1 University of Minnesota Intramural TCF Flag Football Rules Intramural flag football will be played by the following rules. Team managers are responsible for the eligibility and conduct of all their players. Every participant is responsible for the rules and regulations in the Intramural Handbook: 1.) General Provisions A. Equipment Players may not wear jewelry of any kind, hard casts, hard billed caps, metal cleats or spikes, or clothing with exposed pockets or belt loops. B. Shirts must be long enough to tuck in so that they remain tucked in the entire play, or short enough so there is a minimum 4 from the bottom of the shirt to the player s waistline. Failure to comply may result in a flag guarding penalty. C. Towels may not hang from a player s waist; however they may be placed on the ground during a play. D. The game shall be played between two teams of 7 (8 - co-rec) players each on a rectangular field, 80 yards long by 40 yards wide. This is in addition to, two 10 yard end zones. The field is divided into 4 zones of 20 yards. First downs can be gained by crossing the two 20 yard markers and midfield (40 yard marker) E. Teams are required to have 5 players present to avoid a default. F. Men will use a regular size football, while women and co-rec teams have the option to use an intermediate size ball if they prefer. Balls are not provided by the Intramural Department. 2.) Definitions of Terms G. Open Play (Co-rec Rule only) the team in possession of the ball is not restricted on who must be involved in the next play. H. Closed Play (Co-rec Rule only) the team in possession of the ball is required to have a girl participate in the play either at quarterback or receiver. This will open the next play. However if the ball is handed to a girl who runs across the line of scrimmage, the following play remains closed with the addition of the girl s gained yards. I. Catch the act of establishing player possession of a live ball which is in flight, and first contacting the ground inbounds or being contacted by an opponent in such a way that he/she is prevented from returning to the ground inbound while maintaining possession of the ball. Only one foot is required to establish possession.
2 If a player pitches the ball prior to returning to the ground, he or she may pitch it backwards or forward If the pitch is not caught, the pass is incomplete J. Interception a team not in possession of the ball catching a pass from the team in possession of the ball. K. Hurdling an attempt by a player to jump with one or both feet or knees foremost over an opponent who is contacting the ground with no part of his/her body except one or both feet. This is dangerous and therefore illegal. 10 yard penalty and replay the down. L. Removing the Flag Belt - when the flag belt is clearly taken from the runner in possession of the ball, the ball is declared dead, and the down shall end. An opponent who removes the flag belt from the runner should immediately hold the flag belt above his/her head to assist the Official in locating the spot where the capture occurred. If the flag belt inadvertently falls to the ground, a onehand tag constitutes capture. A player may leave his/her feet to remove a flag belt. M. Scrimmage there are two lines of scrimmage, one for the offense and one for the defense. Both teams must line up behind their respective line of scrimmage or a dead ball foul will be called at the snap of the ball, and a 5 yard penalty will be assessed for offside. The offensive team must have 4 players on the line of scrimmage (5 in co-rec). N. The Snap the player who receives the snap must be at least 2 yards behind the line of scrimmage when the ball is snap. This player does not need to be declared by the offense. O. Motion - only one player is allowed to move parallel or away from the line of scrimmage during the snap. 5 yard penalty and replay the down. P. Shift If two or more offensive players shift to a new position prior to the snap, both players must be simultaneously set for at least one second prior to the ball being snapped. 5 yard penalty and replay the down. 3.) Time Factors Q. A game will have two 20-minute running halves. Clock will stop for: Last minute of the first half Last 2 minutes of the second half R. There is a 25 second play clock that begins when the ball is deemed ready for play by the Officials.
