3 ENHR Conference Lisboa 2015 ENHR European Network for Housing Research has a tremendous background in the Housing research field across Europe and even beyond it, gathering researchers, young and old, empowering networking and promoting knowledge. The ENHR Conferences are a high momentum on the work of any researcher who participates in it, bringing to the organizing country the visibility of the network and the stimulus to invest in housing research. Portugal, who has a powerful Academia, is in need of this impulse not only to add value to the research already made but also to create more bridges between the Academia and the institutions that manage and decide. A pool of universities and national institutes/bodies has come together to organize this event for which we are completed engaged and enthusiastic about it. In a wonderful city, Lisboa, housing researchers from all over the world can come, participate in the Conference and enjoy everything Portugal has to offer in a touristic point of view.

7 And food is one of the best around the world with emphasis on Lisboa The city of Lisbon is one of the most beautiful in the world, with a strong relation with Tejo River and a beautiful light that flourish thruout the streets, highlighting the rich and diverse built heritage. It has been awarded for several times in the last years and it s well known for the safety and the human reception of its people. Lisboa has thousands of beds in attractable and affordable hotels. Many other offers like hostels and apartments are also available and there will be made special agreements with these units in order to ensure some price reductions. A 4* hotel can cost just 55 per night and a 5* from 75 /night. The quality of the hotels is one of the best in Europe. Public transports are also very affordable comparing to other European capitals.

9 ISCTE - University Institute of Lisbon (ISCTE-IUL) ISCTE-Lisbon University Institute is the co-organizer and the host of the ENHR Conference. It has the perfect conditions to venue an event with the quality and the dimension as this one. In the center of Lisboa (with underground, buses, cycle paths, car access with park), with fully equipped conference rooms (capacity, the biggest, for about 500 persons), other medium conference rooms (about 200 persons each) and many classrooms. A VIP room is also available and can host the ENHR private meetings. There are also exhibition areas and several places to eat.

11 Who and why? The organization of this Conference will be held by a pool of institutions both from the academic and scientific areas and the management and decision making processes. This pool of institutions, 12 at the moment, are completely engaged with the project and some of them have already participated in the previous conferences either presenting papers or just attending. It s our intention to promote the Housing research in Portugal and in the Portuguese speaking countries, to give our Academia the chance to deepen the already existing research network in this area. The leading partner CECODHAS.P is part of an European network of social housing providers with implementation in 19 countries, managing more than 27 million homes which can be considered an excellent basis for multiple studies in many areas. 13 Proposed Conference Theme Housing and Cities in a time of change: are we focusing on The World is experiencing huge changes in multiple levels. The way we look at the living world, the way we react with others, the interaction at a global scale, the conscience of the need to take care of our planet, the geopolitical threats and the amazing scientific and technological developments transforms the world every day. The multiculturality, the particular way each of us individually or as a country, nation or other group, shapes the living world in hundreds of different ways. Different ways to act, to interact with the other, to live or just survive. We keep inventing new ways to live and to share life with others. We dedicate our wisdom and knowledge trying to find the perfect way to live in this changing world. As this new world arise every day, as new societies are being created, as each one of us is touched by the globalization by one side and by the need to live with other on the other, have we being successful in our mission? Knowing that the resources are (very) limited, have we been giving our best to take the opportunity of this change to make the world more sustainable? With the new sociological realities that are multiple but that we can identify, are we planning our living world taking in consideration not only the environmental issues but, specially, the quality of living of each one of those we are planning for? And are we doing it in a fair way, promoting the global access to housing in its many ways? Are we taking in consideration the financial reality of each country, of the local economies and the new flexible labor market, as well as the new opportunities that emerge in a shrinking world? When we plan urban solutions, replace old solutions for new brand ones and when we decide are we doing it getting the individual person in the center of the urban scale? Housing is the main pillar for the prosecution of each one s life project so each solution we plan when organizing territories or drawing houses should be carefully made in order to create the good living environment where the quality of living is the basilar stone. In an transforming European society, more and more inclusive and broad, in a vision that walk in an ecologic and intelligent vision of the territories, People should take more and more the central axis of

