2 Section 1 GENERAL Article 1.1 Applicability of the regulations These regulations are applicable to the study programme and examinations of the Master programme in Health Economics, Policy & Law (HEPL), including examination parts Health Economics, offered by the Institute of Health Policy and Management of the Erasmus University Medical Center (Erasmus MC) Rotterdam, hereinafter referred to as the Institute. Article 1.2 Aims of the study programme The multidisciplinary study programme is designed to provide students with the analytical skills and conceptual knowledge to understand the complexities of health care systems. The multidisciplinary focus is intended to ensure that the graduate understands the economic, political and legal context of health policy issues and is capable of scientific and socially responsible professional practice in this area. In addition, the programme is intended to provide students with a solid basis to pursue a Ph.D. in health economics, policy & law. Article 1.3 Definitions In the regulations, the following words shall have the following meanings: a. the law: the Dutch Higher Education and Research Act (Wet op het hoger onderwijs en wetenschappelijk onderzoek - WHW); b. Examination Board: the board referred to in Article 7.12 of the law for administering examinations and for organizing and coordinating the examinations of the study programme; c. Rules and Regulations: the rules, guidelines and instructions of the Examination Board with regard to the examinations and exams, as referred to in Article 7.12, paragraph 4 of the law. The Rules and Regulations are added to the Teaching and Examination Regulations; d. master: the Master programme of Health Economics, Policy & Law (HEPL) of the institute; e. bachelor: the Bachelor programme of Health Sciences of the institute f. Intermediate Programme: a specially designed programme (schakelprogramma) for Dutch speaking students with a hbo-bachelor s or a university-bachelor s degree to remove any deficiencies before entering the Master programme; g. examination part: a study unit of the Master programme, within the meaning of the law; h. ECTS: abbreviation of credit points as defined by the European Credit Transfer System. 3 l. exam: the total assessment of the performance of the student for separate examination parts of the Master programme, as referred to in Article 7.10 of the law; the aforesaid examination parts together constitute an investigation into the knowledge, insight and skills of the student; m. course book: document, related to an examination part, which specifies the content of a course, the method of examination and the form of the practicals; n. academic year: the academic year runs from 1 September to the following 31 August (inclusive); o. student: a person who is enrolled at the university in order to pursue the study course and/or to take the exams and examinations of the study programme; p. the institute: the Institute of Health Policy and Management of the Erasmus University Medical Center Rotterdam; q. academic personnel: a. the members of the academic staff of the institute, b. the trainee research assistants (AIOs) of the institute, c. the other academic personnel of the institute; r. academic staff: a. the professors of the institute, b. the associate professors of the institute, c. the assistant professors of the institute; s. examiner: a person, as referred to in Article 7.12 of the law, who is designated by the Examination Board to take of examinations. The members of the academic staff are in any case the examiners for the examination parts they provide. t. Admission Committee: Committee, established by the Executive Board of the institute to advice the Examination Board about the admission of applicants to the Master programme; u. Course Coordinator: the person who is responsible for the management of the Master programme. v. Academic Director: the person who is responsible for the general management of all study programmes provided by the institute. w. SSC: the Study Service Centre of the institute that is responsible for the administrative procedures of the programme. Article 1.4 Degree 1. The one who has successfully passed all the examination parts of the Master programme will obtain: a. the degree of Master of Science in Health Economics, Policy & Law, in case of passing the examination parts of the programme unit Health Economics, Policy & Law, as referred to in Article 3.3; b. the degree of Master of Science in Health Economics, in case of passing the examination parts of the programme unit Health Economics, as referred to in Article 3.3; 2. The obtained degree will be written down on the Master certificate. Article 1.5 Language 1. The teaching for the Master programme is entirely in English. Derogations from this are not permitted. 2. The exams and examinations for the Master programme are held in English. Derogations from this are not permitted. 4 Section 2 ADMISSION TO THE MASTER PROGRAMME Article 2.1 Admission requirements To the Master programme are admitted: 1. Those who have obtained a Bachelor of Science degree in Health Sciences (Gezondheidswetenschappen) from the institute. 