3 S. Teams are allowed 2 time-outs per half, but time-outs do not carry over from half to half. T. In the result of a tie in the playoffs the game will continue with the college overtime procedure. Teams will start at the 10 yard line. 4.) Other Rules and Regulations U. Flag Guarding It is illegal to prevent the defense from removing the flag belt by any of the following methods: Using a stiff arm on a defender Swiping away any attempt to deflag Dipping a shoulder into a defender Placing the ball over the flag belt Tying the flag belt together (grounds for immediate ejection) 10 yard penalty and replay the down V. Illegal Contact flag football is a non-contact sport. Any contact that is deemed to be more than incidental or that creates a clear advantage will be penalized. 10 yard penalty and replay the down. W. Blocking flag football uses screen blocking to ensure the safety of all participants. To properly screen block the following techniques should be used by the offense and defense. For the offense: Arms must remain at the sides of the body or behind the back. A screen blocker may not step into the pass rushers/ nor the pass rushers into the blocker. Move to a position to block the pass rushers advance, if they are unable to stop and change directions and knock the screen blocker over, it is a penalty on the defense. For the defense: Pass rushers are not allowed to use their hands to gain a better advantage of getting around the screen blockers. Pass rushers are not allowed to jump through the middle of two blockers. Pass rushers must move around the screen blockers and not into them. X. Roughing the Passer No defensive player may contact the passer s hand, arm, head, or neck during or immediately after the ball is thrown. 10 yard penalty and automatic first down for roughing the passer. Defenders should go for the passer s flag belt. Y. Stripping any attempt to remove the ball from the ball carriers possession is a penalty. 10 yard penalty and replay the down.
4 Z. Offensive Line of Scrimmage 4 players must line up on the offensive line of scrimmage at the time of the snap. The quarterback must be at least 2 yards behind the line of scrimmage. The defense has not formational restrictions or guidelines this includes punts. 5.) Co-rec rules AA. Co-rec teams are made up of a maximum of 8 players and a minimum of 6. A team must consist of at least 3 of both genders to be deemed an official team. BB. A male participant is not allowed to cross the line of scrimmage with the ball at anytime. 5 yard penalty and loss of down. CC. Open play Any player may pass the ball to any other player, provided that a male player does not cross the line of scrimmage with the ball before the line is broken, but a pass or female run. DD. Closed play a female player must throw or catch a forward pass for positive yardage to open the play. A female player may also run the ball across the line of scrimmage, however, the play remains closed. EE. A female touchdown is worth 9 points (if the female participant is the passer it is considered a female touchdown). FF. All extra points are open plays. 6.) Scoring GG. Touchdown a team that crosses the ball into the end zone scores 6 points. HH. Safety a team that deflags the participant in possession of the ball scores 2 points. That team also retains possession of the ball on their 10-yard line. If the offensive team commits a foul for which the spot of enforcement is in their own endzone, the result is a safety. II. Extra points: 1 point a play from the 3-yard line 2 points a play from the 10-yard line 3 points a play from the 20-yard line Interceptions on extra points may not be returned. JJ. After a Touchdown and at beginning of game/halftime teams will get ball at the 10 yard line.
5 I.D. Check-in-Policy and Procedure 1. All students, staff and faculty MUST present a valid U of M identification card; 2. There will be no exceptions to this policy. If participants do not present a valid U of M identification they will NOT be allowed to participate in the Intramural activity. 3. Penalty for attempting or using a false identification card will be suspension from the league. Suspended individuals MUST meet with the Intramural Director for possible reinstatement into the Program. Adding Players to Your Roster All players must be on your roster (this includes accepting their invitation) by 2 PM the day of the scheduled match for the player(s) to be eligible. For matches scheduled on Sundays, players must have been accepted to the roster by 2 PM on the Friday. Visit Adding Players as a Captain Click on "My Teams" in the upper right hand corner of your IMLeagues screen. Click "Invite Members to Your Team". Enter the invitees' addresses separated by a comma. Once the invitee receives an invite and accepts your invitation, they will be added to your team. IMPORTANT: If you do not see a player on your roster, they have not accepted your invitation and are ineligible to participate. Adding Yourself to a Friend's Team First, create your IMLeagues account. Click "Player Signup" on the upper right hand side of your screen. Find the team that you would like to join. Click "Join Team". Fill out the waiver. Once the captain has accepted your request, you will be added to the team. IMPORTANT: You will not be added to the roster until the captain accepts your request.
