The Police Captain performs complex and highly responsible planning and supervisory duties associated with the crime prevention and law enforcement activities of the City. Responsible for division supervision; implementation of departmental policies and procedures; oversight of law enforcement activities; planning, budgetary support, and other administrative or operational processes. Prepares, coordinates, implements, and monitors operational plans and orders, recommending priorities for allocating critical resources of the department. Assists in the coordination of department activities with other City officials or outside agencies; serves on law enforcement and public safety related committees as well as boards and panels as assigned by the Chief of Police. Monitors laws, rules, and regulations and evaluates administrative and operational activities to ensure compliance. Addresses internal and external complaints or problems and resolves issues by meeting with law enforcement individuals, public citizens, or groups. Participates in and facilitates the timely and effective operation of the Department s internal investigation and disciplinary system. Performs special projects as assigned; provides responsible and complex administrative support to the Police Chief. The Police Captain works within broad policy and organizational guidelines; independently plans and implements projects; and reports progress of major activities through periodic meetings. Maintains awareness of new trends and developments in the field of law enforcement and crime prevention; incorporates new developments as appropriate. Serves on community and specialized boards and committees as requested by the Chief. Assumes departmental command during the absence of the Police Chief as assigned. In addition to management responsibilities, Police Captains maintain annual certification as Police Officers and are able to respond to any police action as well as perform all Police Officer functions. Essential Functions: Provide Leadership and Management Oversight for Assigned Division (40%). Provide leadership and the day-to-day administration and supervision of police activities within assigned Division. Formulate and direct strategies to meet the agency s Neighborhood Policing Initiative using statistical data and feedback from employees. Supervise assigned sworn and civilian staff, including selecting or recommending selection of division staff, assigning and evaluating work, coordinating work activities/assignments, counseling employees, participating in the investigation and reporting of employee misconduct, and taking appropriate disciplinary action, including participating in internal disciplinary and/or Fire and Police Practices Commission hearings as required. Ensures subordinate employees are developed appropriately to prepare for succession planning within the agency. Page 1 of 5
2 Communicates with employees under their span of control to ensure good cyclical department communication to enhance the agency s performance. Review and approve time cards and authorize leave requests. Conduct staff or division meetings to exchange information; attends, and schedules personnel to attend, in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills. Administrative Division: Manage all departmental administrative, training, public relations and community outreach functions, in addition to supervising the Communications Center Commander. Researches and applies for grants to retain additional police services and/or personnel. Facilitate research into new police technology and equipment to determine suitability for implementation. Spearhead operational efficiency research and coordinate personnel in the acquisition of data necessary to make department-wide adjustments in work practices. Responsible for the budgetary function of the department which includes developing budget strategies in conjunction with the Chief of Police, communicating with other Captains regarding equipment and training needs for their divisions, and communicating with OMB on the final budgetary recommendations. Field Operations Division: Manage all Field Operations Division functions to include the activities of all Field Operations Platoons. Provide control and standardization of all operational procedures; including manpower allocation, scheduling, staffing, organization, methods of patrol, patrol coverage, deployment and special patrol activities. Responsible for the production and collection of law enforcement intelligence, and coordination and dissemination of actionable intelligence to the proper line unit commanders. Supply the essential information and intelligence needs of the Chief of Police. Coordinate and utilize statistical data and input from Crime Analysis and subordinates to formulate effective and efficient strategies for Field Operations involvement in the Neighborhood Policing Initiative, to reduce crime and disorder, and to promote traffic safety. Serve as a direct line of communication to the Command Staff about issues impacting field operations and establish good working conditions. Coordinate the agency s awards and recognition program. Investigations Division: Manage all Investigations Division functions including Criminal Investigations Sections of Crimes Against Persons, Crimes Against Property, Family Crime Unit, federal task force officers, as well as the Vice and Narcotics Section. Manage all Victim/Witness Advocate functions and