1 Roosevelt Public School District # 18 "Striving for Excellence" nd Ave. West Carson, ND Phone: Fax: Demographic, Financial And Other Information Used In Long Range Planning May Mission: The mission of Roosevelt Public School is to provide

2 Anticipated Effects of Demographic Changes On the Following 1. Academic and extracurricular programs: As the student population of our district decreases, the academic effects will be a decrease in the number of professional staff and eventually a decrease in the number of course offerings, due to the economics of delivering educational services. Changes and adjustments will need to be made through planning of the Roosevelt School district in order to maintain curriculum and extracurricular programs. We must continue to monitor our enrollment numbers closely, so as to anticipate changes necessary and where allowable, that will still provide our students the best education we can possibly give them. Ongoing evaluation of both the academic and extracurricular programs will determine needed changes and when those changes must take effect. Please be reminded, there will be changes necessary in both of these areas, additional changes, over and above the ones we have already experienced. There will be an ever-increasing need to look at our neighbors for additional opportunities to work cooperatively with them in seeking to maintain our academic and/or extracurricular programs. 2. Instructional and administrative staffing: Both instructional and administrative staffing has been adjusted through the education cooperative over the years. Currently, we are sharing a superintendent, we have an assistant superintendent/elementary principal, and elementary teaching staff. Changes to Education Cooperative Agreement in the area of grade configuration/ location should made due to low students numbers and staff attrition. Other efficiencies will be considered as our district will work toward a five-year agreement, to hopefully provide stability to Roosevelt Public School. We currently serve grades K Facility needs and utilization: Our facility Carson will be utilized at 100%. Special education services, counseling, computer labs, Title I services and aides are all a part of the facility use. Roosevelt Public School facility meet fire and insurance codes, however the ADA requirements is an area that must continue improving. 2 Mission: The mission of Roosevelt Public School is to provide

3 Plans are moving forward for the improvement of our facility in the area of deferred Maintenance. Head Start occupies space in the our building We have updated technological infrastructures and wireless connectivity where necessary and a chrome book for every student and staff member. 4. District Tax Levies: Legislative sessions have produced a new school finance structure that rescinded most features of the old system in an attempt to create a new, simpler and more transparent funding structure. The new system is based on average daily membership (ADM). The formula is designed under the assumption that all districts will have adequate funds to operate their district at a levy of at least 185 mills, and be guaranteed a specific yield from that levy. This process is not an advantage to small schools with declining enrollment. Anticipated Effects of Demographic Changes on: CATEGORY: Curriculum TREND: The trend in the area of curriculum will be a decline in professional staff and a decrease in the number of course offerings available for students, as student numbers continue to decline in our district. Goal Statement: It will be our goal to try to keep as many course offerings for our students as possible, for as long as possible. Objective: To maintain curriculum and research other ways to contain costs of curriculum and staff retention, while retaining the maximum course offerings. Action Step(s): We need to carefully evaluate student numbers and look at possibilities of what we can do with our elementary students in order to contain costs. The budget of our district need to be reviewed periodically and all programs considered before action is taken to discontinue any one program or extra-curricular activity. 3 Mission: The mission of Roosevelt Public School is to provide

4 CATEGORY: Fiscal Responsibility TREND: The trend in the area of fiscal responsibility is that the economics of educating students continues to decline as the costs continue to increase and the revenue continues to decrease. Goal Statement: It will be our goal to try to keep the cost of education within allowable fiscal limits of the available district resources at our disposal. Objective: Our objective will be to try to keep expenses within the limits of available revenue and maintain or have a gradual increase in the district s end of year balances, if possible, to be utilized to cover expenses for the remainder of the calendar year after the new fiscal year begins. Action Step(s): To continue to attempt to curb expenses, and yet not have a negative effect on the education of the students that attend our schools. 4 Mission: The mission of Roosevelt Public School is to provide
