1 JOB TITLE: Chief Administrative Officer Reports to: Council Salary Grade: Department: Administration Date Created: July Chief Administrative Officer Reports To Council Summary The Chief Administrative Officer, under the direction of the Mayor and /Council, will advise Council on the development of policies and strategies that will best position the Municipality to address on-going challenges and opportunities by providing programs and initiatives that address the needs of the community. The CAO is responsible for the efficient administration of all municipal departments including economic development, Energie Kapuskasing Energy and airport. The CAO will lead senior managers and over 100 employees to ensure delivery of good municipal government to the community. Job Duties Advise elected representatives on policy questions and refer major policy matters to these representatives for final decision Communicate with Council on internal and external issues that affect the organization Authorize and organize the establishment of major departments and associated senior staff positions Recommend, review, evaluate and approve documents, briefs, and reports submitted by middle managers and senior staff members Provide community leadership Actively promote economic development to broaden and strengthen the commercial and employment base of the jurisdiction Oversee the development of programs for the physical, economic, social, and cultural development of the region Participate in developing or amending government policies, programs, and procedures Administer the city's funds according to the approved budget, and monitor its financial expenditures Make organizational decisions, taking into account fiscal realities and departmental structure Make presentations to legislative and other government committees regarding policies, programs, and budgets Respond to matters of concern to constituents and the general public Develop, implement, and monitor long-term plans, goals, and objectives focused on achieving the town's mission, strategic plans and Council priorities Attend council meetings, vote on issues, and help debate decisions internally

3 Select middle managers, directors, or other executive staff Conduct performance evaluations for general managers and other managers reporting directly to the position Cultivate a work environment committed to the health, safety, and wellness of all employees Job Requirements Degree in public administration, political science, or a related discipline or demonstrated related work experience Ten years of progressive experience in a management role, preferably in public administration A clear and solid understanding of the issues faced by the organization and the municipality Knowledge of advanced principles and practices of public administration and local government administration Ability to develop and administer city-wide goals, objectives, policies, procedures, work standards, and internal controls Demonstrated knowledge of applicable legislation and government policies Significant experience with policy development and implementation Ability to identify and respond to sensitive community, organizational, and town council issues, concerns, and needs Experience with budget preparation and management Intuitive grasp of organizational structure to manage cross-departmental and crossdisciplinary resource allocation Sound analytical thinking, planning, prioritization, and execution skills Strong formal and informal leadership skills Work Conditions Operation of desktop computer and peripherals Attendance and conducting of presentations Frequent overtime Occasional travel Extended periods of sitting High levels of stress and pressure

Town of Kapuskasing is looking to fill the position of Chief Administrative Officer, who, under the direction of Council, will be the principal policy advisor to Council and responsible for the efficient administration of all municipal departments including economic development. The individual will provide leadership, promote harmony and stimulate work performance in support of Council s approved strategic plan. The successful candidate will ensure the provision of a competent workforce, manage and control the business affairs of the municipality in accordance with policies and plans approved by Council and provide recommendations on matters before Council. The ideal candidate has business acumen and ability to collaborate, build teams and manage change. This position will advise elected representatives on policy questions and refer major policy matters to Council for final decision. The Chief Administrative Officer must possess the following: University degree in public administration, political science or a related discipline and/or demonstrated related work experience; Ten years of progressive experience in management role, preferably in public administration; Bilingual (French and English), strong written and verbal communication skills; Knowledge of advanced principles and practices of local government administration; Possess exceptional oral and written communication skills; Excellent interpersonal, organizational, planning, time management, team building and problem solving skills; Ability to think strategically and critically; Interested in residing in Kapuskasing and becoming an active member of the community.