responsibilities. Serve as a direct line of communication to the Command Staff about issues impacting the Investigations Division, and establish good working conditions. Facilitate agency strategies to mitigate crime through: development of an effective informant base; through the production, collection and use of law enforcement intelligence; research of habitual and predatory offenders; and developing alternative and coordinated methods of reducing recidivism. Provide timely information to the Command Staff on investigations and intelligence from specialized task force members that impact on the department. Professional Standards Division: Manage all aspects of the internal investigation and adjudication functions efficiently and represent the department in appeals to and other business before the Fire and Police Practices Commission. Establish strategies and processes to ensure the timely resolution of complaints and supervisor investigations, and ensure fairness throughout the processes of investigation and adjudication. Manage all functions related to the recruitment and hiring of departmental personnel. Ensure the department s recruitment plan, strategies and initiatives are consistent with the City s EEO Plan and are executed consistently with that plan. Serve as a direct line of communication to the Command Staff about issues impacting the Professional Standards Division and establish good working conditions. Page 2 of 5
3 Support Division: Manage all support division functions to include Traffic, Warrants, Animal Control, School Resource, and Community Response Team Sections as well as overall management and coordination of special teams such as SWAT, Crisis Negotiation and Dignitary Protection Teams. Serve as a direct line of communication to the Command Staff about issues impacting the support division and establish good working conditions. Utilizes statistical data and input from Crime Analysis, Traffic Engineering and subordinates to formulate the Community Response and Traffic Teams involvement in the Neighborhood Policing Initiative and provide policing for crime trends. Communicate information from the Traffic team on state and federal initiatives related to traffic enforcement. Coordinate the Dignitary Protection Team s tactical plans related to visiting persons of interest and acts as a liaison with state and federal protection personnel. Research critical incident response training and equipment for the agency. Serve on community and specialized boards and committees as requested by the Chief. Perform Administrative Duties (40%): Perform a variety of administrative functions such as completing internal reports, briefing the Police Chief of Division activities, ensuring materials needed for Division operations are available to their personnel, and verifying that inspections on vehicles and other equipment are conducted on time and in accordance with departmental policy and unit SOP s. Process and prepare information for coordinating, advising and planning to assist the Chief of Police in operations matters. Participate in the review and evaluation of service delivery methods, staffing configurations and systems within the Department/ Police Divisions, identifying opportunities for improvement and making recommendations to the Police Chief to enhance services. As assigned, assist in researching, drafting and applying for Police Department grants to improve services and/or add police personnel. Exercise sound judgment in the administration of discipline with departmental personnel. Assist the Police Chief in preparing and presenting administrative reports, resolutions and council reports. Review and update Police Department General Orders and other policy and procedure documents as is appropriate and necessary. Act as Liaison between Police Department and Citizens (15%): Establish positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public. Represent the department with other law enforcement services and allied agencies, other City departments, civic groups, and the public. Address internal and external complaints or problems and resolves issues by meeting with law enforcement individuals, public citizens, or groups. Attend and participate in professional and community meetings as necessary; stays current on issues relative to the field of Public Safety and relative service delivery responsibilities; responds to and resolve sensitive and complex community and organizational inquiries and complaints. Provide information and/or assistance to the public. Assist with or conduct public information programs involving crime prevention or awareness. Serve on community and specialized boards and committees as requested by the Chief. Support Prosecution of Criminal Cases (5%): Understand and enforce Federal, State and city criminal and traffic laws and ordinances. Employ appropriate court procedures, file correct documents such as warrants and tickets, and organize supporting documentation for court cases. Provide testimony as required. Non-Physical Demands Frequently requires time pressures, emergency situations, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment. Occasionally requires tedious or exacting work. Job Requirements Formal Education: Associates degree through March 2017; thereafter, a Bachelor s degree is required. Completion of a probationary period is required. Experience: At least one calendar year serving as a Lieutenant in the Greenville Police Department.
