3 Cancer Nursing Research Prject Develpment Grant Guidance Ntes Intrductin Fr the last decade, the HRB under the auspices f the All-Ireland Cancer Cnsrtium has supprted csts fr activities priritised by the Nursing Wrking Grup (NWG) f the Cnsrtium. Until 2011, this was used fr Irish cancer clinical trials nurses t attend training in clinical trials leadership and management at the Natinal Cancer Institute (NCI) in Washingtn DC, US. As clinical trial activity is nw well established in Ireland and the majrity f cancer clinical trials nurses have availed f this training pprtunity, the NWG in partnership with the HRB wish t invite applicatins fr a prject develpment grant t enhance cancer nursing research capacity in the area f cancer cntrl. Aims & Objective The verarching aim f the Cancer Nursing Research Prject Develpment Grant scheme is t build capacity in cancer nursing research. The bjective f this scheme is t help prepare cmpetitive applicatins t the HRB Research Training Fellwships fr Healthcare Prfessinal (HPF) scheme r equivalent frm nurses caring fr peple with cancer in a healthcare setting r educatin facility thrugh carrying ut the necessary preparatry wrk r small scale research study. Candidates shuld aspire t integrate research evidence int their clinical wrk, and t generate sme such evidence themselves. The prpsed research shuld fcus n ne f the fllwing areas relevant t cancer cntrl: 1. Quality f Life - frm diagnsis t survivrship 2. Patient utcmes 3. Cmmunicatin - patient infrmatin and educatin 4. Psych-scial wellbeing & supprt. The abve internatinal pririty cancer nursing research areas were identified by the NWG in cllabratin with the Natinal Cancer Cntrl Prgramme (NCCP) and Health Service Executive (HSE) whm published A Strategy and Educatinal Framewrk fr Nurses caring fr Peple with Cancer in Ireland 1 in urses_caring_fr_peple_with_cancer.pdf 3

4 Scpe The scheme is aimed at nurses f utstanding ptential engaged in clinical practice t cmplete a research prject develpment grant that prpses t impact n lcal and/r natinal care delivery in the areas relevant t cancer cntrl (listed abve) and shuld lead t a future prpsal fr a research fellwship. In the cntext f the Cancer Cnsrtium, structured visits t Nrthern Ireland and/r the United States must be applied fr by the lead applicant t ensure the research team acquires the necessary breadth and depth f expertise and/r experience f cancer care required in the design and develpment f their prpsal. Awards will be in the regin f 10,000 t 20,000 with a maximum award value f 20,000 inclusive f verheads fr up t 12 mnths in duratin. One r tw awards will be granted. The fllwing examples illustrate sme ptential areas f research develpment prjects: Management f peple with a high risk f develping breast/varian cancer based n their family risk Survivrship initiatives Oral chemtherapy services (please nte this is nt an exhaustive list) The scheme will nt fund: basic bimedical research literature reviews, audits, surveys, needs assessments r technlgy develpment (althugh these elements may be part f an integrated research study) develping the infrastructure fr bibanking, databases r patient registers withut a predminant research element health service develpments r implementatin f an interventin withut a predminant research element. The HRB will nt fund the cst f prviding the service r interventin itself, nly the research element Applicatins frm individuals applying fr, hlding, r emplyed under a research grant frm the tbacc industry Research intended t create human embrys slely fr the purpse f research r fr the purpse f stem cell prcurement, including by means f smatic cell nuclear transfer. Funding The value f each award is up t 20,000 fr 12 mnths. Funding cannt be applied t persnal salary csts r used fr research staff r PhD students. Eligible csts include: - Running csts up t a maximum f 15,000 which als includes small pieces f equipment up t 2,000 and a research site visit up t a maximum f 3,000 (A site visit t a cancer centre in Nrthern Ireland and/r the Natinal Cancer Institute designated centres must be applied fr, the cst f which (flights, accmmdatin) shuld be factred int the award); - Disseminatin and Knwledge Exchange csts up t a maximum f 1,000; - Overhead Cntributin: 25% f Ttal Direct Mdified Csts (TDMC) fr desk studies. TDMC d nt include the csts f equipment where applicable. 4

