1 Save energy in your community 01. Background This factsheet will help you set up project(s) to save energy and promote energy efficiency in your community. Almost half of the UK s carbon dioxide emissions, the main greenhouse gas which causes climate change, actually come from the things we do in our every day lives both at home and when we travel. Things such as leaving lights on unnecessarily or overfilling the kettle all waste energy and result in needless carbon dioxide emissions. To generate that energy, we burn fossil fuels (coal, oil and gas) that produce greenhouse gases in particular carbon dioxide. Cars are a huge problem but the truth is that more carbon dioxide comes from the energy we use at home. The average household creates around six tonnes of carbon dioxide a year, and it s that same carbon dioxide that s changing our climate and damaging the environment. However we can reduce the amount of energy we use and the amount of carbon dioxide we emit by taking simple steps in our homes and communities to use energy more efficiently. How do we use energy efficiently? There are many ways to use energy efficiently ranging from those which cost nothing to those which cost substantial amounts of money but which pay for themselves. There are steps we can take as individuals in our homes or larger projects that we can undertake as a community. Community energy efficiency projects can: Encourage people to invest in those measures they can afford. Educate people to follow the no-cost tips to save energy in their own home. Ensure that eligible households secure grant-aid for energy efficiency improvements. Persuade landlords to invest in the energy efficiency of their housing stock. How can energy efficiency benefit your community Improvements in energy efficiency can make a major contribution to tackling many of the problems that confront individuals and communities. It can save money and reduce debts reduce waste and improve the environment improve housing conditions create jobs and training opportunities improve health contribute to community regeneration contribute to tackling climate change help to create a more sustainable future Page1
2 02. Suggested Activities Here are a few activities to help you get started in your community: Step 1. Identify the issues You should begin by making a list of the problems that your community faces regarding energy issues. Here are some examples of the issues your community may face, which you can use as a guide. Old housing stock High energy bills Damp and cold living conditions and associated health Lack of knowledge and advice on energy saving techniques Step 2. Focus your aims Now you have a list of issues, start to think about what you want your project to address. Make a list of the things that can be done to tackle the problems facing your community. Once again, your list will probably get longer as you begin to talk to members of your community and other organisations. Here is another list of suggestions, which you can use as a guide: What sort of improvements could be made to homes and community buildings in the local area? Insulation Ventilation Energy efficient lighting and appliances Energy efficient heating systems and controls What sort of information and advice could be made more available? How to obtain grants for energy efficiency improvements What can be done for free How to use heating systems most efficiently Step 3. Gather the facts Facts are what are going to turn your plan from a list of ideas into a real project. Facts are what will win your arguments, attract your funding, and empower your project. Without them, your ideas won t be taken seriously. Below, you will find some suggestions of people and organisations you can contact to obtain the facts and figures you need to get started. Your local HECA officer Each housing authority has to meet the requirements of the Home Energy Conservation Act. Each housing authority has provided reports to the Government setting out its energy strategy and what it proposes to do to improve energy efficiency within the housing stock of the area. Look at these reports. They should be available in your main library or housing office. Also talk to the Home Energy Conservation Act Officer for your area. They will be able to refer you to other people within the authority (in housing, planning, environmental health or social services departments) who can provide further information. Page2
3 Step 4. Locate Potential Partners Many public and private sector agencies are keen to work in partnership with community and voluntary organisations to deliver energy efficiency projects. From Government down, there is broad support for energy efficiency. Try to work with some of these organisations: Central government Local authorities Health authorities The private sector Energy efficiency organisations Multi-agency projects Charity organisation Step 5. Finding your audience Identify the key groups in your community that will benefit from your project. Think about the groups that could take an interest in energy efficiency? Can you think of any community-wide organisations or voluntary organisations in your area which represent particular interest groups or have a housing, health, employment, poverty or environmental focus? Step 6. Presenting your project In the beginning stages of your project you will need to present your project to many different people. Tailor your presentation to suit your audience. Whether you are presenting a project idea to a community-based group, your local authority or a potential funder from the private sector, you will make a bigger impact if you talk about the issues that interest them. Step 7. Building up support It s never too early to begin building wider support for a project. Try and contact and promote your project to these groups of people: The local media Local authority staff Community groups Children and young people Step 8. Locating resources Training and funding are two assets that will allow your project to flourish, and they are probably more easily obtained than you think. You may have established a strong core of support for your ideas, but for your project to work it will need more that approval and enthusiasm. Local development agencies or local authority officers may be able to help you find local training and funding. And finally Make sure you plan your project effectively. 4 03. Additional Information Here are 10 tips to help you design a smaller community energy project. For example, you might just want to devise a promotional campaign to help your community group or the people around your village use energy efficiently. Six no cost ways to save energy and money Central heating turning the thermostat down by 1 degree Centigrade can save 10 per cent of heating bills, saving around 30 per year. Hot water setting the cylinder thermostat at 60 degrees Centrigrade/140 degrees Fahrenheit should provide a sufficiently high temperature for domestic use, saving 10 per year. Lights turn off unnecessary lights and adjust curtains and blinds to allow as much natural light as possible. Electrical appliances do not leave televisions, videos, and so on, on standby. Washing machines/tumble dryers wait until you have a full load before use. Try the low temperature programme where possible (and on your dishwasher too). Kettles heat only the amount of water needed. Three low cost ways to save energy and money Low energy light bulbs use around a quarter of the electricity, and will last ten times longer than an ordinary bulb. They cost up to 5 and save around 10 per year. An insulating jacket for your hot water tank will cost around 10 and save around per year. Insulate your hot water pipes to prevent heat escaping. The cost is about 1 per metre to save around 5 per year. One higher cost way to save energy and money When an old electrical appliance needs replacing, buy an energy efficient appliance instead. 04. Funding Opportunities Community groups interested in community energy efficiency projects can finance their initiatives in a number of ways. The Energy Saving Trust s Green Communities website has a funding database that anyone who joins can use, and can be accessed at Funding may be available locally, for example through local authorities or energy suppliers, or through the support of a local funding body. Your local authority and the funding advisor at your local development agency will also be to support you. Full contact details are available in the Directory. Identify and work in partnership with your local HECA officer, local Energy Saving Trust advice centre and the local authority to design and implement your project 3.