14 In this way, the Conference papers can be focus on the following topics, not exhaustive: The World is experiencing huge changes in multiple levels: The effects of globalisation (mobility of capital, ideas and people, increased vulnerability to exposed communities and individuals, economic and financial crisis); Changing demography (aging and immigration in Europe and sharp increase of population and migrations elsewhere, urban growth and urban sprawl everywhere); Changing cultural and social values (multiculturalism, urbanisation, family fragmentation); Increased vulnerability to risks and hazards (effects linked to climate change: droughts, floods, morbidity, etc., concentration of people, assets and infrastructure in coastal areas); Increased stress on ecosystems and cultural heritage (urban and non-urban). Within this changing context, housing and cities face new challenges: To balance global trends with local demands; To mobilise new resources and innovate on processes (social and technical); To adapt existing housing and urban environment to new needs arising from specific social groups (e.g. older persons); To increase resilience to extreme natural and anthropogenic events; To reduce environmental impact and Why is it important to focus the debate on «People»? Because focusing on «People» brings to debate several topics related to housing policy that are receiving increased attention: Requirements arising from cultural and ethnical diversity of housing users; Social participation in design, construction and management of housing developments; Housing and health; Sustainability of housing and urban development; Age friendly neighbourhoods and housing adaptable to senior use. 15 Statement of Academic Quality The Conference is promoted and organized by CECODHAS-P working together with a pool of Portuguese universities and research centres with relevant research activity on housing and urban planning. This scientific and educational background is both a guaranty of Academic quality, which will ensure a high level conference and the necessary scientific support, and an asset to draw young researchers and students to participate in the Conference. CECODHAS.P has previous experience in organizing this kind of events, the most recent one having taken place in November 2012 with about 450 participants and 75 speakers. The Portuguese universities and research centres that are pooling with CECODHAS in promoting and organizing the Conference are: DINÂMIA'CET-IUL, Centre for Socioeconomic and Territorial Studies ISCTE-Lisbon University Institute The ISCTE Instituto Universitário de Lisboa (ISCTE-IUL) is a research university with a multi-disciplinary and interdisciplinary approach, mainly in the areas of Management and Economics, Sociology and Public Policy, Social Sciences and Humanities, Information and Communication Technologies and Architecture. The Institute has a strong link to and impact in science, economy and society and has established national and international cooperation with a large number of universities and research institutes as well as public, private and third sector organizations and has been participating in several international European funded projects, research programs and networks of scientific cooperation. DINÂMIA'CET-IUL, Centre for Socioeconomic and Territorial Studies is one of the nine research units of ISCTE-IUL that consistently aims for higher levels of excellence, innovation, internationalization and entrepreneurship. Its main lines of research are: Cities and Territories; Innovation, Knowledge and Work and Governance, Economy and Society. It currently has over 100 researchers, including around 50 PhDs and a large number of young research fellows. The Centre is certified, evaluated and classified as Excellent. ISCTE- IUL has approximately 8500 students enrolled in undergraduate (52%) and postgraduate (48%) programs and 450 teachers distributed by 16 Post-Graduation Programmes, 63 Master Programmes and 20 PhD s Programmes and several Summer Schools every year. Specifically DINÂMIA'CET-IUL is involved in the 3 PhD s and 8 Masters, with particular

16 egeo - Centro de Estudos de Geografia e Planeamento Regional - Universidade Nova de Lisboa The e-geo, Centre of Geographical and Regional Planning Studies, is a research unit of the FCSH, founded in 1981, that integrates 70 researchers, of which 27 Ph.D. The main objectives of e-geo are: (i) to produce knowledge on concepts, methods, instruments and techniques in Geography, Spatial Planning and Development, (ii) to promote the discussion and diffusion of research results. Such objectives are achieved through: a. Transdisciplinarity, promoting exchange of research expertise between e-geo research groups as well between e-geo and other Portuguese and foreign research units; b. Networking with research units in Portugal and abroad (preference is given to Geography, Spatial Planning, Environmental Studies, Urban Planning, Development Studies, Landscape Studies, Economics and Sociology) aiming at reinforcing critical mass concentration, competitiveness in national and international applications for research projects, and the organization of international scientific meetings; c. Cooperation with postgraduate studies, in Portugal and abroad, particularly the Post-Graduate Studies in Territorial Management of the Geography and Regional Planning Department of the FCSH, including the integration of students in e-geo research related activities. 7th Virtual Cities and Territories Lisbon, October 11th & 14th Colóquio Luso-Brasileiro Semiótica do Espaço, Lisboa, Setembro de 2013 IT Portuguese Network for the Territorial Development, Territorial Institute The Institute of Territory (IT) gathers most of the leading Portuguese universities and technological centres for research and development working on territorial domains aiming to strengthen the role of the academy in the definition of public policies and choices. Being housing policy and urban planning one of IT s key working areas, we formed our Independent Agency for Housing and City (IAHC) gathering the most relevant personalities, associations, networks and universities of Portuguese speaking countries to work on innovative solutions and strategies to improve this sector. Having around 80 institutions, IT organizes both its own events, as it also supports events from its members. Our last event was a series of 25 conferences and workshops in five months regarding Portuguese Urban Areas under the Multiannual Financial Framework. These conferences were held in many universities, polytechnics and national