2. Those who have obtained an Admission Statement, granted by the chair of the Examination Board on behalf of the Executive Board of Erasmus University Rotterdam and the Dean of the Faculty of Medicine and Health Sciences, for the duration of the academic year. Article 2.2 Admission Statement 1. Eligible for obtaining an Admission Statement are: a. Those who have obtained a Bachelor s degree (or equivalent) from an accredited university at least equal to the Bachelor of Science degree in Health Sciences mentioned in Article 2.1, according to the judgment of the Examination Board at the advice of the Admission Committee. Relevant degrees, for instance, are a Bachelor s degree in Health Policy and Management, Health Administration or Health Sciences; or a Bachelor s degree in Economics, Political Sciences or Law, all with relevant minors. In addition, those with a relevant degree must have proven to meet the eligibility criteria for written and spoken English, as specified in Article 2.3. b. Those who have obtained a certificate of the Intermediate Programme (schakelprogramma), HEPL-version, specially designed by the institute for graduated hbo-bachelors and graduated university-bachelors to remove any deficiencies before entering the Master programme. In addition, those with a relevant degree must have proven to meet the eligibility criteria for written and spoken English, as specified in Article 2.3. c. On request, those who are enrolled in the Bachelor's programme of the institute but have not passed the final exam, with the proviso that they meet the following conditions before the beginning of the academic year: i. students have obtained a Bachelor 1 certificate from the institute, and: ii. students have obtained at least 105 ECTS including examination parts for which they have been granted an exemption out of the 120 ECTS of the second and third year of the Bachelor's programme. d. Students enrolled in the Intermediate Programme but have not passed all examinations of the programme, with the proviso that they have obtained at least 39 ECTS including examination parts for which they have been given an exemption out of 48 ECTS of the Intermediate Programme before the beginning of the academic year. The lacking ECTS may not belong to more than two parts of the Intermediate Programme. Furthermore, the ECTS lacking may not belong to the examination parts Inleiding Methoden & Technieken van gezondheidszorgonderzoek or Methoden & Technieken van kwantitatief gezondheidszorgonderzoek. Those who are enrolled in the Master programme by virtue of paragraph 1d shall not be entitled to take the final examinations of the Master s programme as long as they have not passed all required examinations of the Intermediate Programme of the institute. Article 2.3 Required proficiency in English 1. Proof of sufficient proficiency in English must be presented by submitting the results from either a TOEFL test (minimum score is 575), or IELTS (minimum score is 7), or Cambridge Certificate of Proficiency in English. 2. Exempted from the requirements in Article are: a. those whose mother tongue is English and those who had English as their first language of secondary or higher education; b. those who obtained a Bachelor s degree in Health Sciences mentioned in Article 2.1.1; c. Students who passed English at a Dutch vwo or obtain, according to the judgment of the Examination Board, a sufficient proficiency in English. Article 2.4 Letter of Admission to the Intermediate Programme 1. The Board of Examination will provide a Letter of Admission to the Intermediate Programme to students who are admitted to the Intermediate Programme of the institute. The Letter stipulates that students are entitled to obtain an Admission Statement if the conditions as referred to in Article 2.2 paragraph 1b or paragraph 3 have been met. 2. Eligible for obtaining a Letter of Admission to the Intermediate Programme are: a. those with a sufficient proficiency in Dutch: i. those who had Dutch as their first language of secondary or higher education; or: ii. those who passed the examination "Dutch as second language, second level" (NT-2, Exam II); and: b. with a sufficient proficiency in Mathematics: those who passed Mathematics A1 (new style) or Mathematics A (old style) at vwo level or can prove having obtained an equivalent level of mathematics; and: c. with a relevant 4-years hbo-bachelor s degree, e.g. in health services or business administration, according to the judgment of the Examination Board at the advice of the Admission Committee; or, instead of c: d. with a relevant university-bachelor s degree, e.g. in economics, law or political science, according to the judgment of the Examination Board at the advice of the Admission Committee; e. the admission to the Intermediate Programme of those who hold a relevant 4-years hbo-bachelor s degree, and have at least two years working experience (on hbo-level) in the field of health care will have priority. 6 Section 3 COMPOSITION OF THE MASTER PROGRAMME Article 3.1 Full-time / part-time Within the scope of the law, the study programme is offered full-time (one year) as well as halftime (two years). Article 3.2 Study load of the study programme 1. The study programme has a study load of 60 ECTS (1680 hours of study). 