1 Emergency Programme Officer (WASH - Philippines) Ref: IEPOWASHPH Job Description Job Purpose The WASH Emergency Programme Officer (WEPO) will contribute to the delivery of effective and high quality humanitarian programming in the Philippines following Typhoon Haiyan. Working with partners is central to CAFOD s humanitarian response and the WEPO will play an important role in the delivery of the Philippines emergency programme by the provision of WASH technical support to Philippines emergency response partners WASH programmes. The WEPO will help our partners to deliver quality programming by providing technical support and training; assisting in the development and implementation of monitoring frameworks and ensuring that cross-cutting issues including gender, protection and accountability are addressed. As the programme develops they may work with partners to improve and develop their technical capacity to prepare for, mitigate the impact of, and respond to disasters. Job Scope Provide technical expertise to NASSA and other CAFOD partners in the implementation of WASH response work, ensuring compliance with international standards. Manage National staff in the implementation of the WASH programme. The WEPO will manage the technical aspects of proposal development and design of the WASH programming, and contribute to the technical aspects of the report writing requirements of the WASH programme. They will be responsible for ensuring the monitoring of the WASH programme including budget monitoring and will participate in coordination at WASH cluster and camp/field level. Accountability The post holder reports to the Philippines Emergency Programme Manager. The role will manage national WASH staff. This role does not have budget responsibilities. Key Responsibilities Emergency response to the relevant humanitarian standards; Conduct and coordinate ongoing needs assessments, surveys and studies to inform project evolution; Develop, document, and implement written protocols and standard operating procedures for water and sanitation and hygiene programme; Conduct initial and in-service training for water sanitation and hygiene workers; Oversee management of National Water, Sanitation and Hygiene staff. Programme quality, systems and standards Establish and maintain a regular system of project monitoring and evaluation; In coordination with the partners finance departments, ensure adequate budget forecasting and monitoring; 1/5 Nov-13
2 Ensure the timely submission of technical and activities reports from partners and from field personnel; Timely and accurate proposal and report writing in accordance with donor requirements. Representation and communication Collaborate, plan and negotiate with government officials to fulfil water and sanitation needs for IDPs, host communities and returnee villages; Attend cluster, sub cluster and management and coordination meetings, informing and influencing decision making, planning, monitoring and evaluation of WASH activities. International travel and work Undertake frequent travel within the Philippines/wider region, connected with the achievement of strategic objectives and to undertake the above tasks sometimes in insecure environments and at short notice. This list of duties and responsibilities is by no means exhaustive and the post holder may be required to undertake other relevant and appropriate duties as required. 3 Key Competencies Essential Job Specific Requirements Degree in Civil Engineering or related Engineering degree OR equivalent professional experience in a relevant field Experience of designing and leading WASH technical interventions Proven experience of working with local partners in the delivery of humanitarian programmes and good capacity building skills Demonstrated experience of working with humanitarian standards (e.g. Humanitarian Charter, SPHERE, Red Cross and Red Crescent Code of Conduct, HAP) and a commitment to best practice Experience of writing, reviewing and analysing programme and donor proposals and reports Experience of preparing and monitoring budgets Fluent in written and spoken English Ability to work and travel in potentially insecure and difficult environments and to manage one s own personal security. Desirable Job Specific Requirements Knowledge and experience of Philippines Proven experience of working with local partners in the delivery of humanitarian programmes and good capacity building skills, in more than one humanitarian context. 4 Terms and Conditions Contract An unaccompanied 12-month fixed term contract, including a six-month probationary period, potentially extendable subject to funding. Salary Grade P: Starting salary 29,247 per annum with annual increments up to 32,492 Hours 35 hours per week. Normal CAFOD office hours are 9.30 to 5.30 with one hour for lunch. This post will require some weekend and evening work for which time off in lieu may be taken. Holidays 20 working days per annum plus statutory holidays plus 6 days determined by CAFOD at Christmas/Easter. Notice period Three months either way after completion of the probationary period. Pensions There is an optional contributory pension scheme (10% employer and 5% employee contribution). Alternatively, CAFOD will make a similar contribution to a Personal Pension Plan. Other benefits Insurance cover, Employee Assistance Programme and the Right to Buy Annual Leave of up to 10 additional days.
