1 DG SANCO NUTRITION FRUIT AND VEGETABLES PILOT PROJECT INTERIM PROGRESS REPORT LIGARIS AND PARTNER AGENCIES DATES:

2 The following reports are a compilation of the first six months of activity (between July and December 2012) in the DG SANCO nutrition pilot project to increase the consumption of fresh fruit & vegetables in Slovakia, Romania and Bulgaria. The Project Management undertaken by the Ligaris central coordination team over this period consisted in the following main actions: 5th July Kick-Off meeting with the DG SANCO and the local agencies, to introduce all the actors of the campaign, review the strategy, the creative approach, the phases of the campaign, and the logistical details and the global and local action plans. Preparation and coordination of the campaign pre-test to be carried out in the 3 countries with focus groups from the target populations. Ligaris coordinated the pre-test and its methodology with Ipsos Paris, and provided the creative material masters (for the Taste Booster and the Easy Eats campaign) rewritten, for translation and adaptation by the local countries. Ligaris coordinated the pre-test results with Ipsos and adjusted the campaign tools accordingly. The final creative tools were updated and delivered to the local agencies for readaptation and printing. In order to share all material with the campaign stakeholders, Ligaris designed and produced an Extranet website and gave all the stakeholders individual access to the website (with a password and a login). In preparation for the campaign launch, Ligaris produced a global action plan and assisted the countries in the preparation of their methodology and local action plans, and the finalisation of their budgets. Ligaris also drew up contracts with the local agencies. 12 th September meeting with the DG SANCO in order to present the ongoing campaign activities and the July August report. An evolution of the campaign strategy was discussed in the meeting, following which Ligaris wrote a memorandum for the Commisison on this subject. Coordination with the local countries has been ongoing on logistical, financial, strategic and operational questions. DG SANCO NUTRITION MONTHLY REPORT 2

3 Checking the local adaptation of the creative tools and providing advice to the local agencies for any additional materials. Coordination of the Events Project Manager with the local agencies to organise his visits to the van events, and provide evaluation tools (event report and satisfaction surveys) to the agencies for translation and use at their events. Visit by the Events Project Manager to Slovakia, Romania and Bulgaria in October and November to survey the events taking place as part of the awareness phase, production of event reports and evaluation of the reports produced by the local agencies. The coordination team received and checked the event surveys, photos and questionnaires received from the local agencies following the van tours. Coordination with the local agencies on their requests and feedback following the van tour awareness phase (suggestions for improvement, for new tools, general feedback on the strong and weak points of the event format). Production of guidelines for the format and organisation of the cooking sessions. Operational and budgetary meeting with the DG SANCO in Brussels on 8 th November The full analysis of phase 1 event questionnaires in order to produce evaluation of the Van Tour phase is underway in December. 4 The activities undertaken by the local national agencies over this period consisted in the following main actions: 5th July Kick-Off meeting with Ligaris and the DG SANCO, preparation of the budget, the overall timeline and the action plan. Preparation of the campaign implementation methodology in close cooperation with Ligaris. Organisation of the local campaign pre-test in collaboration with Ipsos France and the local market research agency (adaptation and translation of creative materials and test materials, selection of market research company, overseeing of the pre-test and coordination with Ipsos France). Selection of populations and partners: meeting with organisations, dieticians, chefs, local project managers. Involving them in the project and reaching agreements with them on their participation (budget, availability, etc.) Preparation for the awareness and action phases: meeting with van suppliers, organising the dates, choice of recipes, organisations and locations for the cooking van roadshow and the cooking sessions. Translating, adapting and producing final campaign tools. Putting in place the van awareness phase: at the end of October in Slovakia, and in November in Romania and Bulgaria. Involving the production of all campaign materials (leaflets, posters, branding flags, van decoration, recipe sheets, branded aprons, etc), the mobilisation of all teams and the finalisation of preparations with the venues, local project managers, dieticians, event animators, local authorities, and all other stakeholders. Reporting on the events and organising the visit of the Ligaris Events Manager. Translating, producing and distributing the event satisfaction surveys. Sending the completed surveys back to Ligaris. Logistic and operational management of the events and preparation and implementation of accompanying PR campaign (press release, press conference, media coverage monitoring). 5 Putting in place the action phase (monthly cooking sessions) in December. Involving the logistical organisation of the events, the production of the recipe sheets and other tools, the coordination with all the local stakeholders, application for municipal validation where necessary, etc. DG SANCO NUTRITION MONTHLY REPORT 5