2. The study load is expressed in whole ECTS. Article 3.3 Composition of the study programme 1. The Master programme consists of two programme units. a. The general programme unit Health Economics, Policy & Law, consisting of the following examination parts: Examination parts Health Economics, Policy & Law ECTS Course 1 Economics and Financing of Health Care Systems 5 Course 2 Health Law from an International Perspective 5 Course 3 Economics of Health and Health Care 5 Course 4 Rationing: a multidisciplinary perspective 5 Course 5 Health Politics and Policy 5 Course 6 Health Technology Assessment 5 Course 7 Health Care Governance (or another elective) 5 Course 8 Advanced Health Economic Evaluation (or another elective) 5 Course 9 Topics in Health Economics (or another elective) 5 Course 10 Health Insurance and Reinsurance in Low- and Middle-Income 5 Countries (or another elective) Master Thesis 15 The courses 1, 2, 3, 4, 5, 6 are compulsory for HEPL-Students. Hepl students should choose three additional elective courses. b. 7 *Electives may account for a maximum of 10 ECTS in total 2. The further descriptions of the examination parts referred to in paragraph 1 including obligatory practicals, as stated in the most recent version of the study guide of the institute, the course books of the study programme and the HEPL-Master Thesis Manual, constitute an integral part of these Teaching and Examination Regulations, without prejudice to the other provisions set out in these regulations. 3. Students may choose the electives referred to in paragraph 1 from components of study programmes at Erasmus University Rotterdam that are included in the EUR Educational Catalogue or, by approval of the Board of Examination, components taught at another accredited university. Article 3.4 Exemption from obligatory practicals 1. In exceptional cases, the Examination Board can grant exemption from the obligation to take part in practicals. In that case, the Examination Board can decide that the practicals should be carried out in another way, to be determined by the Examination Board. 2. A request for exemption from the obligation to take part in practical exercises, as referred to in paragraph 1, should be submitted by the student in writing, with reasons and supported by documentation, to the Examination Board at least four weeks before the practical exercise for which exemption is requested is scheduled to begin. In exceptional cases, the Examination Board may permit derogation from the period stated in the last sentence. under by exemption 7

8 Section 4 TAKING EXAMINATIONS Article 4.1 Time periods and frequency of examinations 1. The opportunity to take written examinations belonging to the examination parts referred to in Article 3.3 except of electives that are not taught in the study programme - is given twice per academic year. 2. In exceptional cases the Examination Board may, at the request of the student or the examinator, decide to permit derogations from the provisions set out in paragraph In derogation from the provisions set out in paragraph 1, the opportunity to take a written examination belonging to an examination part for which the instruction is the last to be taught in a specific academic year, is given twice more in the subsequent academic year. 4. Examinations that are taken in a way other than written can be taken twice per year. 5. The student has a free choice in the number of times that he/she wishes to take a written examination. The result is the highest grade obtained. If the material to be studied for an examination has changed, the new material must be studied. 6. Without prejudice to applicable regulations regarding a period free of examinations, and with due observance of the other provisions set out in these regulations, and of the Rules and Regulations established by the Examination Board, the Course Coordinator establishes an examination schedule before the start of the academic year. In the event of urgent exceptional circumstances, the Course Coordinator can change the examination schedule during the academic year, provided that the change is announced in good time, and no later than the start of the enrolllment period of the examination period concerned, via Erasmus Magazine and Blackboard. Changes will be without prejudice to the students involved. 7. In exceptional cases the Examination Board can, at the request of the student, decide that an extra opportunity to take an examination will be offered, in derogation from the examination schedule. 8. If no indication is given in these regulations concerning how many times per academic year an examination can be taken, because that examination relates to a examination part that is not taught in the study programme, the provisions on this matter in the relevant Teaching and Examination Regulations are applicable, unless the Examination Board has made a decision in derogation from these, on the understanding that it must be possible to take the examination at least once per academic year. Article 4.2 Form of the examinations 1. The examinations of the Master s programme are taken in written and/or oral form and/or by means of practical exercise, unless the Examination Board has decided otherwise. 2. If the Examination Board decides that the form as referred to in the foregoing paragraph shall be different, it will announce this to the students no later than two months before the examination is to be held. 3. The elaborations in the form of the examinations as referred to in paragraphs 1 and 2, stated in the most recent version of study guide of the institute and/or in the course books or in the HEPL-Master Thesis Manual of the Master's programme, constitute an integral part of these Teaching and Examination Regulations, without prejudice to the other provisions set out in these regulations. 4. In exceptional cases the Examination Board may, at the request of the student, decide to permit derogations from the provisions set out in paragraphs 1 and 2. time enrolment form master 8