17 LNEC Laboratório Nacional de Engenharia Civil LNEC is the Portuguese national building research institute. Since its creation in 1946, housing has been a relevant research topic in LNEC s activity. Since the early 1970 s, increased inter-play of technological and social sciences, involving architects, engineers and social scientists, has been a distinctive approach. The current Urban and Territorial Studies Unit of LNEC carries on with this tradition of interdisciplinary research on housing and urban matters. LNEC regularly hosts doctoral and post-doctoral researchers and cooperates with universities and other research centres, national and foreign, in graduate and post-graduate courses and joint research projects. LNEC is a member of the most relevant European building research networks and testing facilities. LNEC has been involved in the preparation of all current Portuguese housing and building regulations and has carried out several qualitative and quantitative assessments of the Portuguese housing stock. LNEC also has a long tradition of disseminating research results in editorial form, by promoting advanced training courses aimed to the professional community and by organising conferences, workshops, national and international. For these activities LNEC relies on own specialised staff and facilities. In March 2013, LNEC organised the 2 nd International Congress on Housing in the Portuguese Speaking Countries, which took place at LNEC s congress centrum and was attended by around 350 participants. CEAU (Research Centre for Architecture and Urbanism) The CEAU (Research Centre for Architecture and Urbanism) is a research unit integrated at FAUP (Faculty of Architecture - University of Porto). Its main objectives are to promote artistic, scientific and technological research activities carried out within the architectural and urban domains. As a research unit the CEAU is deeply engaged in supporting and framing the research undertaken in the scope of the PhD and Master courses offered at FAUP, as well

18 School for Social and Political Sciences (ISCSP) was founded in 1906 and is one of the oldest schools of Technical University of Lisbon, recently the University of Lisbon. Today, ISCSP is an academic destination for undergraduate students in different study areas, such as: Sociology, Public Administration and Public Policy, Political Science, International Relations, Social Policy, Social Work, Anthropology and Social Communication. It offers fifteen PhD programs in different fields, such as Public The Center for the Study of Architecture and City Planning [CEPT] promotes research related to the theory and practice of architecture. Aims to: a) contribute to an improvement of quality of the theory and practice of architecture in Portugal; b) The production and dissemination of R & D projects in the field of Architecture and Planning; c) support the students and professors of architecture in its academic practice; d) Support for the advanced training of human resources, particularly in the context of the evolution of the teaching career and guidance of MSc and PhD; e) The use of seminars, conferences and activities for disseminating the results of research and other work within the Masters of Architecture; f) The integration in international research networks, promoting the participation of researchers in R & D projects and international conferences; g) The promotion of publishing books and papers; h) The systematic collection of documentation in the field of Architecture

19 CEGOT is a research center dedicated to Geography and Spatial Planning, with 106 integrated members and 34 collaborative members, resulting from a joint cooperation between the Geography Departments of the Universities of Coimbra, Porto and Minho. CEGOT edits the semestral journal GOT - Geografia e Ordenamento do Território and organizes every year the CEGOT International Meeting, which has as main theme for 2013 Geography & Politics, Policies and The R & D Research Laboratory in Architecture (LabART) pursues the vision to improve and qualify the day-to-day life of today's society with special emphasis on Portuguese speaking countries. It is based on the development of conceptual tools for architectural practice and education, whether through developing knowledge in sustainable technologies focused on user or by the studies on the issues of cultural identity related to urban space and architectural Lusophone

