2 Learning outcomes Understand the basics of the Version 3 guidelines and how to learn the nitty-gritty. Understand the value ENERGY STAR brings to builders and homebuyers. Understand how to help new builders get started successfully.
3 Rater s role Partner investment and leadership have driven ENERGY STAR success in the past. Raters play a critical role: Sales force Consultants and trainers Verifiers Partners in improving the program
4 Rater s role in Version 3 Version 3 requirements have become more stringent. These requirements will likely become standard practice in the future. Raters have contributed to program success by: Selling value to builders Recruiting HVAC contractors Training builders & trades
5 ENERGY STAR Version 3 Guidelines
6 Training requirements Builders: Join ENERGY STAR, take orientation. Raters: Take Version 3 Rater Training. HVAC contractors: Be credentialed by an EPA-recognized body.
7 Overview First check eligibility. Choose path to qualify home: Performance Path (must be Benchmark Home Size); OR Prescriptive Path. Based on path, choose energy efficiency upgrades. Complete Inspection Checklists.
8 Eligibility Single family homes; OR Units in multifamily buildings with: 4 units or fewer; OR 3 stories or fewer above-grade; OR 4 or 5 stories above-grade.
9 Performance Path Homes must be modeled. Energy efficiency measures can be customized. Some Inspection Checklist Items limit tradeoffs. Key limits on tradeoffs Insulation R-value & installation grade Window U-value & SHGC Duct insulation & leakage Slab edge insulation
10 Prescriptive Path Homes must meet the ENERGY STAR Reference Design. A predefined set of specifications. No tradeoffs. Homes must be their Benchmark Home Size. Key specification categories Cooling equipment (where provided) Heating equipment Envelope, windows, and doors Water heater Thermostat & ductwork Lighting & appliances

14 Inspection Checklists There are four inspection checklists. Must be completed for ALL homes. Inspection Checklists Thermal Enclosure System Rater Checklist HVAC System Quality Installation Rater Checklist HVAC System Quality Installation Contractor Checklist Water Management System Builder Checklist
15 Thermal Enclosure System Rater Checklist Less than two pages. Ensures a complete thermal enclosure system, including: High-quality insulation installation. High-performance windows & doors. Tightly sealed home. Reduced thermal bridging in walls.
16 HVAC Quality Installation Checklists Two checklists, one verified by the Rater and one verified by the HVAC contractor. Features: A right-sized and properly installed heating, cooling, and duct system. A ventilation system that meets the industry standard. Reduced safety and air quality risks from combustion appliances.
17 Water Management System Builder Checklist One page verified during construction. Features water managed: Roof Walls Foundation Site Building materials
18 Labeling homes Once home is built to meet ENERGY STAR guidelines and has been verified, home must be issued: Label Certificate

21 Understanding the guidelines Read the guidelines! The guidelines, including footnotes, include many details that answer common, and uncommon, partner questions. For Checklist Items, consult the checklist guidebooks. Raters should consult with their Providers when questions arise. If you can t find your answer through the above steps, contact the ENERGY STAR team.
22 Regional and sector-specific guidelines There are regional modifications in states with advanced codes or unique climates, including: California Florida Hawaii Pacific Northwest Puerto Rico (TBD) Other housing sectors have their own guidance: Modular homes Manufactured (HUD code) homes