9 5. Physically or sensorially handicapped students are offered the opportunity to take the examinations in a manner adapted as far as possible to their individual handicap. A request for granting special provisions should be submitted by the student in writing, with reasons and supported by documentation with respect to his or her handicap(s), to the Examination Board as soon as possible after the beginning of the academic year, but at least four weeks before the examination. The Examination Board will decide within 15 days after receipt of the request and will, if necessary, obtain expert advice before making a decision. Article 4.3 Oral examinations 1. No more than one person will be given an oral examination at a time, unless the Examination Board has decided otherwise. 2. An oral examination is taken in public, unless in an exceptional case the Examination Board or the examiner concerned has decided otherwise, or the student has objected to this. oral 9

10 Section 5 RESULT OF EXAMINATIONS Article 5.1 Determining and announcing results of examinations 1. The examiner determines the results of an oral or written examination as soon as possible, and no later than three weeks after the day on which it was taken, and passes the results to the Study Service Centre of the institute. The Study Service Centre announces the results to the students within four weeks after the day on which the examination was taken. In the event of force majeure, the Examination Board can permit derogation from this period. 2. With regard to an examination that is to be taken in a manner other than oral or written, the Examination Board decides in advance in what way and within what period the student will be given a written explanation of the results. Article 5.2 Period of validity 1. Unless otherwise mentioned, the term of validity for the examination components passed is three years. The Board of Examination may extend the term of validity if, in its judgment, the knowledge, insights and skills relating to the examination component in question are not obsolete; 2. The Examination Board can impose, with respect to an examination part taken and passed more than three years previously, an additional or alternative examination, before the student is admitted to take the exam concerned. 3. If an examination component should be tested by more than one examination, the term of validity of the partial result is also three years. The Board of Examination may extend the term of validity if, in its judgment, the knowledge, insights and skills relating to the examination component in question are not obsolete. Article 5.3 Right of inspection 1. During 30 days after the announcement of the results of the examination, students are offered the possibility to participate in a follow-up interview about the questions and assignments of the examination concerned, along with the criteria for assessment. The examiner will determine the location and time of the follow-up interview. 2. During the term mentioned in paragraph 1, persons who have taken written examinations may peruse their assessed work. The examiner shall determine the location and time of perusal. The examiner may combine perusal with a follow-up interview concerning the mentioned in paragraph In the event that a student can demonstrate that he/she was prevented from being at the assigned location and time for the follow-up interview mentioned in paragraph 1, or appearing for perusal as referred to in paragraph 2, due to force majeure, at the request of the student an alternative opportunity will be offered, if possible within the term mentioned in paragraph 1. determining T period judgement judgement right 10

11 Section 6 EXEMPTIONS Article 6.1 Exemption from examinations The Examination Board can, at the request of the student, grant exemption from an examination of an examination part referred to in Article 3.3, on the grounds of: - Having passed one or more examination(s) belonging to one or more examination part(s) of an other accredited university or higher education study programme, provided that this/these is/are, in the opinion of the Examination Board, equivalent or comparable in terms of content, study load and level; or - Proof of relevant knowledge and experience gained outside the education in the aforesaid categories, provided that this is equivalent or similar in terms of nature, content and level to the examination part of the study programme for which exemption is requested; or - A combination of the aforesaid categories. 12 Section 7 RESULT OF THE MASTER EXAM Article 7.1 The result of the exam 1. A Master degree can be obtained if all examination parts, as referred to in Article 3.3, are completed with a grade of 5.5 or higher. 2. In case one examination part, excluding the Master thesis, is completed with a grade of 5,0 or more, but less than 5.5, a Master degree can be obtained if all other examination parts are completed with a grade of 5.5 or higher and if the unweighted average of the grades of all examination parts, excluding the Master thesis, is at least After all the examination parts of the exam have been passed, the Examination Board determines the result of the exam. 4. In derogation from the provisions set out in paragraphs 1 and 2, the Examination Board may, before determining the result of the exam, conduct an investigation itself into the knowledge of the student with regard to one or more examination parts of the study programme, if and insofar as the results of the examinations concerned give it cause to do so. the master master 12