20 GETIN_UA (research group in territory and innovation), Aveiro University The GETIN_UA (research group in territory and innovation), is part of the Research Centre for Public Policies of the University of Aveiro (GOVCOPP). The members of the GETIN have a long and diversified research experience, which has been developed in cooperation with several types of national and international organizations (private enterprises, other universities, research institutes) and has been financed by the Fundação de Ciência e Tecnologia as well as by successive Framework Programmes of the European Commission. Our main fields of activity include Strategic decision making support, Territorial policies for development, Territory and innovation, Urban and regional economics, Environmental economics and modeling and Data analysis techniques. In last years, GETIN headed one important project in the field of housing: Determinant factors in the demand of housing in Portugal, where a study of the dynamics of the housing market was developed, based on a combination of spatial econometrics and foresight techniques. This group has also been active as a service provider, where its activities include the development of strategic plans for municipalities or regions, the coordination of inter-institutional think-tanks, the development of prospective studies of different types and scope or the assessment of policies, project and programmes. Instituto Superior Técnico (IST) Universidade de Lisboa Founded more than a century ago (1911), the Instituto Superior Técnico (IST), which for a long time was part of the Technical University of Lisbon, Portugal, has gained distinction for its national influence and international recognition. IST offers first and secondcycle courses as well as Integrated Master s degrees in almost all areas of engineering, architecture, science and technology. All courses are characterised by a solid basic education and commitment to advanced training, research and innovation. IST also offers a range of doctoral programmes that is exceptional in Portugal. The organisational and logistic capacity of IST for hosting events of this kind has been well demonstrated by the wide range of similar initiatives they have been involved in throughout their history, of which we will highlight only the major recent conferences: 15th World Conference on Earthquake Engineering, 800 participants (24-28 September 2012); 12th World Conference on Transport Research, 2000 participants (11-15 July 2010) IST has a long history of post-graduation studies, namely MUOT Mestrado em Urbanismo e Ordenamento do território ( and DET Doutoramento em Engenharia do Território ( doutoramentos/)

22 Budget There is a large ways to organize a conference and, consequently, it s budget. Budget should be realistic both in the balance sheet and in the target attendees. Europe, and specially the Southern countries, are facing enormous difficulty in economical and financial terms which have been restricting the possibility of researchers and others to participate in this kind of events. So, in one hand we should not restrict the participation of those with less financial capacity and on the other hand we should not organize events that potentially will have a few attendees. There is, by other side, the expectation by many participants to receive a full package of services. Taking these aspects in consideration, there is a dual model of registration to face both realities, making this a high participated event. There will be two fees: 1. All-inclusive. Attendees will get access to all the sessions, technical visits and meals (lunches and reception and Gala dinners). The value to be paid will be, even in this case, much lower than the previous conferences: Accessible. Attendees who pay this fee will only have access to the sessions and technical visits. There is a simbolic value of 20 Any merchandising of the event will only be distributed if there are sponsors who assume the costs.

23 LOC Local Organizing Committee LOC will be headed by CECODHAS.P, ISCTE- Lisbon University Institute thru DINAMIA CET (one of their research units) and IHRU Institute for Housing and Urban Rehabilitation. Scientific Committee All the Scientific issues will be held by the pool of universities plus LNEC National Laboratory for Civil Engineering and the Territorial Institute, also open to members indicated by the ENHR Coordination Committee. Secretariat There will be a permanent Secretariat operating after the 2014 ENHR Conference Study Visits/Fieldtrips Lisbon and the surrounding cities have a huge diversity of interesting places to visit in the field of Housing, social intervention, planning, etc. There will be organized 10 Study Visits in the areas of Urban planning and public development neighbourhoods (Areeiro/Alvalade, ; Olivais, ; Parque das Nações, ; Alta de Lisboa, ); Social housing (e.g. IHRU, GEBALIS, Oeiras); Architecture landmarks (e.g. Valmor awards).

25 Communication There will be a wide range of communication tools, from the official Site, Facebook, twitter, etc There will be made contacts with other international network organizations like CECODHAS HOUSING EUROPE, IFHP - International Federation for Housing and Planning, FEANTSA, etc. A special effort to disseminate this event with the ENHR sister s organizations APNHR Asian-Pacific Network for Housing Research and LAHNUR - Latin American Network for Housing and Urban Research, will also be made. Finally, taking in consideration Portugal relation with the Portuguese speaking countries, there will be made contacts with the CPLP - Community of Portuguese Language Countries to disseminate the information and attract participation by their scientific and professional communities. Publications in order to add academic value to the presentations and promote a broad dissemination of results, an e-book with the articles presented at the Conference will be edited.
