligible new hires Customized Training Programs: Training for currently employed workers In the past year, the Department of Economic Development and WIB partnered with the business community, educators and laborers to identify and meet the needs of the business community by providing a skilled and growing workforce. Benefits of the FTZ include: Assistance in facilitating and expediting international trade Assistance in attracting international activity and encouraging retention of domestic activity No duty is paid if the merchandise is exported directly from the zone There are no duties or quota charges on re-exports Customs duties and federal excise tax are deferred on imports until the cargo is removed from the zone Foreign goods and domestic goods held for export are exempt from state/local inventory taxes A strategic link and ease of access to local, regional, national and international markets Permissible activities in the Foreign Trade Zone include: Foreign and domestic merchandise may be stored within the zone for an unlimited period of time, thereby avoiding duties and taxes for product handling Merchandise may be opened, sampled, examined, assembled, mixed, cleaned, labeled or repackaged within the zone Waste materials and damaged or valueless merchandise may be destroyed and disposed of within the zone to avoid duties EB-5 Visa: Attracting Foreign Investments The EB-5 Program aims to promote investment opportunities in the County and bring much needed capital to grow area businesses. The Regional Center program allows a designated entity to offer an EB-5 U.S. Visa as part of an incentive package to attract foreign investors into project areas within the County of San Bernardino. This program brings capital and jobs into the local economy. Under current U.S. law, foreign investors seeking legal permanent residency through investment may commit to a minimum of $500,000 to a targeted project within a Regional Center to apply for an EB-5 U.S. Visa. If approved by the U.S. Customs and Immigration Service (USCIS), foreign investors are granted a conditional two year green card. After two years, the investor must provide proof that ten jobs within the region have been created as a result of the investment. This program combines recycling with economic development to divert waste from landfills while growing business and creating jobs. San Bernardino County has four RMDZ s: San Bernardino County Zone Administrator Chino Valley Zone Administrator High Desert Zone Administrator Hesperia Zone Administrator The Community Development and Housing Department s Housing Division works to improve the quality of life for residents throughout the County by administering a wide range of programs funded through the U.S. Department of Housing and Urban Development (HUD). Funding sources include the Home Investment Partnership Program (HOME), Community Development Block Grant (CDBG) and the Emergency Shelter Grant (ESG) program. HOME assists in the provision of affordable housing through gap financing for multi-family housing construction through the Affordable Housing Development Loan Program (AHDLP). ESG provides temporary housing assistance in the form of short term rental and utility payments as well as transitional housing.
