2 PHILIPPINE EDUCATION Education is the most essential societal foundations of the Philippines Educational system is is basically formal and traditional Education is free and compulsory for children ages 6 to 12
3 Basic Education Basic education in the Philippines is primarily supervised by the Department of Education or DepEd which was established through the Education Decree of 1863 when the country was still under direct colonial rule.
4 Higher Education Higher education is regulated by the Commission on Higher Education which was established through Republic Act 7722 or the Higher Education Act of This entity monitors 2,299 state-run and private colleges and universities.
5 Technical-Vocational Education ~ Technical Education and Skills Development Authority or TESDA which runs 57 agricultural, fishery and trade schools and coordinates more than 4,000 technical-vocational education and training providers throughout the country Budget for Fiscal Year ~ DepEd received a P billion budgetary allocation from the Philippine government ~ CHEd obtained P8.01 billion ~ TESDA got P5.117 billion in subsidy.
6 Today, there are: 1,573 private institutions 603 state-run colleges and universities 110 state universities and colleges 388 satellite campuses 93 local universities and colleges 10 other government schools 1 CHED supervised institution 5 Special Colleges Despite budget limitations and some constraints, still most Filipinos regard education as a primary avenue for upward and social mobility
7 OPEN AND DISTANCE LEARNING IN THE PHILIPPINES > need to accelerate mass higher and graduate education to achieve the country s socio-economic goals and the imperatives of globalization > difficulty in synchronizing schedules brought about by the complexities of modern society > dispersal and remoteness of students due to the archipelagic configuration of the country > physical disabilities of some target beneficiaries > increase in the student population

10 Open Learning and Distance Education Defined Open learning is a philosophy of learning that is quality-assured, open to people, methods, places and ideas, and is highly flexible and learner-centered, enabling the latter to learn at the time, place and pace which satisfy the person s circumstances and requirements. Distance education refers to a mode of educational delivery whereby the teacher and learner are separated in time and space, and the instruction is delivered through specially designed materials and methods using appropriate technologies
11 OLDE Institutions in the Philippines The Polytechnic University of the Philippines Open University or PUP OU is a pioneer in Open and Distance Learning University of the Philippines Open University or UPOU are recognized nationally as the two leading public institutions of higher learning that promote OLDE in the Philippines. There are 15 other OLDE providers recognized by the Commission on Higher education

13 PUP OU and OLDE The PUP OU has been at the forefront of delivering quality and accessible open and distance education for years. A dynamic provider of open and distance learning, PUP OU is an integral part of PUP which is the most populous and most cost-effective among the notable state universities and colleges. PUP a system comprised of 22 branches and campuses in the capital city of Manila and in other cities and municipalities within and outside the National Capital Region has enrolment of 72,000 and the total enrolment of PUP Open University for is 3,000. The University operates on a P million budgetary allocation from the Philippine government this Fiscal Year.
14 The PUP OU has networked with public and private schools, local government units, government-owned and controlled corporations and other instrumentalities CHED Technical Panel to Review Open and Distance Education Higher Education Institutions marked PUP OU with a one hundred percent passing mark in 2009 PUP OU is an accredited member of ICDE AAOU GUIDE It is recognized by the United Nations Educational Scientific and Cultural Organization (UNESCO) Bangkok since 2010
