2 LETTER FROM THE CHAIRMAN The Texas Veterans Commission Fund for Veterans Assistance grant program offers funding to non-profit and local government organizations which, in turn, provide direct services to veterans and their families. Since 2009, our program has supported organizations statewide to assist nearly 220,000 Texas veterans and their families with various types of services. Each year, the program encourages organizations with veteran specific programs/services to apply for grant funding. The Commission then awards these organizations so that veterans can access services in their local community. The Texas Veterans Commission has awarded over $70 Million in grant funding. In 2016 alone, the Commission awarded 98 organizations over $20 million in General Assistance, Housing For Texas Heroes, Veterans Mental Health, and Veterans Treatment Court grants statewide. The Texas Veterans Commission is excited to support these community organizations to further our mission by serving Texas veterans and their family members improving their quality of life. HOUSING FOR TEXAS HEROES Grants address housing needs, including: Veteran homelessness, home modifications, and housing assistance for families being treated at Texas medical facilities.

3 2016 GRANT PROGRAMS The Fund for Veterans Assistance administers four grant programs. Veterans Treatment Court $1,815,000 Veterans Mental Health $2,545,000 Housing for Texas Heroes $4,825,000 General Assistance $9,145,000 GRANT PROGRAMS VETERANS TREATMENT COURTS Grants offer funding to local governments to create, expand, or maintain Veteran Treatment Court programs. VETERANS MENTAL HEALTH Grants address direct counseling needs, including: Peer and group sessions; Veteran family member counseling; Equine therapy; and Veteran Drop-In Centers. HOUSING FOR TEXAS HEROES Grants address housing needs, including: Veteran homelessness, home modifications, and housing assistance for families being treated at Texas medical facilities. GENERAL ASSISTANCE Grants address a broad range of needs, including: Emergency financial assistance; Transportation; Family and child services; and other supportive services. 4 REVENUE SOURCES The Fund for Veterans Assistance grant programs are funded by the following sources. Texas Lottery - 89% Texas Dept. of Motor Vehicles - 4% Texas Dept. of Public Safety - 3% TDHCA - 2% Private Donations - 1% General Revenue - 1% SECC - >1% TEXAS LOTTERY: The FVA receives about $0.50 from each $2 Texas lottery scratch-off game with the phrase SUPPORTING TEXAS VETERANS. These tickets have generated over $60M for the FVA since the game s introduction in November TEXAS DEPARTMENT OF MOTOR VEHICLES: Since 2010, Texas drivers have been able to make a donation to the FVA at tax assessor s offices and online. The Keep the Wheels Turning campaign was created to raise awareness about the ability to donate to the FVA while registering a vehicle with the DMV. TEXAS DEPARTMENT OF PUBLIC SAFETY: Signed into law June 2015, H.B added an option for individuals applying for or renewing a Concealed Handgun License to make a voluntary contribution to the FVA, similar to the option already available for Texas driver licenses and identification cards. TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS (TDHCA): During the Regular Session of the 84th Legislature, TDHCA was appropriated General Revenue for the Housing Trust Fund for the biennium. TVC received funding from the Housing Trust Fund for the purpose of administering Housing For Texas Heroes Grants. PRIVATE DONATIONS: Businesses and individuals help support Texas Veterans and their families by donating directly to the FVA either online at or mail in their check. GENERAL REVENUE: During the 84th Legislature, the General Appropriations Act appropriated funds to the Texas Veterans Commission for a Veterans Treatment Court Grant. STATE EMPLOYEE CHARITABLE CAMPAIGN (SECC): State employees and retirees give through the annual SECC drive, held each September and October, designating Code for the FVA Fund for Veterans Assistance Annual Report
