2 DEVELOPMENT STRATEGY OF THE FACULTY OF ELECTRICAL ENGINEERING AND COMPUTER SCIENCE OF THE LUBLIN UNIVERSITY OF TECHNOLOGY for the years S t r o n a

INTRODUCTION The Development Strategy for the Department of Electrical Engineering and Computer Science of the Lublin University of Technology has been developed on the basis of the Development Strategy of the Lublin University of Technology until The Faculty strategy consists of: strategic SWOT analysis, vision, mission, prospects and strategic objectives set out in five areas: Education, Science, Finance, Infrastructure, Management. The Strategy was widely consulted with the units of the Faculty, and undergraduate and postgraduate student organisations and the business environment of the Department. External stakeholders made a significant contribution to the content of the Strategy. 3 S t r o n a

STRATEGIC SWOT ANALYSIS Strengths of the Faculty of Electrical Engineering and Computer Science 50 years of tradition and experience in education in the field of electrical engineering; high position of the Department at the University; full implementation of the Bologna Process and the National Qualifications Framework; having the right to confer doctoral and postdoctoral degrees in the discipline of electrical engineering; stable financial situation of the Faculty obtained through a balanced organisational and wage policies; creation and implementation of inter-faculty and inter-university specialties of study; continuous development of the offer of postgraduate studies and adapting them to market requirements; correct employment structure; systematic increase in the number of doctors and professors by intensifying research in the group of young academics; good cooperation with industry and a high quality of teaching; involvement of employers and other organisations and institutions in the educational process, including curriculum development and new specialties, implementation of: teaching by industry practitioners, apprenticeships, internships, diploma theses, training, research and scientific work of students; increasing activity in terms of implementation and the sale of licenses for industry and patent activity; development of interdisciplinary research and research with a high degree of scientific and technological advancement; high activity in applying for and efficiency in obtaining EU funds, including educational projects; high and growing mobility of staff, participation in international conferences, projects and lecture visits; active cooperation with foreign universities; large number of visits of foreign nationals for the purposes of research and teaching; high level of requirements for students; high activity of undergraduate and graduate students in research groups and the organisation of training courses and seminars for students and the academic community; improving the conditions of education through development of teaching and research; having modern equipment and trained staff to carry out technical expertise in the field of electrical engineering, energy, electromagnetic compatibility, electro-acoustics, lighting; general and biomedical computer studies; active involvement and cooperation of the Faculty members in associations and scientific societies and unions. 4 S t r o n a
5 Weaknesses of the Faculty of Electrical Engineering and Computer Science a small number of senior researchers in Computer Science; no right to confer doctoral and postdoctoral degrees in the discipline of Computer Science; lack of a full flow of information between Faculty units and the other faculties; too low research activity of the research-didactic staff; insufficient activity of a large part of the teaching staff in the areas of increasing their own research-didactic competence research and research practice; lack of procedures governing the cooperation of the Faculty with industry; insufficient knowledge of foreign languages among engineering and technical staff and administration of the Faculty; multiple employment of staff, resulting from low wages; lack of analysis of market competitiveness in tenders, research activities and commissions; lack of analysis of market competitiveness in the implementation of training courses; insufficient advertising of the unit, both in the area of potential student candidates and scientific and expert services; lack of adequate connection between quality assessment of the learning outcomes and the curriculum profile and staff selection; inability to obtain professional licenses and competence certificates by both levels graduates; poor support of the commercialisation of the activities of junior staff and students; small number of classes taught in foreign languages; problems with office space infrastructure; insufficient dynamic of the adaptation of teaching curricula to the changing market requirements; lack of framework planning and insufficient funds for modernisation of the laboratory facilities available. Chances of the Faculty of Electrical Engineering and Computer Science a significant increase in the number of research and implementation projects; improvement of the Faculty s research and didactic position in domestic and international rankings; stable number of candidates for full-time studies; growth in demand by the local labour market for graduates of the Faculty; extension of the offer of teaching in foreign languages; implementation of the Eastern Partnership programme; growth in the number of students from abroad, mainly within the Erasmus exchange programme and students from the Eastern Partnership countries; stable funding of research within the statutory activities; financial support of the scientific activities of junior staff and doctoral students; the Faculty s high position in the community, ensured by cooperation with leading employers and government agencies as well as the level of graduates; 5 S t r o n a
6 introduction of business components into the engineering curriculum as a response to the local demand development of curricula and opening new specialties corresponding to the current needs of the labour market in the field of electrical engineering, computer science, mechatronics, biomedical engineering, energy, automation and robotics, and related areas; cooperation between all of the University's faculties in the implementation of interdisciplinary projects, in particular in the area of energy and smart materials for aviation; extention of the number of graduates in Computer Science in second degree studies; growing industrial demand for the introduction of innovative technologies; creation of interdisciplinary research teams that reach beyond the framework of the University; creation of a modern computer infrastructure; increase in the number of part-time students in Computer Science by teaching classes only at weekends; lower costs of studying in Lublin compared with other regions of the country; continuous improvement of the quality of education; development of the Faculty s infrastructure. Threats to the Faculty of Electrical Engineering and Computer Science demographic decline; decreasing number of candidates for part-time studies; increasingly lower level of knowledge and competence of candidates; decreasing number of part-time students because of competition from non-public schools; lack of motivation of students and doctoral students to participate in national and international exchanges; rising maintenance costs of the office space infrastructure; uneven workload of engineering-technical and administrative staff; low wages in higher education, leading to the "negative selection" of young scientists, forcing staff to seek additional employment at the expense of involvement in research and didactic development; state policy regarding concentration of funding of leading research centres, threatening the marginalisation of the University and Faculty; formation of easy-to-complete studies in Computer Science and related ones in non-public institutions of higher education; increase in the number of institutions and companies competing with the Faculty in the market of services and expertise. 6 S t r o n a

