2 Page 2 of 5 THE CITY ORGANIZATION Monrovia is a general-law city operating under the Council-Manager form of government. The five-member City Council appoints the City Manager, who is responsible for the strategic direction and day-to-day operations of the overall City organization. The City Manager leads a full-time staff of 240 employees and a part-time staff of 150 employees while administering a Fiscal Year 2016/17 Budget of $75 million. Monrovia is a full-service municipality that coordinates its operations through six departments, including the City Manager s Office, Administrative Services Department, Public Services Department, Community Development Department, Police Department, and Fire Department. Unique among California cities its size, Monrovia also operates its own water system and library operation. The City organization has recently been engaged in an exciting initiative of renewal, and the evolving culture of the Monrovia organization has been described as entrepreneurial, collaborative, team-based, visionary, service-minded, and committed to civic engagement. ADMINISTRATIVE SERVICES DEPARTMENT The Administrative Services Department consists of two divisions: Information Systems and Finance. The Department has 18 full-time employees and an annual operating budget of $3.9 million. The Administrative Services Department is responsible for a broad range of activities including financial accounting and reporting, budgeting, payroll, accounts payable/receivable, utility billing, debt administration, information technology and purchasing functions for the City. This department provides essential services for operational departments and citizens of Monrovia. THE POSITION The City of Monrovia is looking for a special individual to serve as our Accountant in the Administrative Services Department. The position will appeal to individuals who are inspired by the challenges and opportunities presented in working with an engaged and active community. The Accountant will report to the Finance Division Manager. Individuals who are committed to serving with humility, and who can demonstrate high emotional intelligence, will be successful in the role. Competitive candidates will have a hunger to continually search out for better ways of doing things and should also be able to demonstrate loyalty to the organization and community. The selected individual will also need to be smart, creative, an independent worker, and an intuitive thinker and decision maker. The Accountant will prepare and analyze a variety of detailed accounting and statistical data, including data related to the City s budget, general ledger transactions and fees and charges. He/she will perform bank account reconciliations, make journal entries, and examine, analyze and verify documents to ensure adherence to established internal controls and accepted professional accounting standards. He/she will take a lead role in the City s financial and compliance audits and will conduct internal and external audits of financial records. The Accountant will also take a lead role in the preparation of the Comprehensive Annual Financial Report (CAFR). The successful candidate should have previous CPA firm audit experience, a good understanding of financial systems and internal controls, and knowledge of the foundations of
3 Page 3 of 5 municipal accounting. The candidate will recommend and assist in the implementation of new or revised accounting systems, procedures, and records. He/she may supervise and review the work of subordinate personnel who make journal entries and perform reconciliations and other fiscal record keeping work. QUALIFICATIONS Any combination of education and experience that would provide the required knowledge, abilities and skills is qualifying. A typical way to obtain the qualifications would be: BA/BS in business administration, accounting, or related field, and three (3) years experience in municipal accounting and auditing. CPA highly desirable. LICENSE OR CERTIFICATE Possession of a valid Class C Driver s License and a good driving record. SELECTION PROCEDURE Those candidates whose training and experience best meet the needs of the City will be invited to participate in an oral interview. COMPENSATION AND BENEFITS The salary range for the Accountant is $66,181 $88,690 per year. Additionally, the City provides a generous benefit package, including: Retirement CalPERS 55 (classic members) or CalPERS 62 (new members). The employee pays the full employee portion of the retirement contribution, and the City does not participate in Social Security. Health, Welfare, & Savings Cafeteria benefit allowance of $800 / month for use towards enrolling in any of the City offered health, dental, and vision plans. Any employee that wishes to cash out their cafeteria allowance shall receive 25% of the allowance as taxable income or deferred compensation. Long Term Disability 60% of base salary for 2 years if not fully disabled; to age 65 if fully disabled Short Term Disability 60% of base salary for a maximum of $1,250 per week Vacation Leave 80 hours of annual vacation accrual, increasing up to 160 hours based on years of service Sick Leave Accrued at eight hours per month, with a maximum accrual of 960 hours Tuition Reimbursement
4 Page 4 of 5 Tuition reimbursement is available upon completion of probationary period. Tuition is reimbursed based on California State University rates. An additional $50 per semester is reimbursed for the cost of books. Membership to the YMCA As part of the City s commitment to work-life balance, the City provides a fully-paid membership for each employee to the YMCA.