13 Section 8 REQUESTS, DECISIONS AND APPEALS Article 8.1 Requests and decisions 1. Requests to the Examination Board on behalf of these regulations must be written, motivated and accompanied with relevant documents and must be issued as soon as possible but at least within four weeks or the time frame specified in these regulations; 2. The Examination Board reports its written and motivated decisions to the concerned parties as soon as possible but at least within four weeks or the time frame specified in these regulations. Article 8.2 Appeals 1. A student who objects to a decision of an examiner (e.g. assessments) or the Examination Board may lodge an appeal with the Examinations Appeal Board (CBE) of Erasmus University Rotterdam. In urgent cases, the chair of the CBE can be requested to make provisions. 2. The appeal has to be lodged within 40 days from the date of the announcement of the disputed decision. If the appeal concerns a decision that was not made on time, it must be submitted within a reasonable period of time. 3. Before the CBE deals with the appeal, there is a settlement phase, in which the Examination Board shall attempt to reach a settlement regarding the appeal of the complainant. The CBE assumes that the complainant him/herself will first have made contact with the examiner concerned or with the Examination Board, in order to try to reach agreement. Account should be taken of the fact that meanwhile the period of four weeks for lodging an appeal with the CBE continues to run. In view of this, a provisional appeal can be lodged for the interim. requests appeals 13

14 Section 9 STUDY COUNSELING Article 9.1 Study counseling and advice 1. The institute is responsible, without prejudice to the respective provisions of the Executive Board, for recording the study results in such a way that each student can be given an overview at least once per trimester of the results that he/she has obtained in relation to the study and exam programme of the study programme. 2. The Academic Director is responsible for the study counseling of students who are enrolled for the study programme, partly in order to assist their orientation towards possible study paths within and outside the study programme. study 14

15 Section 10 CALCULATION RULES FOR ESTABLISHING STUDENTS PROGRESS Article 10.1 Calculation rules for establishing students progress For the annual establishment of students progress by the Executive Board within the scope of student grants and loans, the following calculation rules are used for the allocation of credits to the study results obtained: a. ECTS are awarded for examination parts that are completed with a pass a grade of 6 or higher. The credits are awarded for the academic year in which the pass has been obtained. b. For examination parts for which ECTS have previously been awarded, ECTSs cannot be awarded for a second time, even if the student (again) obtains a pass for the examination part concerned. c. For the application of this Article, no credits are awarded for exemptions. d. Students who take examination parts of other study programmes as part of the Master programme, with the approval of the Examination Board, are awarded a number of credits for these, to be established by the Examination Board, in the academic year in which these examination parts are completed with a pass result. 16 Section 11 FINAL AND IMPLEMENTATION PROVISIONS Article 11.1 Hardship clause If application of the rules of the Teaching and Examination Regulations results in unreasonable or unfair situations with respect to the student or a group of students, the student or group of students concerned may submit a written and reasoned request for derogation from the said rules to the Examination Board and the Examination Board can decide to derogate from these rules in favour of the student or group of students. Article Amendments 1. Amendments to these regulations will be adopted through a separate decree by the Chairman of the institute mandated by the Dean of the Faculty of Medicine and Health Sciences subject to approval by the Council of the Faculty of Medicine and Health Sciences. 2. No amendments will be made that are applicable to the current academic year, unless the interests of the students are, in reason, not thereby prejudiced. 3. Moreover, amendments must not influence, to the detriment of the students any other decision, which has been taken with respect to a student by the Examination Board by virtue of these regulations. Article 11.3 Announcement The Executive Board of the institute is responsible for an appropriate announcement of these regulations, of the Rules and Regulations established by the Examination Board, and of amendments to these documents. 