2 Premises of housing and land use planning New city districts In the years , several entirely new city districts will be built in Helsinki. Building new areas on the waterfront and along good transport services diversifies the city s housing supply and complements the urban structure. Some 70 per cent of the new housing units to be completed during will be built on city-owned land, thus ensuring that the land use control is being implemented in a sustainable way. The population grows steadily There is a strong growth in Helsinki population, due to immigration and domestic migration. The population has exceeded , and forecasts predict a growth of some new residents by the year The average household size is decreasing which has its impact on the growth in housing demand.

3 Urban living in apartments and detached houses The housing stock of Helsinki comprises approximately housing units. The majority of the housing stock consists of small units, and the share of one and tworoom apartments is almost 60 % of the housing stock. Some 86 % of the units are located in apartment blocks and 14 % in detached houses. The diversification of the housing stock is ensured by setting goals for both rental and owner-occupied housing in the housing production. Also the size distribution of housing units will be controlled in order to offer different-sized households high-quality and interesting housing alternatives. The housing stock is renewing A substantial part of Helsinki housing stock has been built during and the need for renovation increases when the apartment buildings built during the intense suburbanisation period reach a certain age. Energy efficient solutions are sought both in new construction and in renovation.

4 In Helsinki the long-term planning of land use and housing is controlled by an implementation programme prepared during each council term. The Home Town Helsinki Programme has been approved by the City Council on , and the achievement of the objectives is being monitored annually. Land use The goal of land use is a compact community structure relying on public transport. To support efficient and sustainable land use, the City is active in buying land, taking care of a sufficient town plan reserve necessary to housing production as well as assigning plots for housing production either by selling or leasing. Housing production The goal of housing production is to meet the needs of the growing city, and the target level is kept high. The City ensures a diverse distribution of forms of possession and financing in housing production and controls the production of different sized housing units according to needs.

5 Residential areas The goal in developing and building residential areas is to enable different city districts to constitute a functionally integrated and balanced city. New areas form personal and diverse city districts. Infill building is used to enhance the vitality and pleasantness of existing areas, and the negative differentiation development of residential areas is prevented by intersectoral means. Housing stock The goal in developing the housing stock is to take care of the condition and energy efficiency of the buildings. The suitability of the housing stock for life cycle housing is improved by making new houses accessible and by building lifts in older houses. Housing production is developed by supporting the building of different house types fit for a compact urban environment, by supporting self build and co-housing projects and the realization of different housing concepts. Population structure The City s objective is a diverse resident structure. The housing possibilities of different households are enhanced by attractive housing alternatives as well as targeted housing production. Special attention is paid to housing possibilities for youth entering the housing market, families with children, elderly people and persons belonging to specific groups, also taking into account the population with immigrant backgrounds and the increase in the number of smaller households.

7 The Focal Objectives of the Programme Period In a new general plan will be prepared, aiming at a more compact community structure and a vital, polycentric city. City-owned land for at least floor square metres is assigned annually for housing purposes. The reservation intake of plots for housing purposes shall correspond to the housing production of four years. Town plans for housing production shall be prepared for at least floor sqm per year. The plan reservation intake shall allow the housing production of at least five years. At least housing units will be built each year, both as new construction and through altering the purpose of use of existing buildings. 30 per cent of the housing production shall be realized as infill building. 20 per cent of the housing production shall be realized as government subsidized rental housing, whereof 750 units per year will be built as ordinary rental housing units and 250 rental units targeted to specific groups. Each year, 40 per cent of the housing production is realized as housing units for students and youth (300 units), as well as Hitas housing (price and quality regulated owner-occupied housing units), partial ownership housing and right-of-occupancy housing. 40 per cent is realized as unregulated rental housing production (700 units) and owner-occupied housing units (1 300 units). Some housing units per year are produced as part of the City s own housing production programme, 50 per cent of these are governmentsubsidized rental housing units.