MISSION AND VISION The mission The mission of the Faculty of Electrical Engineering and Computer Science of the Lublin University of Technology is the formation of highly qualified and creative professionals for the needs of the knowledge economy and maintaining the highest quality of research in the field of electrical engineering, computer science, energy, mechatronics, electro-technology, automation, and biomedical materials science, electronics and telecommunications, contributing to the development of innovative economy and a higher level of education. The vision We strive for the Faculty of Electrical Engineering and Computer Science of the Lublin University of Technology to be a unit which: conducts training at European level adapted to the needs of the labour market; fully exploits its scientific and research potential, its infrastructure and human resources to carry out scientific research and science implementation at a high level; has an organisational structure optimally suited to perform the task; has a fully integrated IT system, supporting the process of education, management and scientific development in all areas of its activity; has professional and efficient administration staff; has an objective system of evaluation and remuneration, and a task-financing system of its organisational units; fulfills the social mission of the University by supporting the development of student culture, academic sports, student entrepreneurship and innovation in the region; combines development activities in compliance with academic traditions. 7 S t r o n a

PROSPECTS OF THE FACULTY S DEVELOPMENT Directions of development of the Faculty of Electrical Engineering and Computer Science of the LUT are as follows: strengthen the scientific and didactic capacity of Faculty by stimulating the development of own staff and attracting staff from outside the university; increase funding from external sources; increase the number of academic staff with the title of professor and assistant professor; obtain the rights to award doctoral and postdoctoral degrees in Computer Science; organise and launch studies in foreign languages; focus research on priority areas for the EU, including information technology, nanotechnology, distributed and renewable energy, biomedical and material engineering, and energy-efficient methods of control and regulation; create large multidisciplinary research teams collaborating at a regional, national and international level; extend the scientific-research base and create scientific laboratories carrying out research for the needs of science and industry and administration; use the results of scientific research to improve the quality and level of education; increase the competitiveness of the Faculty s teaching offer by adapting it to the needs of the labour market, while maintaining a high level of graduates, mainly by modifying curricula for existing fields and starting new specialties; broadly implement e-learning at the Faculty; extend the e-learning platform to support potential candidates; expand international exchange, both within the EU and the Eastern Partnership; increase the mobility of own teachers and the number of professors visiting the Faculty; support the activities of outstanding students and involve them in research and project work of the Faculty s units; create and maintain research groups dealing only with research and implementation. 8 S t r o n a

STRATEGIC OBJECTIVES OF THE FACULTY In the area of education: strive to continuously improve the quality of training and maintaining the learning process at the highest level; expand the educational offer and adapt the educational process to the needs of the labour market; develop and nurture a sense of academic community of students, staff and graduates of the Faculty of Electrical Engineering and Computer Science, and sustain favourable contacts with its immediate and longer-distance environment industry, government departments and institutions at local, national, international level, including graduates; expand continuing education at postgraduate level; maintain the current number of full-time students; increase in the number of part-time students; maintain the current number of doctoral students; shape a coherent policy of study plans, taking into account human resources, hardware and housing; develop student research activities inside and outside the Faculty; increase the number of classes taught in foreign languages In the area of research: maintain category A in the parametric evaluation of the Ministry of Science and Higher Education; raise the level of research and innovation; adapt the directions of scientific research to the needs of the industrial environment; increase the number and value of research projects financed from national funds; increase the number and value of projects in European research, teaching and quality enhancement programmes; increase the number and value of scientific research studies financed by industry; linkresearch with educational process; increase the number of doctorates among postgraduates; promote advances in didactic and research activities of the Faculty; quickly involve junior and newly-employed staff in research projects; ensure partnership of the Faculty and the University units in the implementation of projects; develop procedures for cooperation with the wider industry. 9 S t r o n a
10 In the area of the Faculty s finances: ensure a stable financial position to pre-plan actions long in advance; create a coherent system of rewarding employees for the effects of professional activity; include in the financial policy of the Faculty the professional development of young workers and the activities of student scientific circles; increase the level of commercialisation of research results; increase revenues from research activities and expertise; reduce the cost of administrative activities; increase the financial efficiency of classes while maintaining their high level; increase the Faculty s revenue from teaching activities resulting from offering studies for foreign students, postgraduates, training and courses. develop cooperation with industry in financing scientific research; In the area of managing the Faculty: strive to improve student services, research, education and investment projects, the activities of the Faculty s administration; contribute to further implementation of the education quality management system at the Faculty in order to obtain greater satisfaction of students and staff, instilling in them a sense of connectedness and shared responsibility for raising the quality of education; aim to use the resources of the Faculty in a rational and purposeful way; update the rules of remuneration and motivation of employees; promote the Faculty in the Eastern Partnership countries and enable people from those countries to study; introduce a coherent, general-access information system, allowing for quick access to information; update the responsibilities of administrative and technical-engineering services relevant to the current requirements of the Faculty; improve the promotion of the Faculty among employees of other universities, industry and potential candidates for students; provide the housing and hardware base for the needs of students outside of class time. 10 S t r o n a
11 In the area of the Faculty s investments: improve of the Faculty s infrastructure; prevent the depreciation of the office space and equipment infrastructure on offer; clarify the rules for providing office space and equipment to external users and their participation in the real exploitation costs of such infrastructure; clearly define investment plans, including informing the staff and students about the activities of the Faculty s and the University s authorities; ongoing modernisation of equipment through participation in research and equipment projects; increase the level of adaptation of the Faculty s buildings for the disabled; improve the operating efficiency of buildings through the implementation of energy efficient technologies. 11 S t r o n a
