2 Air pollution & health: key facts Air pollution is a major environmental risk to health. Urban air pollution is estimated to cause 1.3 million deaths worldwide per year. Short and long term exposure to airborne pollutants enhances mortality and morbidity. Air pollution reduces life expectancy (e.g. 9 months in Europe). Prevalence of asthma in children aged years (Pearce et al., 2007) Singapore 24% USA 18% Taiwan 13% Malaysia 12% Hong Kong 11% Lung cancer Cancer related deaths have increased from 15% to 27% in the last 30 years, with lung cancer the leading cause of cancer in men and the second in women. (Seow et al., 2004)

12 Singapore counts with a widespread air quality monitoring network But, we do not know: The precise location of the stations Neither the pollutants monitored in each station And: Real time data (i.e. hourly concentrations) are not available. As well as records from past years.
13 More air pollution data have been published since a year ago Before Aug-2012 Daily PSI and annual average pollutant concentrations From Aug-2012 to Jun-2013: Trice per day 24-hour average PSI and pollutant concentrations Hourly rolling average concentrations From Jun-2013: 24 hour: PSI, SO 2, PM 10 and, PM hour: O 3 and CO 3 hour: PSI based only on PM 10 1 hour: NO 2
14 An important improvement on air quality information after the smoke haze Rolling averages smooth out short term fluctuations and highlight longer term trends. They may cause concern, when they turn to be out different from what people observe like during the past smoke haze event.

17 Singapore PM 2.5 levels are not among the highest, neither among the lowest 2007
18 What about the smoke haze? The worst air pollution episode ever in Singapore. During three days PM 2.5 exceeded 10 times the WHO s guideline (25 µg m 3 ) Max. 3 h PSI reading (Jun 12h) PSI = 401 PM 10 = 501 µg m 3 PM 2.5 /PM 10 = 0.8 PM 2.5 = 400 µg m 3
19 Which were the smoke haze s causes? From Jun to Sept the dry weather associated with the Southwest monsoon creates fire prone conditions. NASA EOS, 2013 Singapore Unusually widespread wildfires raging across Sumatra. The majority occurred in Riau at 200 km from Singapore. Winds blowing directly from the Riau. It is an annual occurrence since 40 years ago.
20 However, the real drivers stem from: Economic and political conditions Oil palm & pulpwood plantations create employment and drive up incomes in the province. Lax enforcement against illegal logging. Burning is often used to clear the land as it is the cheapest and fastest way to get the job done. Large companies take advantage and may be laundering dirty palm oil and paper into global markets.

22 Authorities' response: Quick to public calls Great support at ground Strong efforts to look for diplomatic ways to stop the fires and enforce legal actions A contingency plan to manage the adverse effects was not evident. No orders to reduce or stop industrial activities and construction activities, neither to close schools were declared. Only recommendations of staying indoors and avoiding heavy outdoor activities. No real time information (i.e. hourly data) of pollutant concentration was published.
23 What about the N95 masks?
24 What can we do? As country, be better prepared when the smoke haze inevitably return. Invite academic institutions (e.g. NUS) to study the smoke haze and its economic, social, environmental and health costs. Learn from Sweden s example of solving acid rain back in 1970s and 1980s. Hard Rain Project Media and NGO can help to disseminate the scientific information and raise public awareness.
25 In conclusion: Air quality is an issue, even in Singapore. And not only during smoke haze events. Erik Velasco
