4 1. Objectives Make Germany more attractive as a location for production and logistics Roadmap to enhance the competitiveness of the logistics industry and Germany as a logistics centre. Use and strengthen the logistics and transport industry as a locational factor and growth industry. Contribute to economic structural change and sustainable development. Enhance the efficiency of the entire freight transport system More efficiency means: greater focus on requirements, more economic efficiency, clear orientation towards the future. 4

The structured dialogue 1/2 Six thematic workshops held with the following key questions: Intelligent freight transport logistics What contribution can information and communications technology make? Training as a key factor What contribution does responsive training make towards enhancing the competitiveness of businesses? What infrastructure does Germany require, as a location for logistics and business, in order to ensure future competitiveness? How can reliable financing of transport infrastructure be ensured? 7

The structured dialogue 2/2 Six thematic workshops held with the following key questions: How can market access and conditions of competition for the freight transport and logistics industry be improved on a lasting basis? Innovation, efficiency enhancement, climate change mitigation and environmental protection in freight transport and logistics 8

Results of the analysis Shape and use existing infrastructure in a more intelligent, efficient, safe and secure manner Rising bottleneck effects at the logistics hubs Increased establishment of high-capacity gateways (seaports/airports and terminals) Increasingly successful positioning and constant increase in the importance of logistics centres (supplier parks/industrial estates, freight villages) Find an environmental friendly way 10

Results of the dialogue 1/3 27-point paper with implementation proposals Segregate passenger and freight traffic on busy routes and at busy hubs Analyze and derive possible measures construction, organization/operations Evaluate the measures in terms of effects/impact Create truck parking facilities on busy sections of federal motorways where required and make more efficient use of them Federal Ministry of Transport should develop a national strategy with the participation of federal states and local authorities Launch research and pilot projects to optimize the use of parking facilities by the deployment of new technologies 11

Results of the dialogue 2/3 27-point paper with implementation proposals Improving job and career opportunities in logistics Develop a strategy for better communication of career opportunities (-> industry) Create a national web portal with information for graduates, further training and information on courses, job advertisements, self-presentation by businesses. Review and, if necessary, reassess the projects that are designed to improve the hinterland connections of seaports and inland ports. Step up the promotion of efficiency-enhancing research projects on innovative seaport technologies Analyze measures to optimize administrative procedures at terminals. 13

Measures 1/5 A Making optimum use of transport infrastructure shaping transport to make it more efficient A 1 Develop and deploy more traffic management systems on busy sections of federal motorway A 2 Standardize and link up the traffic management systems on federal motorways nationwide A 3 Speed up implementation of the Development programme to increase the number of parking areas at service stations and rest areas on federal motorways A 4 Continue and intensify the measures to tackle congestion by optimizing roadworks management A 5 Provide traffic information and communications services for heavy goods vehicles on the motorway network by using toll information (value-added services) A 6 Develop a strategy to speed up introduction of the European Train Control System (ETCS) on freight corridors in Germany A 7 Develop a national ports strategy A 8 Develop a national airports strategy A 9 Take concerted action with shippers and the freight transport sector to stagger freight traffic (extending ramp times) 16
