2 About the service The service was registered with the Care Inspectorate on 22 March Fishbowl nursery is registered to provide a care service to a maximum of 21 children aged from 2 years 6 months to those who are not yet attending primary school. The areas of the premises which may be used in the provision of the service are the General Purpose room and adjacent toilets on the lower floor and main hall, coffee bar and female toilets on ground floor. The inspection took place on 7 December 2016 from 0915 to We completed the inspection and gave feedback to the manager on the same day. We carried out a 'themed' inspection. This targeted approach means that we looked at identified aspects focusing on children's experiences under two quality themes. These were: - Quality of care and support - Quality of management and leadership The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting It Right For Every Child. They are: safe, healthy, achieving, nurtured, active, respected, responsible, and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. What people told us Six children were present during the morning and eight present during the afternoon of the inspection. We found that children were busy and purposeful in their play. Some children spoke to the inspector and told her what they liked at nursery and who their friends were. Children appeared comfortable in the setting and were confident in approaching staff who attended to their needs. We received four completed care standards questionnaires. These demonstrated a high level of satisfaction with the service. All parents either 'strongly agreed' or 'agreed' that 'overall, they were happy with the quality of care their child received in this service'. We also spoke directly to four parents during the course of the inspection who all expressed that they were happy with the service and found staff approachable. They confirmed their children were very happy. One said she would be keeping her child in the setting until they went to school. All agreed that more outdoor space and improvement in the garden would enhance nursery provision. page 2 of 6

3 Self assessment The Care Inspectorate received a completed self assessment document from the service provider. We discussed how the self assessment should act as a working tool for quality improvement and advised that some areas for improvement identified in previous assessments were still included in the recent self assessment. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership not assessed not assessed 3 - Adequate What the service does well Children's learning experiences were enhanced through the active involvement of family members within the nursery. Children explored and enjoyed play with a range of resources including open-ended natural materials which provided stimulation, challenge and variety in their play. Recognition of children's achievements contributed to children's positive self-esteem. Staff used prompts to support effective questioning with children which encouraged them to develop problem solving skills. Children were confident in their play and interactions with each other and with staff. Behaviour was positive as staff supported children to solve disputes and share. Children were beginning to develop an understanding of enterprising skills through creating crafts for sale in a local craft fair. A consultation floor book demonstrated that children's views were sought and they had opportunity to vote which supported them to feel included and understand democracy. Snack time allowed children opportunities to be independent. Staff referred to the nutritional guidance document to plan snacks promoting healthy eating. Health needs of children were managed as systems were in place to deal with any dietary needs, allergies, accidents and medication. There was evidence that staff had reviewed and reflected on provision for children and used this to make changes to room layout, decor and resources to deliver a quality environment for children's learning. The service benefitted from support and challenge from visiting teachers which provided them with a different perspective and identified strengths and areas for improvement upon which to reflect and action. A range of information was provided to parents using the Facebook page and notice boards supported parents to assess the service. Systems were in place to ensure staff were supported effectively with robust and regular supervision taking place. A year planner now ensured that staff reviewed care plan information on a six monthly basis which ensured information held on children was current. What the service could do better Staff should now look at how they could provide additional challenge to children to further support them to achieve across a breadth of learning experiences. Staff were continuing to familiarise themselves with quality audit tools such as 'my world outdoors' and 'how good is our early learning and childcare'. They should be proactive in using these to support continuous improvement across all aspects of the service. page 3 of 6

4 There had been no evaluation of planning this term. This should be re-started to ensure that planned experiences are having a positive impact. Staff should continue to develop planning to ensure it captures and extends on children's interests. See recommendation one. Paperwork for annual appraisal of staff had been sourced however no formal appraisals had yet taken place. This was a recommendation last year and has been made again. See recommendation two. The service had not yet met the recommendation on putting in place a robust quality assurance system. This would address some of the issues raised within this report and seen during inspection. This included inconsistencies seen within children's PLJ's (personal learning journeys) and limited books and story telling materials within the story area. See recommendation three. Communication with parents should be enhanced to ensure that staff are gathering relevant information and sharing children's progress. Staff should continue with plans to re-introduce the meetings with parents. Requirements Number of requirements: 0 Recommendations Number of recommendations: 3 1.
