1 TOWN OF STRATFORD Request for Proposals Waterfront Park and Gateway Landscape Design I. Background The Town of Stratford is the third largest and fastest growing municipality in P.E.I. Stratford has embraced the concept of Sustainability and has a vision of a future where: residents social, physical and spiritual needs are met, where our culture is diverse and thriving, where our heritage is protected and celebrated, where our natural environment is protected and respected, where there is a thriving local economy and where there is an open, accountable and collaborative governance system The Town of Stratford has a plan to build the best community possible based on our sustainability principles (which are articulated broadly in the vision statement above); a performance management system to ensure that we manage our resources and activities in a way that will move us continually towards the future state that we envision; and the meaningful engagement of residents and stakeholders in the decision making process. In 2005, the Town embarked on a comprehensive planning process for the core area of the Town which is largely undeveloped. In 2008, Ekistics Planning and Design completed a plan for the core area. Council subsequently adopted a subsidiary Official Plan for the core area, together with amendments to the Zoning and Subdivision Control Bylaw to implement the plan. Copies of these planning documents can be found at The development of a linear park on the Stratford waterfront and the beautification of the main entry into the Town at the Hillsborough Bridge (the gateway) are contemplated in the core area plan. The first phase of the development of the waterfront core area was completed last year and there was a 0.92 acre linear park on the waterfront deeded to the Town as part of this development. There will be a further dedication of approximately 0.81 acres of linear waterfront parkland dedicated to the Town when the next phase of the waterfront core area is developed. These are shown on the map included as Appendix A. It should be noted that a portion of land that will be adjacent to the linear park deeded in phase II of the waterfront core area is zoned Waterfront Public Space with the idea that limited development, that is complimentary to the waterfront park and that will attract people to the waterfront, is what will be allowed on that parcel. In essence, you should not be able to tell where the public park ends and where the adjacent private development starts. In the 2014 capital budget, Council has allocated $200,000 towards the completion of this work.
2 II. Project Description The Town of Stratford is seeking the services of a qualified consultant to develop conceptual designs, in collaboration with residents, for the waterfront linear park (phase I and II) and gateway. The successful bidder will also develop tender drawings and specifications for the development of the first phase of the waterfront linear park on the 0.92 acre parcel of land that is owned by the town and the beautification of the gateway. At a minimum, the detailed design shall include: the development of the phase 1 park including: o a linear walkway connecting Harbourview Drive and Shepard Drive on one end and making provision to connect to the phase II waterfront parkland on the other end, which in turn will connect to the newly developed section of the Trans Canada Trail located on the treatment plant side of the phase II parkland. o landscaping around and a connection to the Diversity Fountain, which is an approved PEI 2014 project, that will be installed in the waterfront park in vegetative screening of the sewer treatment plant which is located between the waterfront core area and the gateway. an enhanced gateway with landscaping and a gate like feature (a physical structure(s) that creates a sense of arrival and welcome to the Town). The gate like feature shall be consistent with our branding and shall incorporate remotely operated digital reader board signs that can be seen when you are entering and when you are leaving the Town. The successful consultant will reflect our sustainability principles and community engagement approach in their work on this project. III. Consulting Services The consultant will provide the necessary landscape design and community collaboration process to enable the Town to decide on conceptual design and then tender the implementation of the phase 1 park, treatment plant screening and gateway enhancements including, but not limited to, the following: A review of pertinent data, site conditions, plans and bylaws, and planned projects like the adjacent Trans Canada Trail, the development of phase I of the waterfront core area, the installation of the Diversity Fountain, the preliminary design work done on the phase I park by CADC and the planned upgrade to the sewer treatment plant; A comprehensive public engagement strategy for the conceptual design phase to meaningfully and collaboratively engage residents and stakeholders in the design process. Draft conceptual designs for consideration by the Town; Final conceptual design based on feedback from the Town and from stakeholders; Detailed design, specification and tender documents for the development of the phase I park, the treatment plant screening and the gateway enhancements.
3 Instructions and Clarifications Three copies of each proposal, titled Waterfront Park and Gateway Landscape Design must be submitted in a sealed envelope no later than 12:00 noon on Friday April 4 AST to: Town of Stratford, 234 Shakespeare Dr. Stratford, PE C1B 2V8 Questions on the proposal may be directed to Robert Hughes, Chief Administrative Officer via at rhughes@townofstratford.ca, via telephone at or via facsimile at By submitting a proposal or bid, the vendor hereby grants a license to the Town to distribute, copy, print or translate their proposal or bid for the purposes of evaluating the bids. Late or faxed proposals will not be accepted. The Town of Stratford reserves the right to accept or reject any proposal submitted, and is not obligated to enter into a contract on the basis of any proposal submitted in response to this proposal request. No payment will be made for costs incurred in the preparation and submission of a proposal response to this RFP. IV. Proposal Submission Proposals shall, at a minimum, include the following: a general description and history of the main consultant and any sub-consultants and a detailed curriculum vitae for each individual that will be involved in the project. a description of similar projects carried out by the individuals that will be involved in this project which demonstrates that the consultant is qualified for this project. a description of at least three recent projects successfully completed by the consultant that demonstrates the consultant s ability to carry out this project and the contact information for a reference for each project listed. a description of how the project will be carried out including the methodology proposed for engagement of residents and stakeholders in the conceptual design process and a description of how you will incorporate the Town s sustainability principles into the design. the resources dedicated to the project including the seniority and current workload of project team members, the priority the project will have with the consultant, the estimate of time allocated by each member of the team and a proposed schedule; any local knowledge that the consultant deems relevant including knowledge of the Town and any other information that the consultant can provide to help the Town in the selection of the consultant; a firm price for the completion of the work, an estimate of any anticipated expenses, hourly rates for the individuals involved for any additional work that might arise out of this project and a proposed payment schedule;
4 an estimate of any requirements of the Town for additional information, meeting space, advertising, meetings etc. proof of consultants current liability insurance coverage which shall not be less than $2,000,000 per incident. V. Proposal Award The evaluation will be carried out by representatives of the Town on the basis of the factors noted in the following Table.