5 Eligibility The prject develpment grant is aimed at nurses wrking in cancer care within a healthcare r educatin facility in the Republic f Ireland. The scheme is primarily targeted at thse engaged in clinical practice (cancer nursing), but applicants currently wrking in a higher educatin institute may apply where they can demnstrate apprpriate levels f practice-based experience and where the fcus f their applicatin is justified and relevant t the bjectives f this scheme. Applicants: Must prvide prf f prfessinal registratin frm the apprpriate authrized bdy in the Republic f Ireland Must be able t demnstrate at least 12 mnths whle time equivalent (WTE) clinically relevant pst prfessinal registratin practice experience with relevant cancer nursing experience prir t applicatin Must demnstrate research experience at primary r master s degree level in a relevant discipline Must prvide evidence f apprpriate mentring arrangements t prvide apprpriate academic and clinical/practice-based supprt. These individuals shuld be suitably qualified and tgether demnstrate the expertise relevant t the prject with regard t the methdlgy and the research area. Each mentr will prvide the applicant with the necessary research guidance and training Applicants shuld currently be emplyed in a practice based rle in healthcare r be in a pst related t practice in a higher educatin institute in Ireland. In rder t be eligible t apply applicants must either: prvide direct care fr peple with cancer in Ireland r be invlved in the delivery f educatin fr nurses prviding direct care fr peple with cancer in Ireland. Hst Institutin fr the award is a recgnised research institutin r clinical setting in the Republic f Ireland i.e. either a hspital r a third level educatin institutin. In the case f a cmmunity-based applicatin the hst institutin will be either the assciated hspital r a third level educatin institutin. Supprt frm relevant Stakehlders including lcal hspital management is required t indicate that: The Hst Institutin and/r ther Stakehlder will supprt the applicant in terms f access t participants and infrmatin (subject t research ethics cmmittee apprval where apprpriate) The Hst Institutin and/r ther Stakehlder cnsiders the prpsed research develpment prject t be ptentially valuable t their develpment f service lcally Allcatin f funding will be t the Hst Institutin Applicatin and Peer Review Prcess Cmpleted applicatin frms must be submitted t Terry Hanan, NCCP (see Cntact fr details) and will be reviewed by an expert Panel and shrt listed. Shrt-listed candidates will be invited t attend an interview with an expert Panel n 18 Octber The Panels task is t make final funding recmmendatins t the Bard f the HRB. The expert Panel will cmprise f 2 members and an independent Chair (Dr Kathleen MacLellan, Department f Health (DOH)). Panel members will include where pssible 1 senir academic frm a Schl f Nursing in 5

6 Nrthern Ireland and 1 Internatinal reviewer. Observers frm the HRB, NCCP and DOH will be present at the Panel meeting. The prpsal shuld be f sufficient quality and ptential t generate a future applicatin t the HRB Research Training Fellwships fr Healthcare Prfessinal scheme r equivalent scheme leading t a research dctrate as judged by applicatin cntent; A cmpelling case fr the value and relevance f the prpsed prject twards ne f the fur cancer nursing pririty areas which included: Quality f Life - frm diagnsis t survivrship Patient utcmes Cmmunicatin - patient infrmatin and educatin Psych-scial wellbeing & supprt. A detailed descriptin f the linkage t the Cancer Cnsrtium A strng team with the apprpriate breadth, depth and ptential t deliver the Prject Develpment Grant A detailed utline f the apprpriate mentring arrangements t prvide apprpriate academic and clinical/practice-based supprt, research guidance and training A well-develped and detailed descriptin f the prpsed prject that allws an assessment f any prpsed research methds Detailed apprach t Ethical cnsideratins where applicable Describe a case fr applicatin f knwledge arising frm the prpsed wrk twards future grant applicatins Justified Budget relative t the scale and size f the preparatry wrk r small scale research study prpsed The recmmendatins f the Panel are presented fr apprval at the next scheduled HRB Bard meeting. When the Bard f the HRB has apprved the prcess and recmmendatins, HRB staff will cntact the applicants t ntify them f the utcme. It is estimated that frm the deadline f the call t the HRB decisin after the assessment will take apprximately 3 mnths in ttal. Feedback is prvided t all applicants. Reviewers will review applicatins based n the three ver-arching assessment criteria apprved by the HRB Bard: 1. Applicant (weighting 35% f scre) Qualificatins f the applicant, including training and research experience (relative t career stage f the applicant) Evidence f previus utputs Experience f the applicant in the prpsed area f the develpment grant and with the prpsed methdlgy r with plans t cllabrate will the applicant achieve the bjectives prpsed Ptential t successfully and apprpriately disseminate findings r apply fr future grant applicatins 2. Quality and ptential f the prpsal (weighting 35% f scre) Clarity f the prpsal bjectives Evidence f knwledge f prpsed research Clarity f ratinale fr the research apprach and methdlgy 6

7 Feasibility f the research apprach (including prject timeline and tasks) Anticipatin f difficulties that may be encuntered in the research and plans fr management 3. Impact f research n cancer cntrl (weighting 30% f scre) Ptential t imprve cancer cntrl in terms f either quality f life, patient utcmes, cmmunicatin - patient infrmatin and educatin r psych-scial wellbeing & supprt. Cnflict f interest Cnflict f interest rules are applied rigrusly. Where a cnflict f interest exists, the reviewer is requested t infrm the HRB immediately s that an alternative reviewer may be appinted. Reviewers are required t respect the cnfidentiality f the peer review prcess, which is designed t prtect and preserve the integrity f the HRB s advisers and prcesses. Reviewers may nt discuss any aspect f the scring r assessment with applicants r clleagues. All such requests must be referred t the HRB. Timeframe August 2013 Opening f call September 2013 Deadline fr submissin f applicatin is Friday 13 September at Octber 2013 Mid Nvember 2013 Late Nvember 2013 Panel Meeting and interviews will take place n Friday 18 Octber 2013 with a view t making final recmmendatins t the Bard f the HRB in Nvember 2013 Fllwing Bard apprval f the recmmendatins, successful applicants will be ntified f their success by Mid Nvember.
