3 Finland s eight river basin districts (RBD s) 1. Vuoksi RBD 2. Kymijoki-Gulf of Finland RBD 3. Kokemäenjoki-Archipelago Sea- Bothnian Sea RBD 4. Oulujoki-Iijoki RBD 5. Kemijoki RBD Two international river basin districts (IRBD) have also been designated covering parts of Finland: 6. Tornionjoki IRBD (shared with Sweden) 7. Teno, Näätämöjoki and Paatsjoki IRBD (shared with Norway) 8. A separate RBD has been defined to cover the autonomous Åland Islands, where the WFD is being implemented by the provincial government

10 Implementation of measures Ministry of the Environment coordinated preparation of the national action program for the implementation of the policy instruments of RBMPs Approved by Council of State Feb 17th Regional authorities (ELYcentres) agreed with regional cooperation groups about timetable and financing of regional measures until September 2011

11 Monitoring of implementation measures (1) Council of State also necessitated that National Monitoring System will be prepared by the end of June Data system was developed into the context of WFD data system, which could be also publicly available via OIVA-service (ymparisto.fi/oiva) Will be used to EU reporting of Program of Measures by and update of RBMP and PoM by

12 Monitoring of implementation measures (2) Information on measures is collected every three years mainly based on sectors like agriculture, forestry, industry etc. Form of information is diverse data systems (agriculture) statistics, like year books (forestry) Quite many bottle necks in data availability Level of detail on monitoring of measures is depended on level of detail on river basin management plans

19 Taneli Duunari-Työntekijäinen, SYKE Program of Measures New activity started on Feb 2012 to update guidances related to planning of measures Sectoral groups prepare sectoral guidances to agriculture, forestry and peat production, UWWT and scattered settlements, groundwaters, water construction and restoration National focal points are nominated to important thematic issues like climate and droughts, priority substances, assessment of benefits, navigation, exemptions and they also support sectoral groups First drafts by the end of Sep Finalized guidance by the end of March

21 Introduction 1/2 The progress of the River basin management measures will be reported to the EU in December 2012 The reporting concerns measures and policy actions and instruments that have been reported to the EU in Mach 2010 (FINLAND circa 5600 measures) Reporting in three levels completed on going not started Addition to the above it is possible to present the reasons, if the implementation of the measure is expected to be late. 28

23 Principles and scope 16 key type of measures have been named in EU Guidance Document. In addition, member states can define their own key type of measures (national particularities). The key type of measures are not new or independent measures. Key type of measures are formed by linking existing types of measures and policy actions and instruments. An indicator have been selected for every measure. 30

24 Selection of the Key type of Measures River basin districts have the right to choose independently one or more of the key measures from the key measure list. The selection criteria: Measure must be significant from the perspective of Water Resources Management progress and it must have connection to the key factors that undermine the state in River Basin District. Measure has to be on the key type of measures list. There has to be enough monitoring information on selected indicator. Finland has prepared national list of key type of measures No measures related to water quantity and water pricing 31