17 RULES AND REGULATIONS WITH REGARD TO THE EXAMINATIONS AND THE EXAM OF THE MASTER PROGRAMME SECTION 1 GENERAL REGULATIONS Article 1.1 Applicability of the Rules and Regulations These Rules and Regulations are applicable during the academic year 2006 /2007 to the examinations and exam of the Master programme Health Economics, Policy & Law (HEPL) of the institute of Health Policy and Management, hereinafter referred to as the Master programme. Article 1.2 Definitions 1. Unless differently mentioned, in these Rules and Regulations, the same definitions will be used as formulated in Article 1.3 of the Teaching and Examination Regulations. 2. Fraud: the action or negligence of a student that is aimed at making it impossible, entirely or in part, to form a correct judgment concerning his/her knowledge, insight and skills. SECTION 2 RULES RELATING TO THE EXAMINATION PROCEDURE PROPER Article 2.1 Enrollment for examinations 1. A student who by virtue of his/her registration for the study programme is entitled to take exams and examinations, should enroll for them on time and correctly, in accordance with the provisions of or by virtue of these Rules and Regulations. 2. The enrollment term has been established per exam period in the examination schedule, as referred to in article 4.1 of the Teaching and Examination Regulations of the Master programme, by the Examination Board, the Course coordinator and the Head of SSC. 3. The head of the Student Administration Bureau can, with the approval of the Examination Board, establish specific rules for properly enrolling in examinations, by virtue of the Teaching and Examination Regulations of the Master programme and the Rules and Regulations of the Examination Board. These specific rules will be announced in a proper manner in sufficient time. 4. The Examination Board can derogate from the date of enrollment referred to in paragraph 1 if the student, as a result of force majeure, has been unable to apply on time and correctly. Under certain circumstances, force majeure may be said to exist in the event of, for example, illness or special family circumstances. The student should submit the request for this as soon as reasonably possible. 5. The head of the Student Administration Bureau may, in cases other than those referred to in paragraph 3, derogate from the enrollment period no later than two working days before the day on which the examination will be taken, provided that this does not jeopardize the correct preparation for the examination session. The head of the Student Administration Bureau will charge administration costs per examination for this derogation. The head of the Student Administration Bureau reports this to the Examination Board. 6. Anyone who has not enrolled for an exam or examination in accordance with the provisions of or by virtue of these Rules and Regulations may not take part in the exam or examination concerned. 18 Article 2.2 Entering and leaving the room in which the written examination is being held 1. Only a student who has enrolled on time and correctly for the written examination may take part in the examination concerned, and will be admitted to the examination room. 2. Admission to the examination room is possible until fifteen minutes after the start of the written examination concerned. A student who is admitted to the examination room after the start of the examination concerned should ensure that he/she causes as little disturbance as possible to the students already present. 3. A candidate in the written examination may not leave the room earlier than one hour after the start of that examination. A student who leaves the examination room before the end of the examination concerned should ensure that he/she causes as little disturbance as possible to the students still present. 4. A candidate in the examination may, on request and with the permission of the examiner or the invigilator, leave the examination room only once to use the toilet as from one hour after the start of the examination until half an hour before the end of the examination. This permission is granted only to one student per section at a time. In exceptional cases, the examiner or invigilator may derogate from these rules in favor of the student. 5. Smoking is not permitted in the examination room. Article 2.3 General provisions concerning order during the written examination 1. During at least the first half hour of the written examination, at least one examiner is present in the room where the written examination is being held, and during the rest of the written examination at least one examiner can be reached by telephone and can be present in the examination room within ten minutes. 2. On behalf of the Examination Board, the invigilators appointed for this purpose are charged with maintaining order during the written examination. The invigilators should comply with any instructions given by the examiner. The examiner may also be an invigilator. 3. Every candidate in the examination should comply with the instructions of the examiner or the invigilator. If a candidate in the examination does not comply with the instructions of the examiner or the invigilator, or does not obey his/her request, the examiner may exclude him/her from taking further part in the examination, with the consequence that no result will be established. 4. During the examination, the candidate in the examination must, on the request of the examiner or the invigilator, prove his/her identity with a valid proof of registration (student card, ID-card, passport or drivers license). If such a proof is impossible, the candidate is not allowed to take part in the examination. 5. On the table of the candidate there must be nothing other than: the valid proof of registration, the proof of enrolllment (if necessary), the assignment, the examination form, the paper for working out the assignments, writing materials, a ruler and other sources of information and appliances explicitly allowed by the teaching staff and mentioned on the first page of the assignment. Food and drinks may be put on the table before the examination commences. 6. During the examination it is not permitted to have cell phones or other communication devices close at hand. The equipment needs to be switched off. If a cell phone rings, it will be taken away by the invigilator and held for the duration of the examination. It will also be reported. 7. 19 8. Only the paper provided by EUR is to be used for the written examination. The use of the candidate s own paper is not permitted. 9. A candidate in the examination should write his/her name, signature and student /examination number on each sheet of paper that is handed in. The examiner or the invigilator checks whether this has been done correctly before the examination is handed in to him/her. The draft copy should also be handed in to the examiner or the invigilator. Article 2.4 Fraud 1. If in the matter of taking an examination, fraud within the meaning of Article 1.2, under 2 is detected or suspected, the examiner or the invigilator notifies the student, makes an annotation on the student s examination paper and asks the student to make available any items of evidence. The student is allowed to finish his/her examination. 2. The examiner or invigilator should make a written report as soon as possible after the fraud has been detected or suspected. If the student refused to make available any items of evidence, this is recorded in the written report. The student is given the opportunity to add written comments to the written report of the invigilator or examiner. The written report and any written comments are handed over to the Examination Board as soon as possible. 3. Depending on the gravity of the fraud, including repetition of fraud, the Examination Board can impose the following sanctions: a. reprimand; b. invalidation of the examination concerned; c. exclusion from the examination concerned for at most one year; d. exclusion from one or more rounds of examinations; e. a combination of the above measures. SECTION 3 GRADES, CLASSIFICATION AND CERTIFICATE Article 3.1 Determining the grades of examinations 1. Examinations are assessed with grades and decimals on the scale 1 to 10, where a 5.5 is the lowest pass grade. If an examination part is examined in more than one way, the rounding off to decimals will take place after the overall grade is determined. 2. Additional rules of examiners concerning the assessment (e.g. with regard to the weighting of examinations and practicals belonging to the same course) must be announced by means of publication in the course book and/or in the study guide and/or in the Erasmus Magazine and/or on Blackboard. Article 3.2 Determining the grade and the classification of the Master exam 1. Students have passed the Master exam when they have taken all examination parts, with pass grades or exemption. 2. The chair of the Examination Board establishes the results of the Bachelors and the Masters by signing the list of grades. 3. The final grade of the Master exam will be determined as the weighted average of the grades of all examinations, where the ECTS are used as weights. The final grade is assessed with whole grades on the scale 1-10, where the lowest pass grade is a 6. For establishing the whole grades for the examination parts, an average that ends in a decimal 0.5 or higher is rounded up that is, 5.5 is rounded up to 6, and an average that ends in a decimal lower than 0.5 is rounded down. 4. 20 a. "satisfactory", if the final grade averages 6; b. "fair", if the final grade averages 7; c. "good", if the final grade averages 8; d. "excellent", if the final grade averages above Article 3.3 The certificate and the list of grades 1. To show that the exam has been passed, the Examination Board presents a Master certificate. The certificate is signed by the chairman or the substitute chairman of the Examination Board. The presentation is made in public, unless the Examination Board or examiner has decided otherwise, in exceptional cases. 2. On a list of grades, which constitutes a part of the certificate, the examination parts belonging to the examination are stated. Examination parts that do not belong to the examination and were passed by the student before the result of the exam was decided are stated on a separate declaration. 3. If the classification is "cum laude" this is stated on the Master certificate. Classifications other than "cum laude" are stated on the list of grades. SECTION 4 FINAL AND IMPLEMENTATION PROVISIONS Article 4.1 Changes in these Rules and Regulations No changes will be made that are applicable to the current academic year, unless the interests of students or examinees are, in reason, not thereby prejudiced. Article 4.2 Appeal A student who objects to a decision on the grounds of these Rules and Regulations may lodge an appeal with the Examinations Appeal Board (CBE) of Erasmus University Rotterdam.
